That all of the proDerty on both sides of Jefferson Street, from the Fast Property line of 19th. Street to the !'!est property line of 25th Street in the City of Paducah, Kentucky, as shozm by the be, and the same is hereby assessed for the cost Lngineerls estimates, of construction of an improved, or asphalt street -;!ith all necessary curb, nutter, manholes, intakes catch basins, drain tile and sewer pipe, and all necessary engi eering, advertising and legal and clerical service in connection therewith. As shown by the Engineerls estimates on file in the office of the Commissioner of Public ';forks, which estimates are adopted and made part hereof'. SECTION 2. That all of the funds de"rlved from the assessment of said property aforesaid shall be used for the Durpose of paying off the tax bills issued against said. property, or such bonds as may be issued by the City of Paducah pursuant to Section 3101 of the I.entucky Statutes. SECTION 3. II That nursuant to Section 3101 of the Kentucky Statutes, as i amended and re-enacted and nov? in force, said assessments may be, at the option of the property or•ners, payable in cash :iitbin thirty days from the date of the passing and record.in,S of this ordinance, or in.ten annual installments, pursuant to the provisions of said Statutes. PAGE 159 SECTION 4. In order to provide a fund for the immediate payment of the cost of that portion of the special assessments herein provided for, and which may be paid on the ten year installment plan, as herein- before Provided for, the City of Paducah may issue and sell Improvement Bonds, and to secure the payment of which bonds there is hereby pledged such taxes and liens upon the property assessed herein for the payment of the principal and interest on such bonds, but said bonds shall not be sold for less than par, and the proceeds thereof aaplied exclusively to payment for the improvement of said street as hereinbefore mentioned, and such bonds, if issued, shall bear interest and shall be palpable in accordance with the provisions of Section 3101 of the Kentucky Statutes, as amended and re-enacted by the General Assembly of the Commonwealth of Kentucky and nov;, in force and effect. SECTION 5. This ordinance shall take Effect and be in .force from and after its passage, record and Dublication.
