HomeMy WebLinkAboutOrdinances Book 12, Page 1129, No Resolution Number1129 A RESOLUTION PROVIDING FOR THE DISBURSEMENT OF FUNDS ADVANCED BY THE HOUSING AND HOME FINANCE AGENCY IN CONNECTION WITH THE SLUM CLEARANCE AND URBAN REDEVELOPMENT PROGRAM WHEREAS the Housing and Home Finance Agency will advance funds to the City of Paducah for use in connection with the preliminary survey and planning activities of the Slum Clearance and Urban Redevelopment program; and WHEREAS by ordinance adopted on April 29, 1952 there were delegated to the Paducah Planning and Zoning Commission such of the powers, functions and duties of the City as are related to research, investigation, planning and analysis and other like phases of said program, its acts, findings and deter- minations to be subject to the approval and ratification of this Board, and WHEREAS it now appears desirable to provide a method by which the aforesaid funds may be handled and expended, and WHEREAS the Paducah Planning and Zoning Commission, in the exercise of the powers, duties and functions delegated by said ordinance, will be in possession of the information necessary in the determination of the propriety of each ex- penditure of said funds, NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. The City Treasurer shall hold and account for said funds separately and apart from other funds in his possession and shall deposit the same in a separate bank account. SECTION 2., Expenditures of such funds shall be made in accordance with the schedule of proposed uses as contained in the application for the advance filed by the City, subject to the modification thereof as contained in the approval of the Housing and Home Finance Agency, and in any approved Certificate of Purpose, and in accordance with pertinent contracts to which the City is a party, and in accordance with that Summary and Planning Budget which has been most recently approved by the Housing and Home Finance Agency. SECTION 3. Each expenditure shall be approved by the Paducah Planning and Zoning Commission prior to the issuance of the pertinent checks, except in the instances mentioned in Section 4. SECTION 4. Any expenditure of funds budgeted for legal services and accounting services, and any one expenditure of funds in excess of five hundred (;500.00) Dollars, and any final payment on a contract for survey and planning services or a contract for appraisal services, shall be approved by the Board prior to the issuance of the pertinent check. In the instances covered by this Section 4 the Paducah Planning and Zoning Commission shall make its recommendation to this Board respecting the contemplated expenditures. 1130 SECTION 5. Nothing herein contained shall be construed to limit or affect the power of this Board to approve or order other disbursements deemed proper and within the purview of the purpose For which the aforesaid funds were Lanced, nor shall it be construed to authorize the expenditure of funds budgeted contingencies. SECTION 6.
