HomeMy WebLinkAboutOrdinances Book 10, Page 867, No Ordinance Number867 li AN ORDINANCE APPROPRIATING A SUM NOT EXCEEDING $3000.00 FOR TILE COMPLETION OF THE BUILDING 077NED BY THE CITY OF PADUCAH AT 3RD AND OHIO STREETS FOR USE BY 'UHL NATIONAL YOUTH ADMINISTRATION IN THE OPERATION OF AN EDUCATIONAL TRANING CENTER, AUTHORIZING THE CITY MANAGER TO PURCHASE KATERIAL AND TO RMPLOY LABORERS FOR THE COMPLETION OF SAID BUILDING; AND PRESCRIBING THE TER143 AND CONDITIONS UNDER 'WHICH HE SHALL ENTER INTO CONTRACTS `UHEREPOR WHEREAS, the City of Paducah is the owner of a two-story brick building located at 3rd & Ohio Streets on which the National Youth Administration has heretofore expended the sum of approximately �?11,000.00, said building having been constructed for use in the operation of a machine shop sponsored by the National Youth I Administration; and, 7RIE"EA3, the work of construction was suspended upon the order of the United itates Government before said building had been completed; and, 5UHEREAS, it is estimated that for the sum of .;;3000.00 said 1building can be completed and made available for use as a machine shop where one hundred or more persons maybe employed by the National Youth Administration in connection with its program of training 1persons for service as machinists; and, INHEREAS, in the interest of the general welfare it is deemed advisable by the Board of Commissioners to complete said Ilbuilding in order to make said . training available to persons whose !services are so badly needed in defense plants and other war i' industries. NO101, TIEREFORE, BE IT ORDAINED BY THE BOARD OF COTRJI;33IONERS OF ITHE CITY OF PADUCAH, KENTUCICY: SECTION 1. That the sum of N3000.00 be appropriated and set aside out of the contingent fund of the City of Paducah, Kentucky, to defray the cost of finishing the roof, putting on a top layer of Melt and painting, laying the floors, both concrete and wood, and building the stairway, replacing glass in windows and installing plumbing fixtures in the building owned by the City of Paducah and located at 3rd & Ohio Streets, including the cost of any other construction work which must be done in order to make said building available for use by the National Youth Administration as a training school for machinists. SECTION 2. It shall be the duty of the City Manager to purchase all material and employ all labor used for the completion of said building to be occupied by the National Youth Administration. 868 He shall employ a sufficient number of qualified carpenters, ^' ' ;plumbers and laborers for that purpose, all of whom shall be employees of the City of Paducah and subject to be control and supervision of the City Manager in the performance of their duties. The City Manager shall also employ a foreman who shall work with the carpenters, plumbers and other laborers employed at said building and who shall supervise all work done by them, inspect and approve all material purchased and see that the construction work is done in a workmanlike manner at minimum expense. It shall be the further duty of the foreman to keep a record of the time of each worlorian employed at said building as well as his own time, and submit to the City Manager on Saturday of each meek a payroll showing; the number of hours they have been employed and the amount earned by each workman. If the Payroll is approved, the City Treasurer, upon the order of the City I,Ianager shall issue to the foreman a check for the full amount due under said payroll, and it shall be the duty of the foreman to obtain receipts from each workman or furnish the City Manager with satisfactory evidence showing that all labor bills have been paid by him. SEC TIOPI 3. No person shall be employed unless affiliated with a labor union, but the City Manager may, in his discretion, discharge the foreman or any workman employed at said building at anytime. SECTION 4. All capptinters shall be paid at a rate not exceeding u1.25 per hour, and laborers at the rate not exceeding 65� per hour. The foreman shall be paid at the rate of 01.50 per hour, but shall be entitled to receive, in addition to his base pay each week, a j sum equal to 2; of the total amount paid to him and to all carpenters and their helpers. The City Manager shall contract i for plumbing work at the prevailing hourly rate, and the plumber ao employed by him shall furnish on Saturday of each week a payroll showing the number of hours of employment and the amount earned by each plumber and helper employed at said building. �I SECTION 5.
