That subsection 12 Of section 3 of an ordinaalce entitled "1.n Ordinance Providing for the appointment or Retention by the J Board of Commissioners of the City of Paducah, of Certain City Officers, Agents and Employees of the City of Paducah, Kentucky, and Fixing Their Salaries, Poluers and Duties," passed by the .Board of Commissioners January 29 1918 and recorded January 31, 1916" which is in words and figures as follows: "Subsection 12.
