That Section 15 of the ordinance bearing the tis: quoted in the title of this ordinance be, and the same is hereby repealed, amended and reordained so that said section as amended Land reordained shall read as follows: "SECTION! 15. 'ilhenever, from any cause, there shall be a vacancy in any of the classified services, the employee is said classification next highest ih seniority, if he chooses, shall succeed to and fill said vacancy, unless upon charges made by the City that said employee is not qualified to fill said vacancy, and after notice and unon trial to determine his qualifications in the same manner as is now required for the dismissal, suspension or reduction in grade or pay of any employee, it be established by the city that said employee has not the necessary qualifications to ena him to dischar,._e the duties of t1jo office or position in which the vacancy occurs. Provided that: In case of a vacancy in the classiTied services, whero peculiar and exceptional qualifications of a partici 671 ular professional or educational character are required, upon satisfactory evidence that for reasons stated in writing by the appointing authority, competitive examination in such case is impractical, the commission may suspend conpetitive examine tions under civil service.
