It shall be unlawful for any person, firm, company or corporation to own or keep a dog or dogs in the city of Paducah, Kentucky, without having first paid to the City Treasurer a license: tax of $1.00 for each dog so owned or kept and without having obtained from her the license as hereinafter specified and i required. The first license for each dog owned or kept in the City of Paducah shall be for the period ending December 31st, 1943.'' On and after the first day of January 1944, and on the same day in each succeeding year thereafter, any person, firm, company or i corporation owning or keeping a dog or dogs shall obtgin a license therefor and pay thereon a license tax of p1.00 for each dog or dogs so owned or kept in the City. SECTION 2. it It shall be unlawful for the owner or keeper of any dog, i either licensed or unlicensed, to allow such dog to be at large and, �i I not restrained or confined in an enclosure. ij it I SECTION 3, II The owner or keeper of any ,log shall have said dog inoculated for rabies by the City Veterinarian or Live Stock Inspector. Dogs ! shall be inoculated without cost when the owner or keeper thereof i has obtained a city license tag, and any such dog so inoculatdd shall be certified by receipt or certificate from the City Veterinarian or Live Stock Inspector, which certificate shall be delivered to I l the owner or keeper of such dog. The certificate or receipt delivered to the owner or keeper of a dog shall be conclusive I I I Ilevidence for twelve (12) months from the date whereof that such dog has been immunized against rabies. j II SECTION 4. All muzzles for dogs I� shall be procured at the expense of the owner or keeper thereof, and the City shall in no event be responsible or liable for the �!I expense of such muzzle. No dog which has not been inoculatdd shall be permitted in the City of Paducah without wearing a muzzle securely fastened in such a way as to render it impossible for it to attack or bite any person or animal. SECTION 5. Any dog found at large, either licensed or unlicensed shall be subject to be seized and impounded by the City of Paducah, and such dog not claimed and whose release has not been procured within 7 days after its seizure, shall be subject to be destroyed in the manner as may be determined b,l the City Veterinarian or Live Stock Inspector. For the purpose of carrying this ordinance into effect, any police officer or any person especiallyemployed or i appointed for that purpose may seize and impound any dog found at large. SECTION 6. Any person being the owner or keeper of a dog and fails to pay when due the license tax thereon, or who permits such dog to be at large, or fails to have such dog inoculated or muzzled, shall upon conviction be fined not less than 5p2.00 nor more than $5.00. All funds derived from fines under the provisions of this ordinance shall be paid into the treasury of the City and shall become a part of its general fund for public purposes. SECTION 7. When the owner or keeper has a dog inoculated, the City Veterinarian or Live Stock Inspector shall furnish to such owner i or keeper a tag which shall be securely fastened to the collat P and shall be worn by such dog continuously, the failure to have such tag so attached shall subject the owner or keeper thereof to i' the penalty provided in Section 6 hereof. Provided, however, any i licensed Veterinarian may inoculate dogs as required by this ordinance, and his certificate of successful inoculation shall entitle the owner or keeper of such dog to receive a tag provided for under this section. 862 SECTION 8. All ordinances and parts of ordinances in conflict �I lherewith are, to the extent of such conflict hereby repealed. f� i SECTION 9.
