PROVIDING T-1 iT SAID I:'.iPROV ;;,IETiT SHALL BE I:!ADE UPON THE TETT YEAR PAYI,s TTT PL_,N" : and ',,r_EREAS, said ordinance provides that the cost of -the reconstruction of said street shall be paid for b.,T the abutting property owners on both sides thereof, except that portion to be paid by the City of Paducah, as required by law; and, WEER:AS, pursuant to said ordinance a contract was, on the 26th d,, --Ly of September 1916, entered into by and between the Southern Bitulithic Company, of the City of Nashville, State of Tennessee, and the CITY OF PADUCAH, for the reconstruction if said street; and, lHEREAS, said contract has been completed in all respects and the improvement therein provided for has been finished and accepted by the B6 --rd of Commissioners of the City of Paducah, Iientucky, on the 17th day- of September 1917, pursuit -,t to recommendation made therefor by the Commissioner of Public '.forks of said City; now, therefore - BE IT ORDAIi- BY T' HE BOA4D OF CO:: IISSIOidERS OF THE CITY OF PADUCLH, Ii' i;TUCKY: Section 1. That all the property on both sides of Jefferson street from the '.Jest property line of Eleveth street where it enters Jefferson street from the north to the "Test property .line of Sixteenth street, in the Cit of Paducah, Kentucky, be, and the same is hereby assessed the suit of ;,4.88 per front foot for the reconstruction of said street by paving with bituli'thic. Section 2. That all of the funds derived from the assessnient of said property aforesaid shall be used for the purpose of paying off the special tax bills issued against said property or such bonds as may be issued by the City of Paducah pursuant to Section 3101 of the Kentucky Statutes. Section 3. That pursuant to Section 3101 of the Kentucky Statutes, as amended and re-enacted by an Act of the General Assembly of the Common- wealth of Kentuckyof 1910, entitled: "�A: i CT TO I!:uTTJ AND RE—ENACT SECTIONS 3094, 3096, 3097, 3098, 3099, 3100, 3101 and 3102 OF Thi, KENTUCKY STATUTES, REL­TIiIG TO THE'CONTROL A_ -'D I P_iOVEI, 7N'T OF STREETS, PUBLIC '3AYS, LAiiDIT?GS , ;dH�_-?VES , GROUT;DS ASID S IDE:JdLT S IN CITIES OF THE SECO D CLASS(', N said assessments may be -at the option of the property owners- payable in cash within thirty (30) days from the date of the passage and recording of this ordinance, or in ten (10) annual installments, pursuant to the provisions of said Statute. r Section 4. In order to provide a fund for the iamiediate payment of the cost of that portion of the special assessments herein provided for, � which are to be paid on the installment -paymient-plan, as hereinbefore provided for, the City of Paducah shall issue and sell improvement bonds, and to secure the payment of which bonds there is hereby pledged such taxes and liens on the property assessed herein for the payment of the ti.. principal and interest on such bonds, but such bonds shall not be sold for less than par, and the proceeds thereof applied exclusively to payment for the improvemnent of said street, as hereinbefore mentioned, and such bonds shall be issued and shall bear interest, and shall be payable in accordance with the _provisions of Section 3101 of the heutucky Statutes as amended and re-enacted by the General=saembly of the Commonwealth of Kentucky for 1910, and contained in said Act hereinbefore mentioned.
