HABACKER D/B/A CHASTAINE & HABACKER, PLUMBERS, FOR INSTALLING SEWER AND WATER LINES IN CONNECTI, WITH SEVEN BUILDINGS LOCATED AT THE RHODES-BROADY COURT BETWEEN FLOURNOY AND BURNETT STREETS AND 10TH AND 11TH STREETS IN THE CITY OF PADUCAH; AUTHORIZING A CONTRACT FOR SAID WORK BY AND BETWEEN THE CITY OF PADUCAH AND J. C. HABACKER D/B/A CHASTAINE & HABACKER, PLUMBERS, AND PRESCRIBING THE TERMS AND CONDITIONS OF SAID CONTRACT; APPROPRIATING THE SUM OF NOT EXCEEDING $4000 TO COVER THE COST OF INSTALLING SAID SEWER AND WATER LINES, SAID EXPENSE TO BE CHARGED TO ACCOUNT NO. 7900, HOUSING REMOVAL FUND WHEREAS, seven buildings containing twenty-four units have been moved and located at the Rhodes -Broady Court between Flournoy and Burnett Streets and 10th and 11th Streets in the City of Paducah for the purpose of affording housing durin the construction of the new colored housing units, and the relocation of these seven buildings necessitated the installation of sewer and water lines to serve the families living in said buildings; and WHEREAS, pursuant to a Resolution adopted by the Board of Commissioners on September 11, 1951, the City Manager was authorized to advertise for bids for said sewer and water connections, and WHEREAS, said work was advertised and one bid in the amount of $4000 was duly received from J. C. Habacker, d/b/a/ Chastaine and Habacker, Plumbers, and it is deemed advisable by t he City Commissioners to accept said bid in order that said work can be completed without further delay. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the bid of J. C. Habacker, d/b/a Chastaine & Habacker, Plumbers, be accepted, and that the City Manager is hereby authorized and direc- ted to enter into a contract, for and on behalf of the City of Paducah, with the said J. C. Habacker to furnish the labor and material necessary for the in- stallation of sewer and water lines for seven certain housing buildings contain- ing a total of twenty-four units which are located at the Rhodes -Broady Court between Flournoy and Burnett Streets and 10th and 11th Streets in the City of Paducah, that said contract shall be prepared by the Corporation Counsel and shall contain all of the terms, conditions and specifications set forth in the resolution under which the City Manager was requested to advertise for bids, being resolution adopted by the Board of Commissioners on September 11, 1951, and of record in Ordinance Book 12, page 516 of the official records of the City of Paducah, and the City Manager is further authorized to include in said contract such other terms and conditions as may be necessary for the protection of the interest of the City of Paducah. 537 SECTION 2. There is hereby appropriated the sum of not exceeding $4000 to cover the cost of installing the aforesaid sewer and water lines and the amount so appropriated to be charged to the account number designated as Account Number 7900 to be provided for under an amendment of the 1951 Apportionment ordinance. SECTION 3. This ordinance shall be introduced at a regular meeting of the Board of Commissioners and remain on file for public inspection for at least one week in the completed form in which it shall be put upon its final passage. As it is immediately necessary to provide housing accommodations for those persons who are required to vacate because of the construction of the aforesaid new colored project, the public health and safety requires that this ordinance be made immediately effective, an emergency is accordingly declared and this ordinance shall be in full force and effect from and after its adoption.
