That the drivew,sy on 21st Street from tie West property line of I � "C" Street to the West propirty line of the Old Mayfield Road, :in the City of Paducah, Kentucky, kaniazky, be constructed and I reconstructed of a concrete or such other improved paving material as may be approved by the Board of Commissioners of the City of I Paducah, with all necessary curbs, ;utters, driveways, manholes, intakes, catch basins, sewer and drain pipes and all necessary engineering; equipment, advertising and legal and clerical services in connection therewith, and all to be done under and pursuant to I statute authorizing such improvements, and pursuant thereto that said improvement of h b src pu lic way shall be made by the 'Bork Projects Administration or other agencies of the Federal 5 ,. Pale 460 or State Government at the exclusive cost of the owners of.' the real estate abutting ons aid improvement to be apportioned among and assessed upon the lots or parcels of real estate abutting on such I� improvement according to the number of front or abutting feet, and IIa tax shall be levied upon said lots and parcels of real estate for, the payment of the cost assessed thereon, which cost shall be the difference between the total cost of completing said improvement and the total amount of the contribution of said Federal or State Agencies en aged in makin* said improvements, and which tax shall be due and payable at the office of the City Treasurer, one-hhlf thereof when the work of construction be;ins and the remainder thereof or one-half of said cost when one-half of said improvement shall have been completed, and Which time shall be determined by the Board of Commissioners of sa'd city with the advice of the I City Engineer, and no property shall be exempt from such improve- ment tax, provided, however, that any assessment for any such I improvements as provided for herein which exceeds one-half of the value of the lots or parcels of real e state upon which the assessment is made shall be void as to such excess, but the improvements shall be taken info consideration in fixing the value of such real estate, and the Board of Commissioners shall provide for the payment of any such excess, if any, out of the general fund!. SECTION 2. i This resolution, after its adoption shall be published in at least one (1) issue of the official news-paper*of the City of Paducah at least seven (7) days before any ordinance ordering said improvement shall have its final passage. SECTION 3. Thls resolution shall be in full force and effect from and after its adoption by the Board Of Commissioners and upon its publication as herein provided. S. B.
