HomeMy WebLinkAboutOrdinances Book 7, Page 329, No Resolution Number3 E S U L U T I O is --_ BE IT =OLV3D BY THE BOAF.D 0: OF THE CM OF PADUCAH, EINTUCKY: Section 1. ;Notwithstanding our previous strenuous effort~ improve the moral conditions in the city of Paducah, and still beirg desirous to aid in every way within our' power to eliminate from the city absolutely every immoral tendency, our attention having been called to certain conditions that are said to exist, we have adopted the following mode of procedure: First, we sincerely and heartily invite the cooperation of the ministerial and all other organizations within -the city of Paducah, and anxiously solicit their advice and cooperation in any and all procedure which may tend to eliminate from our midst immoral houses, gambling de- vices and gambli.pg of every character whatsoever within the limits of the city, and shall at all times be glad to lend our moral and official support to the adoption of any measure which will tend to eradicate the evils complained of, and for the purpose of carrying into effect such methods as may be suggested, we will, at such times as may be suggested, hold public i meetings at the City Hall in the city of Paducah, where any -and and all ques- tions pertaining to the moral uplift and the elimination of vice can b-- fully yfully discl:ssed and proper methods adopted for carrying into effect the wishes of 'the people of the City of '-Paducah. Section 2 BE IT PMTHEJ ESOLVED that we especially invite IVO, 53 Ordinance No. the cooperation of all the citizens who were prevent at the inecting of the Rotary Club on September 14th, and any and all other citizens of Paducah who will act with us, to meet with us at such -times as may suit their convenience, and to give us their hearty cooperation and.assistance in bringing about such reformations as may be deemed expedient and desir- able, tending towards the elimination of immorality and vice of every character and description. Section 3. BE IT FURTHER RBSOLV=J that in order to carry out any plan that may be suggested and adopted, that we will cheerfully place at the disposal of any committee or committees, who will agree to co- operate with vs, the Police Department of the City of Paducah- and pledge ourselves to adopt such rules and regulations as will enforce the hearty and efficient cooperation of said department in the elimination of the evils that may or are said to o,:ist in the city. Section 4. BE IT FUR MER. -RESOLVED that it is desired by the L:wyor and Board of Commissioners of the City of Paducah that all immorality.,.: such as gambling, gambling devices, houses of ill fame, and immorality and prostitution be eliminated from the city thorouanly and absolutely, and in the most emphatic and positive manner, and all advice tending to carry into effect such procedure will be gladly received, and all practical methods for the aceomblishment of its purpose gladly adopted and upheld. Section 5. BE IT FURTHER ;ESOLVED that whereas, we have hereto- fore made strenuous efforts to bring to punishment all persons in the city of Paducah engaged in immoral practices, or in the maintenance or support of immoral houses, including gambling and gambling devices, houses of ill fame or prostitution, and having no method to eliminate such evils except thru the Police Department of the City and the City Police Court, which Court is a separate and independent branch of the government and over. which the Board of city commissioners has no control whatever, t:e Judge' ,thereof beiho elected by the people, and having only been able, thru the Police Department, to bring persons charged with such offenses before that tribunal. 111 that the executive branch of the government can do is, to bring before the Court offenders of the law, with the eviddnce bearing upon the offense, and there its activity must: cease, as under our Americari lan of Government the judiciary is held sacred and set apart from the legislative and executive branch of the government- it being rot permissible for the legislative or executive branch to criticise any action. of the judicial'branch of the government. The evidence which was adduced in many cases brought before the Court being insufficient in the mind of the Court to merit niuiishmont, we have heretofore Listructed the Chief of Police, both orally and in writing, to take such steps as ;would result in the elimination of the evils complained of, but up to the present have been unn,ble to attain the results desired by us- :xnd No._ -3 — Ordinance No-_ BE IT 1. _i G i10:; RESOLVED that the Chief of Police be +..;.dhe 11 hereby directed to arrest and tape all offenders or violators of the law before the County Judge or any magistrate or any other judicial tribunal having jurisdiction, for the purpose of investigating the offenses charged, •with a view of holding the violaters of the lace to the Grand Jmry. The City Prosecutor is hereby directed to land his legal advice and aifi to any and all prosecutions, and the Circuit Court, Commonwealth's Attorre;;, County Attorney and Grand Juries are cordially) requested to assist in the elimination of any and all violations of the law, as herein suggested, ana in order that this Resolution may be effectually carried into effect again solicit the cooperation of -the best citizenship of the City of Paducah. Section 6, BE IT FU T;I7u _.:,SOLVED that the responsibility of carrying out and securing the results contemplated under this Resolution is hereby placeO exclusively upon the Chief of Police, and it is hereby grade his duty to st.tion the police officers on the respective beats so that the best results can be accomplished, and in the event that any police officer I fails or neglects to perform his duty he shall suspend him forthwith and report at once to the Board of Commissioners; and he is ordered and directed to report in writing at the next re.,ular meeting of this Board the results, accomplishments and success of such :cork as -herein directed, and in the event of his failure to accomplish the desired results, to hand in his resignation forthwith.
