That the driveway on Ohio Street from the Ndest property line of 3rd Street to the East property line of 8th Street, excluding inter- sections at 4th, 5th 'c 6th Streets in the city* of Paducah, Kentucky, be constructed and reconstructed of a concrete or such other i I improved paving material as maybe a,)aroved by the Board of I Commissioners of the City of Paducah, with all necessary manholes, '.ntakes, catch basins, server and drain pipes and all necessary enr,ineerin„ equipment, advertising; and legal and clerical services! in connection therewl th, and all to be done under and pursuant I to statute authorizin,r such improvements, and pursuant thereto that said improvement oi' such public way shall be made by the ['fork Projects Administration or ctlicr a C, C, :,c eia.i Pa -•e 462 or State Government at the exclusive cost of the own,rs od the real estate abueting on said improvement to be apportioned among and assessed upon the lots or barcels of real estate abuttin; on such improvement according to the number of front or abuttin feet, and a tax shall be levied upon said lots and parcels of real estate for the payment of the cost assessed thereon, which cost shall be the i difference between the total cost of completing said improvement and the total amount of the contribution of said Federal or State i 7encies en --aged in making said imarovements, and which taxes sha11,, be due and payable at the office of the City Treasurer, one-half thereof when the work of construction begins and the remainder thereof or one-half of said cost s:Pien one-half of said improvement i shall have been completed, and which time shall be determined b,, the Board of Commissioners of said city with the advice of the City Engineer, and no propert. shall be exempt from such improve- ment tax, provided, ho;ever, that any assessment for any such i= ovements as provided for herein vrhich exceeds one-half of the value of the lots or parcels of real estate upon^.which the assessment is made shall be void as to such excess, but the improvements shall r be taken into consideration in fixing the value of such real estate, ii ii and t'ze Board of Commissioners shall provide for the payment of f' any such excess, if any, out of the general funds. SEC TI ON 2 . i This resolution after its �I adoption shall be published , in at least one (1j issue of the official nems -paper of the (City of Paducah at least seven (7) days before any ordinance ordeririv said improvement shall have its final passage. i SECMION 3.
