That Caldwell Street from the west curb line of Tenth Street to tae east curb line of Twelfth Street be, and the sante is hereby declared to be and is established as a boulevard, and all vehicles of every kind approaching said street or boulevard at the intersection of Eleventh and Caldwell Streets shall come to a complete stop before proceedin,- to enter or to cross said street or boulevard. SEC TI OII 2. If the rate of speed of any vehicle while traveling on Cald%aell street or crossin_r the intersection of Eleventh ani "aldwell Streets from either an easterly or westerly direction, or while approachin said intersection from a point midway of the block between Tenth and Eleventh streets, or midway of the block between Eleventh and T•elftth Streets shall exceed ten (10) miles per hour, such rate of speed shall be prima facio evidence of unreasonable and improper driving and it shall be unlawful for any person to operate a vehicle at a speed in excess of that rate. SECTION 5. Any person, firm, company or corooration violating the provisions of this ordinance shall, upon conviction thereof be fined not less than live Dollars nor more than 11wenty Dollars L each offense. SEC TI O:v 4. All ordinances and parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. SEC TIOid 5.
