A RESOLUTION AUTHORIZING THE CITY I'SANAGER TO OBTAIN
FROM THE PADUCAH FLOOD WALL COIJ11IT'I`EE, McMURRAY AND REED, SPECIAL
COUNSEL AND FROM THE UNITED STATES ENGINEERS AT LOUISVILLE,
KENTUCKY, A REPORT AS TO THE CAUSE OF DELAY IN THE CONSTRUCTION
OF THE FLOOD WALL, AND AN ESTIMATE OF THE FURTHER TIDE WHICH WILL
BE REQUIRED TO COMPLETE SAID PORJECT
THAT1.oHEREAS, the City of Paducah under an ordinance
adopted by its Board of Commissioners on January 8, 1938, authori-
zed the payment of 50% of the estimated cost of lands, easements
and rights of way necessary for the construction of a sea wall or
flood protection titi"all for the benefit of the City of Paducah, its
citizens and properties; and,
WHEREAS, under an ordinance adopted on the 29Th day of
August, 1938, the City of Paducah authorized the sale of bonds
in the aggregate sum of :;200,000.00 for the purpose of purchasing
and acquiring a right of way for the construction of said sea
wall or flood protection wall; and,
WHEREAS, under an Act of Congress known as the "Flood
Control Act of 1936" and the amendments thereto, the City of
Paducah has obtained appropriations from the Federal Government j

for the purpose of financing the cost of said right of way
and the work of construction over and above the amount realized
from the sale of the aforesaid bonds; and,
kVHEREAS, the City of Paducah through its Flood Wall
Committee and Special Counsel has acquired the rights of way
necessary for construction of said sea wall or flood protection
wall over the entire route as specified under the plans of the
United States Engineers; and,
WHEREAS, the Flood V.all Committee appointed by L -he City
of Paducah, the Special Counsel employed by it and the United
Stated Engineers working in conjunction with said Committee
and Counsel, have been engaged in the work of acquiring rights of
way'and letting of contracts and supervising the actual con- j
struction of the Northerly and Southerly sections of said sea
wall for more than two (2) years, and the City of Paducah has
not yet received any definite advices as to the time when the
middle section of said sea wall or flood protection wall will be i
completed, and as a result of the lack of such information and

the number of inquiries which have been made as to the cause of
such unusual delay, it is deemed advisable to call upon the Flood!
,v,Jall Committee, the Special Counsel employed by the City and the
United States Engineers for a definite report;

SECTION 1.
That the City manager be and he is hereby instructed to
commur_icate with the members of the Paducah Fleod Mall Committee,
I;icP1urray & Reed, Special Counsel employed by the City, and the
United States Engineers at Louisville, Kentucky, and obtain from
them a definite report as to the proZress which is being made in
I
the construction of the middle section of said sea wall or flood
protection wall, the cause of the delay in carr.yin- out the plans
adopted in 1937 for construction of said sea wall or flood
protection wall, and the probable date on which all work will be
completed, and the City 1,anager is requested to promptly tramsnit
a copy of this resolution to each of them in order that he may
make his report to this board at its next regular meeting.
