URGING THE FEDERAL CIVIL AERONAUTICS ADMINIS- TRATOR TO Ai.E1`'.D THE RUL23 AND REGULATION3 GOVERNING LN2IICIPALLY- OadED FEDERAL -AID AIRPOR T3 WHEREAS, the present rules and regulations of the bederal Civil Aeronautics Administration prohibit contracts with private it iduals for exclusive sales of gasoline and oil at airports receivi .ederal aid; and "'iMREAS, such a contract has been made and is now in effect fc ales of gasoline and oil at Larkley Field, and this is the most Practicable means of handling such sales and is a source of income to aid in paying operating costs of the airport; and ,EAS, the p;-esent C.A.A. rules and regulations relating to uch exclusive contracts are proventint the allocation of Federal unds for installation of a lihting system at Earkley Field; and FEni, several organizations, includin„ the U. S. Conference of Ea,,ors and the American ::ur_icipal Association, have urged the limination of this prohibition against such exclusive contracts, ai the Federal Civil Aeronautics Administrator has now asked for omments on three proposed amendments; and w1HEREAS, the American iunicipal Association recommends only Propoaal No. 1 which would eliminate this prohibition and provide imply that tie airport shall be operated "for the use and benefit c the public, on fair and reasonable terms and without unjust dis- rimination;" PdOi'! Rentzel, Federal Civil eronautics Administrator, be urged to adopt said Proposal No. 1 as n amendment to the rules and regulations of the Civil Aeronautics dministration without delay. SECTI0.I 2 That the City Manager transmit copies of this resolution to the Honorable Delos ;J. Rentzel, Vice President Alben 7i. carkley, U. S. Senator Virgil Chapman, U. S. Senator Garrett L. ,rithers, and U. S.
