For a period of one year beginnin:• with the effective date of this ordinance, the number of such officers and employees in each dspartm3nt of the city government and in each grade and position of city employment shall Le not less than the number of such officers and employees as of September 22, 1948. "Section 3. If any section, Provision, or other part of this ordinance shall be held invalid or inoperative, the validity or operation of the remainder hereof shall not be affected thereby.
