A RESOLUTION DECLARING THE CONSTRUCTION OF STORM WATER
SEWERS IN ZONES A AND B HEREINAFTER PARTICULARLY DESCRIBED, IN
SANITARY SEWER DISTRICT NO. 1, IN THE CITY OF PADUCAH, KENTUCKY, TO
BE A NECESSITY AND SETTING OUT IN GENERAL TERMS THE PROPERTY SUBJECT
TO THE PAYMENT OF THE COST OF SAI.1E.
WHEREAS, Sanitary sewers were installed many years ago in
what is known as sanitary sewer District No. 1, in the City of Paducah,
i; Kentucky; and,
WHEREAS, Only a portion of said Sanitary Sewer District

I,No. 1 has been provided with storm water sewers, and there are no storm
water sewers in the two zones A and B hereinafter described; and,
WHEREAS, the present surface drainage of storm water in
said zones is wholly inadequate, and there is now no adequate storm
water drainage for said &one, and it is necessary in order to provide
for the extension of hard surface streets and other improvements in
said zones to meet the growing demands of said City,and provide for
the health, comfort, convenience and general welfare of the citizens
of said City, to provide such sewers; NOW, THEREFORE -
BE IT RESOLVED BY THE GENERAL COUNCIL OF THE CITY OF
PADUCaH, KENTUCKY:
SECTION 1.
That the General Council of the City of Paducah, Kentucky,
does hereby declare it to be a necessity in order to provide for storm
water sewers in Zones A. and B, hereinafter particularly described,
in sanitary sewer district No. 1, in the City of Paducah, for the
purpose of preserving the health, comfort, convenience and well being
of the citizens of the City of Paducah, Kentucky, that storm water
sewers be constructed and laid out at the cost of the abutting property
and property owners benefitted thereby, and all of the lots or parcels
of land embraced in said Zones A and B hereinafter described are hereby
declared to be the property benefitted, and subject to assessment for the
cost of such construction.
SECTION 2.

in Paducah,,. Kenpuaky, is described as foll -ws:
"Beginning at a point on the south property line of
Trimble Street, said point being 173.25 feet west of the
west property line of 9th Street; thence in an easterly
i( direction and along the south property line of Trimble
Street, 2672.25 feet to the east curb line of 3rd Street;
l thence in a southerly direction and along the,past.curb
line of 3rd Street, 1410.75 feet to a point 173.25 feet
south of the south property line of Madison Street, said
point being the center of the block lying between Madison
and Monroe Streets; thence in a westerly direction along a
line, said line being the center of the block lying between
Madison and Monroe Streets, 2672.25 feet to a point 173.25
feet west of the west property line of 9th Street,
said point being in the center of the block lying
between Monroe and Madison Streets; thence in a
northerly direction along a line,said line being
173.25 feet west of the west property line of -g th
Street and parallel thereto, 1410.75 feet to the
south property line of Trimble Street, the point
of beginning.'
Said storm water sewer Zone B in said sanitary sewer district
No. 1 in said City, is described as follows:
"Beginning at a point 173.25 feet north of the north
property line of Washington Street and 173.25 feet west
of the west property line of 9th Street, said point
being in the center of the block lying between Washington
Street and Kentucky Avenue; thence in an easterly
direction and with a line, said line being the center
of the block lying between Washington and Kentucky Avenue,
1219.5 feet to a point 173.25 feet east of the east
property line of 7th Street, said point being the center
of the block lying between 6th and 7th Streets and
Kentucky Avenue anjVlashington Street; thence in a
southerly direction'along a line, said line being the
center of the block lying between 6th and 7th Streets,
412.5 feet to the center of the block lying between 6th
and 7th Streets and 1:7ashington and Clark Streets; thence
in an easterly direction along a line, said line being
the center of the block lying between Washington and
Clark Streets, 1844.25 feet to the center line of 2nd
Street; thence in a southerly direction and along the
center line of 2nd Street 1780.5 feet to a point, said
point being 173.25 feet south of the south property line
of Ohio Street and the center of the block lying between
Ohio and Tennessee Streets; thence in a westerly direction
along a line, said line being the center of the block
lying between Ohio and Tennessee Streets, 3063.75
feet to a point, said point being 173.25 feet west of
the west property line of 9th Street and in the center
of the block lying bet.veen Ohio and Tennessee Streets;
thence in a northerly direction along a line, said line
being 173.25 feet west of the west property line of
9th Street and parallel thereto, 2193.0 feet to a point
173.25 feet north of the north property line of Washington
Street and 173.25 feet west of the west property line of
9th Street, the point of beginning."
Said Zone A is located on the north ide of Broadway Street,
in Sanitary Sewer District No. 1, and sai j .nel// s located on the south
side of Broadway 'Street, in said Sanitary Sewer Distridt No. 1, in the
City of Paducah, Kentucky.
SECTION 3.
Said storm water sewers shall be constructed along and under
the following named streets in said Zone A, to -writ:
On Madison Street, Harrison Street and Clay Street
from the center line of Second Street to a point 173.25
feet west of the west property line of 9th Street.
On 3rd Street, 4th Street, 5th Street, 6th Street,
7th Street, 8th Street and 9th Street from the south
property line of Trimble Street to a point 173.25 feet
south of the south property line of Madison Street.
And also an outlet sewer for the drainage of the storm
water from said Sevier Zone A, from n point on Second
Street in said Zone to low water mark on the Ohio River.
And the City reserves the right to make one or more
of said outlet sewers as may be determined to be the
most economical for the property owners in said Zone.
Said storm water sewers in said 'Zone B, shallbe constructed
along and under the following names streets, to -wit:
No. 317.
On Washington Street from a point 173.25 feet
east of the east property line of 7th Street to a point
173.25 feet west of the west property line of 9th Street.
On Clark Street, Adams Street, Jackson Street and
Ohio Street, from the center line of 2nd Street to a point
173.25 feet west of the west property line of 9th Street.
On 2nd Street, 3rd Street, 4th Street, 5th Street
and 6th Street from a point 173.25 feet south of 'the south
property line of Ohio Street t_y a point 173.25 feet north
of the north property line of Clark Street.
On 7th Street, 8th Street and 9th Street from a point
173.25 feet south of the south property line of Ohio Street
to a point 173.25 feet north of the north property fine of
Washington Street.

j And also an outlet sewer for the drainage of the storm
water from said zone B, from a point on 2nd Street, in said
zone to low water mark on the Ohio River.
SECTION
The cost of construction of said storm viater sewers in said
Sewer Zones A and B respectively, shall be apportioned against all

of the property in said sewer zones as follows:
1S'R. All lots or parcels of ground abutting or bounding
on the streets in each of said storm water sewer zones A. and B are
Ili hereby declared to be the property benefitted thereby, and said cost
shall be apportioned and assessed equally against said abutting lots
jor lands according to the number of feet abutting thereon, provided
the cost of said -construction shall not exceed 52.00 per abutting
foot.
2ND. In the event the cost of the construction of said
storm water sewers shall exceed $2.00 per abutting foot along said
streets whereon said sewers shall be constructed in eadh of said

sewer zones, then such cost shall be apportioned against all of the

lots or parcels of land in each of said sewer zones so benefitted,
according to the area in square feet of the lots or lands embraced
therein.
SECTION a�
Notice is hereby given to the ov✓ners of all property in
said storm water sewer zone; and all property bounding or abutting
on any of said streets along which said sawer>shall be placed, that
the cost of such construction will be assessed against such property

in the manner hereinabove provided.

Zones A and B;naming and showing the streets under and along which
said sewer5shall be constructed, is herewith filed and made part
hereof and marked Exhibit "A"/ As additional information concerning
NO. 31�.
the line and course of said storm water sewers and the property intended
to be assessed for the cost of same, a blue print of said sewer zone.-
will be found on file in the office of the City Engineer of the City of
Paducah, and may be inspected at any time upon application at said office.
SECTION
I
Said improvement shall be made under the provisions of the
10 year payment plan and the City Solicitor is hereby directed to bring
in an ordinance providing for the constrmction of said ttorm water sewers
in accordance with the terms hereof; and this resolution shall take
effect and be in force from and after its passage, approval and publication.
