='u.S on the 22d day of .p-ril 1918, the Board.of Commissioners

of the City of Paducah passed and adopted an ordinance amending the
i0
franchise of the Paducah Traction Company, -re.ulating the fares to be
charged by said Company; and,
it was and is required by Statute that said ordinance lay
over ten days before it .became effective; and,

hundred and eight (1608) persons, protesting• a-ainst said ordinance and
petitioning that same be submitted to a referendum, were filed with the
Board of Commissioners; and,
irLL after the said ten day period had expired, and to -wit:

on the 11th day of T.Tay, 1918, certain withdrawal cards were filed by
persons requesting that their names be withdrawn from said petitions;
therefore -

Section 1. That said Board of Cor_vnissioners finds the folio-.:::.-. -;
facts in reference to said petitions and 1°;ithdrazals:
(1) That said petitions -filed on the April 30, 1918 and l
1918 embraced the names of 1608 persons.
(2) That a:mon,- said signers to said petitions wero the names of
eight women, three infants, fourteen persons i,,ho reside outside of ti -
city of Paducah, and fifteen persons having no address o-gposite such
respective names.
(3) That on =ay 11, 1918 the Paducah Traction Co:, thru its

(551) withdrawal cards, containin; the names of 551 voters who had sis•ned
the ,, oresa.id petitions, and who esked in said cards that their names be

Withdrawn from said petitions.
We find that the combined vote for !..ayor. in 1516 was
4868, one-fourth of same being 1217 votes, and thL.t the combire& 'vote
for Liayor ir 1916 was 4672, One-fOlzrth of same being 1168 votes.
(5) "fe find that after docl-L7.ctir.L.- names of all persons who
were not eligible to sign said Petitions, and other irregular si-,natures
from said petitions, that same before any withdrawals were made thereto
had a sufficient number of voters to require action as prayed in the
petition, but that after the withdrawals rare taken from said. petitions,
we find that said petition does not contain a, number of voters equal to
at least 25 per centum of the total number of votes cast for both
candidates for. Ldayor at the last preceding regular election --'For mayor,
as required by Statute.
Section 2. This Resolution shall take effect and be in
force from and after its paPsqge and record.
