li THAT MTEREAS, the City of Paducah is the owner of all

by Caldwell Street, on the South by Husbands Street, on the East j
by 9th Street and on the 'Nest by 10th Street, excepting two lots
in said block located at the southeast corner of the intersection

Street, and two lots located at the northeast corner of the
intersection of 13th and r:usbands Streets, having a frontage of
80 feet on 10th Street; and,
14HEREAS, said area is deemed suitable as a colored
park and is necessary for use as such by the colored inhabitants
of the city;
NOS7, THEREFORE, BE IT ORDAINED 3Y THE 1'OARD OF
CO..)ISSIOi!EUS OF THE CITY OF PADUCAH, IENTUCKY:

That a part of the area embraced with the block
lying between Caldwell ,n d Husbands Streets and 9th and 10th
Streets, being lots Nos. 3, 4, 5, 6, and 7 in Block 4 in Norton,

Jones and ''dare Addition to the City of Paducah, having a total

frontaZe of 200 feet on 10th Street and extendinS back 162 feet
to a 21 foot alley, and also bein7 lots >:os, 10, 11, 12, 13, 14,
15, 16, 17 and 18 in Block No. 4 in said Addition, having a
total fronta.e of 360 feet on 9th Street and extending back 162

feet to said alley, be, and t' --e same is hereby created, esrablishe3
and dedicated as a public park for the use,b enefit and enjoyment

of the colored inhabitants of the city.
SECTION 2.
That the aforesaid area set aside and dedicated for
use as a public pa.r'c shall be Icnovm as "Blackburn Park", and the
Board of Park Commissioners (Colored) is hereby authorized and
empowered to hold, manage and control said park .for the uses
and purposes for which public parks are created, and established
as provided under Section 3235b-1 at. seq. of the Zentucky

SECTION 3.

This ordinance shall be in full force and effect
from and after its adoption.
