HomeMy WebLinkAboutOrdinances Book 12, Page 197, No Ordinance NumberAN ORDINANCE A1,1ENDING SECTION 14 OF AN ORDINANCE ENTITLED: "AN ORDINANCE REGULATING TRAVEL AND TRAFFIC --THE USE OF STREETS BY VEHICLES, STREET CARS AND PEDESTRIANS; CREATING A CENTRAL TRAFFIC AND BUSINESS DISTRICT; ESTABLISHING BOULE- VARDS, SAFETY ZONES, AND AUTHORIZING THE PQARKING OF CROSSWALKS OR ANY ZONES HEREIN PROVIDED FOR, AND THE ERECTION OF SIGNS AND SIGNALS; REGULATING PARKING, AND DE- SCRIBING THE STREETS OR PORTIONS OF STREETS THAT 14AY BE USED FOR PARKING, AND THE MANNER OF UTILIZING SAPQE, IN THE CITY OF PADUCAH, KENTUCKY; AND FIXING A PENALTY FOR ANY VIOLATION HEREOF", WHICH WAS ADOPTED BY THE BOARD OF COM1iISSIONERS ON SEPTEMBER 14, 1925 BE IT ORDAINED BY THE EOARD OF COP.BlISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 14 of an ordinance containing the title quoted qbove, which ordinance was adopted by the Board of Commissioners on September 14, 1925, be and the same is hereby repealed, amended and reordained so that said section as amended and reordained shall read as follows: "SECTION 14.. RULES FOR DRIVING Turning. It shall be unlawful for the driver of any vehicle to violate or fail to comply with any of the provisions hereinafter in this Section set forth: (A) when turning to the right at an intersection of public highways, vehicles shall keep to the right of the center, and in turning to the left, shall pass to the left side of the center, keeping, however, as far to the right as is possible so to do and still pass to the left of said center. For the purposes of this sub -section the "center" shall be held to mean the meeting point of the medial lines of the two highways. (B) No vehicle shall turn to the left at intersection of Broadway at Third, Fourth, Fifth and Sixth Streets at any time, but vehicles approaching the intersection of Broadway and Second from any direction may turn to the left at any time. (C) No vehicle shall be turned on Broadway from and including Second street to the City Limits in such a manner as will cause the same to proceed in an opposite direction upon the street upon which said vehicle is traveling at the time of entering said intersection. This is commonihy known as making a "U" turn. (D) Right turns may be made at any intersection outside the Central Traffic District at any time; provided, however, that the operator shall not turn said vehicle to the right at any intersection or into an alley or driveway unless said vehicle is, at the time of turning, in the lime of traffic nearest the curb to the right of said vehicle. SPEED No operator of a vehicle on a public highway shall drive at a greater speed than is reasonable and proper, having regard for the traffic and the use of the highway; Provided that 198 (E) If the rate of speed of a vehicle of any kind shall exceed 35 miles per hour on any street, avenue or other public way of the City of Paducah, except in school zones in which the limit of speed shall be 15 miles per hour, as provided under an ordinance adopted on October 7, 1947, it shall be prima facie evidence of unreasonable and improper driving. (F) Any person violating any provision of this section shall be guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not less than Ten (:10.00) Dollars and not more than One Hundred (;100.00) Dollars, or by impriosnment in the city jail for a period of not to exceed Fifty (50) days, or by both such fine and imprisonment. The provisions hereof shall not apply to vehicles owned and operated by the Fire, Police and Hospital Departments of said city." SECTION 2. All ordinances and parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. I SECTION 3.
