That the driveway on Ohio Street from the :Jest property lane of'. 3rd Street to the East property line of 8th Street, excludin inter.- sections nter;sections at 4th, 5th F- 6th Streets in the City of Paducah, Kentucky, with all necessary manholes, intakes, catch basins, sewer and drain' pipes and all necessary engineerin., equipment, advertisin„ and I Leal and clerical services in connection therewith, under an Act of the General Assembly of the Commonwealth of Kentucky adopted at its Re ular Session in 1938, providing for the improvement of public trays in cities of the second class by aid of the ,.ork ?rojects I Administration or other A;encies of the Federal or State sovernment and at the exclusive cost of the owners of real estate abuttin:� on such improvement to be apportioned on such improvement according to' the number of front or abutting feet, and providing that a tax shall be lebied upon said lots or parcels oi' real estate for the payment of the chst assessed thereon, and which cost shall be the difference between the total cost of completin'- said improvement and the total amount of the contribution of the :.or!c .projects Administration or other Ar;encies of the Federal or State "overnmont enL,aged in limak'n said improvement, and which tax shall be due and payable at I !!the office of the City Treasurer one-half thereof when the ;:o'rk o -C �! I !construction begins and the remainder thereof when one-Y}alf of said' imorovement has b on completed, which time shall be determined by l the Board of Commissioners oz said' City,wi.th the: -advice of the City ,!Engineer, be and the. same is hereby ordered to be so constructed and I i reconstructed with concrete or other improved paving material under! the provisions of said law aforesaid. 41hCTION 2. II That all the cost incident to said construction of said street as provided in Section 1 hereof, except that part which shall be paid by the Federal or State Government shall be paid for wholly by the property owners of property abutt=-nS or fronting; upon such improve- I ment on both sides of said street, and to be apportioned to and assessed aainst said abutting property as provided in Section 1 hereof. i SF.CTIOTT 3. _hen said work has been commenced, the Board of Commissioners `th the advice of the City En;ineer shall cause to be given to thei o„Hers of said property abutting upon such improvement as proposed i to be made, a notice by the publication of an ordinance or resolution that said work has commenced, and upon the publication of such resp; i lution or ordinance the owners of such abutting m operty shall immed- i.ately pay to the City Treasurer the amount of; one-half o£ the estimated cost of such improvement as may be appropriated to said respective lots so abutting thereupon, and when said work has been j half completed said Board of Commissioners shall likewise publish a' resolud on or ordinance giving notice of the half completion 'thereof, and requirin7, the owners of the abuttin,; property thereon to pay into the City Treasury the other one-half of said cost of said im- .provement so to be assessed a7a:lnst said property and appropriated ,hereto as aforesaid, and which payments shall be made immediately upon the publication of such notices as herein provided. j SECTION 4.
