AND PROVIDING THAT SA:.:E 41.Y BE PAID FOR UPON THE TEi[ YEAR PAYLIENT PLA.:. BE IT ORDAII?ED BY THE GENERAL COUNCIL OF TIKE CITY OF PADUCAH, KE11TOCKY: SECTION 1. That Kentucky avenue from 20th Street to 25th Street; Clark Street from 17th Street to 21st Street; Leech Avenue from 10th Street to 11th Street; 11th Street from Leech Avenue to Burnett Street; Jackson Street from the intersection of 19th Street and Guthrie Avenue to 25th Street; Monroe Street from 21st Street to 25th Street; 21st Street from Monroe Street to the alley between Monroe Stree& and Jefferson Street; 23rd Street from Idonroe Street to Jefferson Street; 21st Street from Broadway Street to Jackson Street; 23rd Street and 24th Street between Broadway Street and Kentucky Avenue; 22nd Street from Broadway Street to Jefferson Street, be improved by grading and graveling same, in accordance with the plans, profile and specifications prepared therefor by the City Engineer of said City, and which plans and specifications will be on file in th6 office of said City Engineer and are now referred to and made a part hereof, as if specifically set forth herein. SECTIO14 2. Said construction shall be made under the direction and supervision of the City Engineer and Board of Public -��orks of said City, and said City Engineer is hereby directed to. provide in the plans and ,specifications therefor, that the dirt and gravel to be removed from said Streets shall be reserved by said City, and the contractor will be required to remove same to such point or places in said City as may be designated ,by the Board of Public i,orks. Said construction shall be commenced at the time designated by contract for the performance of same, and completed on, No, 101. Ordinances or before the 10th day of December, 1924. SECTION 3. The cost of said construction shall be paid for wholly by the property owners abutting or fronting thereon, to be apportioned to and assessed against the property abutting thereon, according to the number of abutting feet thereon, except that portion to be paid for by the City of Paducah, as required by law. SECTTION 4. The contractor awarded the contract for the improvement herein provided, shall be paid in accordance with the provisions of Sections 3096, 3100, 3101 and 3102 of the Kentucky Statutes. SECTION 5. The Mayor is hereby authorized and directed to execute all written contracts and bonds that may be required of the successful bidder for the construction of said improvement. SECTION 6. Bids shall be received for the construction of said Streets, in accordance vith the plans and specifications made and provided there- for by the City Engineer of said City, and the contract therefor shall be awarded to the lowest and best bidder, except the right is expressly reserved to reject any and all bids within the discretion of the general Council, and said Gneral Council may accept any :bid which it deems for the best interest of said City. SECTION 7. The Board of Public ',orks of said City is hereby given the right and authority to advertise for bids for the construction ofsaid improvement, which bids said Board is hereby directed to report to the General Council with its recommendation for the acceptance of any of same;. or the rejection of all of same.
