LINE OF THE HINKLEVILLE FOAD, IN THE CITY OF PA DUCAH, KENTUCKY, AS FOLLOWS: GRAVEL CONSTRUCTION, 37 FE7T IN 'ciIDTH 6?1.85 PER ABUTTING FOOT; INTEREST $0.041115778 PER ONE DOLLAR OF CONSTRUCTION COST; ENGINEERING $0.038671726 PER ONE DOLLAR OF CONSTRUCTION COST FOR THE CONSTRUCTION OF SAID STREETS BY GRADING AND GRAVELING, AND PROVIDING THAT THE COST OF SUCH CONSTRUCTION, INTEREST, EXTRA WORK AND ENGINEERING BE CHARGEABLE TO AND ASSESSED AGAINST THE PROPERTY RECEIVING THE BENEFIT OF SANE, AS SHO17IN BY THE ENGINESRIS ESTII,L+•TE AND ON FILE IN THE OFFICE OF THE COIMISSIONER OF PUBLIC 1.7ORKS, AND PROVIDING THAT SAID ASSESSMENT MAY BE PAID III TEN EQUAL INSTALLMENTS, BEING ONE EACH YEAR FOR A PERIOD OF TEN YEARS. WHEREAS, the General Council of the City of Paducah, Kentucky, has heretofore, to -reit: on the day of 1926 adopted an ordinance entitled, "AN ORDIIANCE PROVIDING FOR THE I`,IPROVDMEN7 OF NORTH STREET, FROM THE NORTH CURB LINE OF 12TH STREET TO THE SOUTH CURE LINE OF 11TH STREET; ELEVENTH STREET, FROM THE EAST CURB LINE OF NORTH STREET TO THE EAST CURB LINE OF PALM STREET; PALM STREET, FROM THE SOUTH CURB LINE OF 10TH STREET TO THE NORTH CURB LINE OF 12TH STREET; T'?ENTY FIRST STREET, FROM THE NORTH CURB LINE OF MONROE STREET TO THE SOUTH CURB LINE OF THE HINKLEVILLE ROAD, IN THE CITY OF PADUCAH, KENTUCKY, BY GRADING AND GRlsVELING OF SANE, TOGETHER WITH ALL NECESSARY MANHOLES, INTAKES, CATCH BASINS AND SEYIER PIPE CONNECTIONS, IN ACCORDANCE WITH THE PLANS AND SPECIFICATIONS PROVIDED THEREFOR BY TIS; CITY ENGINEER, AT THE COST OF THE ABUTTING PROPERTY O.4NERS, AND PROVIDING THAT THE, COST OF SUCH CONSTRUCTION WAY BE PAID IN ACCORDANCE WITH THE PROVISIONS OF THE TEN YEAR PAYMENT PLA -9 WHEREAS, in accordance with said ordinance, it was provided hat the cost of the construction of said streets be paid for by the butting property owners on both sides thereof, except that portion to e paid by the City of Paducah, as reouired by law; and VaIEREAS, pursuant to said ordinance, a contract was entered nto on the day of 1926, between Fraser & Cocke, ontractors, and the City of Paducah, for the construction thereof; and WHEREAS, said contract has in all respects been completed id the work thereof finished and accepted by the Board of Commissioners ' the City of Paducah, Kentucky on the 25th day off April 25th, 1928, trsuant to the recommendation made therefor by the Commissioner of Public irks of the city of Paducah, Kentucky, and pursuant to a motion made by 9 said Commissioner, which motion was duly adopted by the Board of Commissioners; NOVJ, THEREFORE, BE IT ORDAINED BY TIIF BOARD OF COMMISSIONERS Or THF CITY OF PADUCAH, KENTUCKY: SECTION 1. PAGE 75 That all of the property on both sides of North Street, frox the North curb line of 12th Street to the South curb line of 11th Street; and on 11th Street, from the East curb line of North Street to the East curb line of Palm Street; and on Palm Street, from the South curb line of 10th Street to the North curb line of 12th Street; and on 21st Street, from the north curb line of Monroe Street to the South curb line of the Hinklejille Road, in the City of Paducah, Kentucky, be and the same is hereby assessed for the cost of con- struction of said streets the sum of, gravel construction, 37 feet ,in width $1.85 per abutting foot; interest and extra work $0.0411157 78 per one dollar of construction cost; engineering $0.038671726 per one dollar of construction cost, by grading and graveling same, as shown by the Engineer's estimates on file in the office of the Commissioner of Bublic :7orks, which estimates are made part hereof. SECTION 2. That all of the funds derived from the assessment of said property aforesaid shall be used for the purpose of paying off the tax bills issued against said property, or such bonds as may be issued by the City of Paducah pursuant to Section 3161 of the Kentuc=:y Statutes. SECTION 3. That pursuant to Section 3101 of the Kentucky Statutes, as amended and re-enacted and now in force, said assessments may be, at the option of the property owners, Dayable in mash within thirty days from the date of the passing and recording of this ordinance, or in ten annual installments, pursuant to the provisions of sand Statutes. SECTION 4. In order to provide a fund for the immediate payment of the cosy of that portion of the special assessments herein 7orovided for, and which may be paid mn the ten yerr installment plan, as herein- before provided for, the City of Paducah may issue and sell improve- nent bonds, and to secure the payment of whibh.bonds, there is herby pledged such taxes and liens upon the property assessed herein for the payment of the principal and interest J\but such bonds shall not ae sold for less than par, and the proceeds thereof applied ex- :lusively to payment for the improvement of said streets as herein- )efore mentioned, and such bonds, if issued, shall bear interest and PAGE 76 shall be payable in accordance with the provisions of Section 3101 of the , Kentucky Statutes, as amended and re-enacted by the General Assembly of the Commonwealth of Kentucky and now in force and effect. SECTION 5. This ordinance shall take effect and be in force from and after its Passage, record and publication.
