THE "'T'ST PROs-RTY LINE OF NITIETE' STR-E•T TO THE FAST CURB LINE OF'T"TNTY-FIRST STREET IN TIM CITY OF PADUCAH, TIUCRACKEN COUNTY, KENTUCKY, -'ITH ALL NECESSARY MANHOLES, INTAKES CATCH BASINS AND SF:77R PIPIE CONNECTIONS, AVD ALL NECESSARY ENGIN7,' FITTG, ADVEPTIFING AND LFG":L ""%, CLI%RIOAL SERVICE IDI CONNECTION TITERES:'ITH AT THE COST OF THE ABUTTING PROPERTY GITTERS ARID PROVIDING TPAT SAME IiAY BE CONST RTICTF.D U -ON TILT: T171T YEAR PAY:,, MH T PLAN. ° and WHEREAS, in accordance•,-1th said ordinance it is provided that the cost of construction of said gravel street and all other work done thereunder be paid for by the abutting property oriners on both sides of said street where said work was Tone, except that portion to be paid by the City of Paducah, as regn.ired by law, and 17HEFEAS, pursuant to said ordinance a contract was entered into on the dny of _1928, between Yancy Brothers, Contactors, and the City of Paducah, Kentucky for the construction thereof, and 7TTPFAS, said contract has in al.1 respects been completed rnd the work thereunder finished and accepted by the Board of Commissioners of the City of Paducah on the 7th day of December, 1928, pursuant to the recommendation made therefor by the commissioner of Public ''orks rnd pursuant to a motion made by said Commissioner, which motion was duly adopted by the Board of Commissioners, N93, THTREFORE, BT IT OFDAITTTJ BY TTIF 1.-'.OA.PD OF CO' ^::I` IO -R:' Or TM CT'l Y C ?r;'tCATIy ICFTTTUCKY: PAGE 227 IM SECTION 1. shat all of the property on both sides of Washington Street,. from the '..rest property line of Yineteenth Street to the 'fast curb line of Twenty-first Street, in the City of Paducah, Kentucky, be, and the same is hereby assessed for the cost of construction of gravel street, and all necessary manholes, intakes, catch basins and sewer pipe connections, and all necessary engineering, advertising and l,gal and clerical service in connection therewith. All of said 1••ork has been done under the ordinance and contract aforesaid, and said assessment is as follows, to -^.-it; Gravel Street construction $1.75 p•;r abutting ft. Interest, extra work and engineering and inspection $0.061493549 per dollar of construction cost. As shown by the Engineer's estimates on file in the office of the Commissioner of Public Works, which estimates are adopted and made part hereof. SECTION 2. That all of the f.a.nds derived from the assessment of skid property aforesaid shall be used for the purpose of paying off the tax bills issued against said property, or such bonds as may be issued by the City of Paducah pursuant to Section 3101 of the Kentucky Statutes. SECTION 3. That pursuant to Section 3161 of the "'entucky Statutes, as amended and re-e-ected and now in force, said assessments may be, qt the option of the property owners, pay^ble in cash within thirty days from the date of the passing and recording of this ordinance, or in ten annual installments, pursuant to the provisions of said Statutes. SECTION 4. In order to provide a fund for the immediate payment of the cost of that portion of the special assessments herein provided for, and e?^ich may be nnid on the ten year installment plan, as her,inbefore provid.ed for, the City of Paducah may issue and sell Improvement Bonds, and to secure the payment of which bonds there is heresy pleraged such taxes and liens upon the ^roperty assessed herein for the payment of the principal ^nd the interest on such bonds, but s^id bonds shell not be sold for lees than n -r, and the proceeds thereof applied exclusively to payment for the improvement �• of said street, as her•einbeCore mentioned, and such bonds, if issued =1 p: -,y _ shall bear int -rest and st.nll be able in accordance %•ith the f :`- provisions of Section 310.1 of tho lientuclty Statutes, !7.s amended and re-enacted by the General Assembly of the Commom:lealth of i.cntucky IM PAGE: 228 and now in force and effect.
