SECTIOPI 2. SECTION 3. That the cost of such construction of said side- walks, curbs and gutters, and the necessary manholes, intakes, catch basins and sewers, shall be paid for wholly by the property owners abutting or fronting thereon, on both sides thereof, to be apportioned to and assessed against the property and property owners abutting thereon, on both sides thereof, according to the number of front feet abutting thereon, except the corner lots abutting upon said improvement shall pay for the entire cost of all of the intersections, in addition to the abutting property immediatcly in front thereof. SECTION 4. The contractor awarded the contract for the ::ork herein provided for shall be paid only from the farads arising from the Special tax bills and assessments against the property abutting the improvement hexein provided for, and in no ntller gray, e;cept t1 -0.t the said contractor may be paid nut of such bonds as May be issued, in accordance r;ith the lay-: of the City of Paducah ti:d charter of cities of the second class of the State of Kentucky, a.,id for the payment of which said tax Fz�-- Ordinance No. L— bills and assessrients may be pledged by the said City of Paducah; no event shall the said Cit; of Paducah be liable to the contractor lcr the construction of any of the work herein provided for, except -the said City of Paducah shall be liable to the said contractor :Pnr the excess of fifty (50;0') per cent of the value of any property assessed for the con- struction of the work herein provided for. SECTION S. The contractor ar,arded the contract herein provided for shall be paid monthly by Improvement ,,arrant s, issued by the City of Paducah upon estimates furnished by the Co;ruaissinner of Public Wnrr;s, to the extent of sixty-five per cent of the value of the cork done or materials furnished by the contractor d.urinrr the progress of t?_e .:ork, and said inmrovement zrs-rrants shall bear six (6';0) per cent interest from date of.issual and shall be issued by the Commissioner of Public Finance upon order of the Board of Commissioners. Said Improvement :7arrants shall be negotiable, and si,all constitute a lien upon the local tsZes to be ho•reafter levied for such improvement, and shall be payable at t's4 office of the Commissioner of Public Finance, without notice to the holder thereof, upon co-mpletion and acceptance of the work herein provided for, out of the first collection of such local taxes, or out of the proceeds of the sale of y Irproveriei.t Bonds issued in anticipation of such local an t,,.xes. The interest on such Improvement miTrants shall be estimated and assessed as a part of the cost of the improvement herein provided for. SECTIOIn 6. This ordinance shall take effect and be in force ten (10) days after same is adopted and recorded; provided petition, according to lair, for a referendum vote hereon, has not been filed within said ten days.
