Fork Projects Administration or other ajancies of the Federal
or State Government at the exclusive cost of the owners of the
real estate abutting on said improvement to be apportioned amonj
and assessed upon the lots or gireels of real estate abutting on
such improvement according to the number of front or abuttin6 feet
and a tax shall be levied upon said lots and parcels of real estat
