In order to protect life and property in the City of Paducah li from enemy action the ?ciayor is authorized and directed to carry ou blackouts and air raid protection measures in said city at such times and for such periods as are ordered by the Army or 'IavT and promulgate such orders, rules, and regulations as may be necessary • to insure the success of the blackouts and air raid protection measures and to protect life and property during; said periods. This ordinance is necessary for the imnsdiate precervation of the public health, peace, and nafety of the rec_lents of t4e City of Paducah, in that it is in the furtherance of the public oelfarc that _=cdiatc cteas be taken to enforce blackouts and other _ �"lations, and an annrZencf is therefore declared to exist and this ordinance shall b e in force and effect from and after its passage by the Council.
