BE IT ORDAIIIED BY THE BOARD OF C01.II,1ISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: Section 1. DEPART1,1E11T OF C01;111ISSIO11FER OF PUBLICF-FAIRS. CITY SOLICITOR. There shall be elected by the Board of Commissioners a City Solicitor, who shall be sworn to faithfully dis- charge his duties, and who shall receive a salary of Twelve Hundred (ti:1200.00) Dollars per year. Said City Solicitor shall have an assistant, who shall receive a salary of Five Hundred ()7500.00) Dollars per year, and who shall'be the acting City Prosecuting attorney, under the general supervision and direction of.the City Solicitor, and rho shall perform such duties as are required of him by the City Solicitor and the Board of Commission - F• ers. Sub -Section I. SECRETARY IIID STENOGRAPHER TO THE I,IAYOR, COLIMISSIOI:ER OF PUBLIC PROPE TY, CITY SOLICITOR, IIID C01,MISSIONER OF PUBLIC SAFETY. There shall be appointed by the Board of Commissioners a Secretary and Stenographer to the Mayor, the Commissioner of Public Property, City Solicitor, and the Commissioner of Public Safety, wID shall perform such duties as may be required of him by the Mayor, C8m- missioner of Public Property, City Solicitor, and the Commissioner of Public. Safety. He shall receive a salary of Sixty -Two and 50100 N'62.50) Dollars per month, and shall be required to q perform such additional duties as may be required of him, from time to time, by the Board of Commissioners. Sub -Section II. I,IE ;T IIID LIILh IIISPEC^OR. There shall be appointed by the Board of Commissioners a heat and 1:Iilk Inspector, who shall perform such duties as are now required of him by ordinance of the City of Paducah, and rho shall be paid a salary of Seven Hundred and Twenty (020.00) Dollars per year, payable in monthly installments. He shall, .at all times, look after and give medical attention to all live stock of the @ity, and shall perform such other duties as may be required of him by the Board of Commissioners, from time to time. Sub -Section III. CITY PHYSICIAN. There shall be appointed by the Board of i Commissioners one City Physician and one :_ssistant City Physician, both Ordinance No. of whom shall be regular practicing physicians of the City of Paducah, Kentucky, and who shall be paid, respectively, a salary of Fight Hundred 0800.00) Dollars a year for,the City Physician, 5 ' and a salary of Four Hundred (:;400.00) Dollars a year for the Assistant Physician, payable in monthly installments. The Ls6ist- ant Physician shall be a colored doctor, and it shall primarily be his duty to attend to the colored charity patients of the'Eity_ but who shall , in addition thereto, perform such other .duties as may be required of him by the City Physician. The City Physician shall attend to, and have supervision over, and give medical aid _ to, all indigent or pauper patients of the City of Paducah, and when called upon or directed by the head of his Department, he shall' perform such duties, from time to time, as may be required of him in giving medical aid to, or attending to the paupers and.•charity patients of the City. Said City Physician and assistant City Physician_ shall perform such other duties as may be required of them, respectively, from time to time, by the Board of Commis- sioners. He shall attend such meetings of the Hospital Board as he may be required to by said Board, and shall give such advice and aid to said Board, and perform such duties in connection with the maintenance, management and operation of Riverside Hospital as required of him by said Hospital Board. Sub -Section IV, S,M T.0Y OFFICER OR OFFICERS. +here shall be ap- pointed by the Board of Commissioners one Sanitary Officer, who shall receive a salary of Sixty (b,60.00) pollars per month. Such Sanitary Officer shall be the inspecting Sanitary Officer of the Board of Health, work under the supervision and direction of the Board of Health and the head of'the Department of Public lffairs, and perform such duties as are required of hint by,the said Board of Health and the Department of Public Affairs, from time to time, and such other duties as may be required of him by -the Board of Commissioners. In the event any additional Sanitary officers are appointed by the Board of Commissioners, such additional officers shall perform the same duties as hereinbefore required of the regular Sanitary Officer. Sub -Section V. IIEALTH OFFIC]R. The Health Officer of the City of i Paducah shall receive a salary of Seven Hundred and Twenty (9"720,00) Dollars per year, and he shall perform such duties as are required of him by law, and such other duties as may be required of him by No. �1 3 Ordinance No. the Board of Health and the Board of Commissioners of the City of Paducah. • Section 2. DEPjMT1AE1dT OF COIa,IISSIODER OF PUBLIC FIN,,110E. Dl-,TIIIQUEIIT TAX COLLECTOR. The Board of Commissioners shall '!.appoint a Delinquent Tax Collector, who shall have charge of, and the / collection of, all delinquent tax bills, and shall perform such duties, and have such power and rights as are now conferred on him by the general ` laws of the State of Kentucky and ordinances of the City of Paducah, and shall receive as compensation such commissions as are provided for by ordinance of the City of Paducah now in existence, or as may be here- after amended.. Sub -Section I. - DELINQUENT TAX ASSESSOR. The Delinquent.Tax Collector appointed by the Board of Commissioners shall be, and he is hereby con- stituted the Back Tax assessor of the City of Paducah, and as such, and when not inconsistent with the rights, duties and powers of the Commis- sioner of Finance, he shall have the right and authority to retrospect- ively assess all omitted property -both personal and real- for taxation. Sub -Section II. CLERK. There shall be appointed by the Board of Commis- sioners one Clerk to the.Board, who shall also be Clerk to, and under the supervision and direction of the Commissioner of Public Finance, and who shall receive a salary of iline Hundred and Sixty (•;'960.00) Dollars per year. He shall.perform such duties as are required of him by the Commissioner of Public Finance, and such other duties as may be required of him by the Board of Commissioners. from time to time. Sub -Section III. TREASURER AND AUDITOR. There shall be appointed by the Board of -Commissioners a Treasurer and Auditor, who shall receive a salary of Sixteen Hundred 01600.00) Dollars per year, and who shall perform such duties as are required of him by the Commissioner of Public Finance and the Board of Commissioners, from time to time. Sub -Section IV. CLERK :u1D STENOGRAPHER. There shall be appointed by the Board of Commissioners a Clerk and Stenographer, who shall be under the direction and supervision of the work in the office of the Commissioner of Public Finance,.and shall perform such duties as are required of him by the Commissioner of Public Finance and the Board of Commissioners, and shall be paid a salary of Seven Hundred and Fifty ("750.00) Dollars per year. Sub -Section V. LICE14SE AND WEIGHTS & I,iEaSURES INSPECTOR. There shall be appointed by the Board of Commissioners a License and Weights &Measures Inspector, who shall receive a salary of dine Hundred (}900.00) Dollars Ordinance No. per ,year, and who shall be under the direction and supervision of, and perform such duties as may be required of him'by the Commissioner of Public Finance and the Board of Commissioners. Section 3. DEPARTMEET OF COIl1SISSIOITER OF PUBLIC S1.FETY. The Commissioner of Public Safety shall have charge of and be the head, respectively, of the Police and Fire Departments of the City, and all employees, officers, or agents working in connection with, or under, said Department, shall be under the orders and direction of said Commissioner of Public Safety. Sub -Section I. CHIEF OF FIRE DEPARTI.IGIIT. The Board of Commissioners shall appoint a Chief of the Fire Department, who shall receive a salary of Twelve Hundred ('1200.00) Dollars per year, payable in monthly installments, and as such, he shall be the executive head of the Fire Departmient of the City, subject to the orders and directions of the Commissioner of Public Safety . He shall also be the Building Inspector of the City, and perform such duties as are required of a building inspector by ordinance of the City of Paducah. Sub -Section II. C.zl.`T-INS OF FIRE DEP-RTIM,14T. The Board of Commis- sioners shall appoint five Captains of the five fire departments of the City, at a salary of Mine Hundred and Sixty ('960.00) Dollars a year, each, payable in monthly installments. Said Captains shall be assigned, respectively, by the Commissioner of Public Safety to the various departments of the City. Sub -Section III. FIRE A.IARIS OPERATORS. The Board of Commissioners shall appoint two operators for the fire alarm system, of the City, at a salary of Six Hundred (3600,00) Dollars a year, each, payable in monthly installments. It shall be the duty of said Operators to attend to the operation of the fire alarm system, during such hours as the Commissioner of Public Safety may direct, and perform such other duties as may be required of them by the Commissioner of Public Safety or the Board of Commissioners. Sub -Section IV. FIREi:tEN. There shall be appointed by the Board of Commissioners twenty-four (24) Firemen, who shall receive a salary of Seventy-five (ti75.00) Dollars, each, per month, and who shall be assigned to the various Fire Departments of the City of Paducah by the Commissioner of Public Safety. It shall be the duty of said Firemen to attend and be at their post of duty during such hours as may be prescribed by the Commissioner of Public Safety, or by any of their superior officers -with the concurrence of said Commissioner of Public Safety, and to obey such orders, with respect to attending fires and A LI 1 Ordinance No attention to any other duties, as may be given to them by their superior officers. i The Commissioner of Public Safety shall have the authority to change said firemen from one department to another, as he may see fit, and to change the hours in which said Firemen are required to be on duty, from time to time, as he shall see fit. Sub -Section V. CHIEF OF POLICE. There shall be appointed by the Board of Commissioners one Chief of Police, who shall have charge of the Police Department, under the direction and supervision of the Commissioner of Public Safety, and who shall be the ranking officer in said Department next to the Commissioner of Public Safety, and he shall perforin the duties of the Chief of Police, in said Department, under the general direction and supervision of the Commissioner of Public Safety. He shall receive a salary of Twelve Hundred (y12CO.00) Dollars per year, payable in monthly installments. Sub -Section VI. C,iPTAIHS OF POLICE. There shall be appointed by the Board of Commissioners two Captains of Police, who shall be the ranking offi- cers in the Police Department next to the Chief of Police, and shall receive a salary of Eighty (.80.00) Dollars, each, per month, and shall perform such duties as'are required of them btr the Chief of Police or the Commissioner of Public Safety. Sub -Section VII. PxTROL DRIVERS. There shall be appointed by the Board of Commissioners two Patrol Drivers, with police powers, rho shall draw a salary of Sixty (w60.00) Dollars each, per month. Such Patrol Drivers dhall be,assigned to their duties, and the hours fixed when they shall be upon duty, by the Commissioner of Public Safety, who shall have the authority to change such hours or such duties, from time to time, as he shall see fit, and they shall perform such duties as may be regmired of them, from time to time, by any ranking officer or the Board of Commis- sioners. Sub -Section VIII. CITY JAILER. The Board of Coimniss� hers shall appoint a City Jailer, who shall perforin such duties as are now required of him by I laws of the State of Isentucky or ordinances of the City of Paducah, and such other duties as may be required of him, from time to tire, by the . ` Commissioner of Public Safety, or the Chief of Police, and who shall receive a salary of Nine Hundred and Sixty ('9"960.00) Dollars per year. ` Sub -Section IX. P-TROIJAMI. There shall be appointed by the Board of Com- missioners twenty-eight (28) Patrolmen, who shall receive a salary of No, Ordinance No. Seventy-five (.;775.00) Dollars each, per month. It shall be the duty of said patrolmen to act as police officers of the City of Paducah, and in that respect to perform such duties in connection with the Police Department as may be assigned to them, from time to time, by any of their ranking officers, and to be on duty during such hours as may be hereafter established by the Commissioner of Public Safety, and the Commissioner of Public Safety shall have the authority to change such hours or such duties, from time to time, as he may see fit. He shall further have the authority to create the office of Lieutenant of Police and Sergeant of Police, and such other subor- dinate offices of the police force as he may see fit, and assign any of the said patrolmen to the performance of the duty of Sergeant or Lieutenant, or to other subordinate offices as may be created, which may be prescribed by him. He shall further have the authority to assign as many of z said patrolmen to plain -clothes duty as he may see fit, from time to time. Said Commissioner of Public Safety shall further have the authority to reduce in rank any of the officers of the Police or Fire Department of the City -provided, however, that his action in reducing any of said officers in rank shall be reported to the Board of Commissioners, for their concurrence or rejection, at the next regular meeting thereof. The Commissioner of Public Safety shall further have the authority to prescribe, from time to time, the character and design of uniform to be worn by the uniform -men of said Departments, and require each member of said Fire or Police Department, who are placed in uniform, to wear the character and design of uniform adopted by him. He shall further have the power to adopt such rules and regulations, and make such orders, from time to time, in the general management and government of the Police and Fire Department, and to prescribe the penalties or punishment to be imposed for disobedience of said orders, rules or regulations. Section 4. DEPI�RT;.1EI]T OF COI.?1:ISSIONER Ole' PUBLIC PROPERTY. CITY 17EIGHEP. There shall be appointed by the Board dif Commissioners a City �ieigher, who shall receive a salary of Sixty (y60.00) Dollars per month, and whose duty it shall be to attend at the City Scales and toweigb such wagons and commodities as may be presented thereto, and charge therefor at the rates now fixed by ordinance of the City of Paducah. He shall be on duty at such hours, and perform such duties in connection with said scales as may be required of hii., by the Commissioner of Public Property or the Board of Commissioners. Sub -Section I. SEXTOII OF Mu{ GROVE C1,1IETE11ZY. There shall be appointed No.J'—� }- Ordinance No. by the Board of Commissioners a Sexton of Oak Grove Cemetery, who shall reside in the house provided for such Sexton now in Oak Grove Cemetery, and who shall receive a salary of Nine Hundred (5p900.00) Dollars per year, payable in monthly installments, and shall do all necessary hauling for the cemetery, at his ovm expense. He shall perform such duties as may be required of him, from time to time, by the Commissioner of Public Property and the Board of Commissioners. Sub -Section II. / ELEVATOR OPERATOR. There shall be appointed by the Board of Commissioners one Elevator Operator for the elevator in the City Hall, at a salary of Forty NAO.00) Dollars per month, whose duty it shall be to attend to the operation of said elevator during such hours as may be prescribed by the Commissioner of Public Property, and to perform such other duties as may be required of him by the Commissioner of Public -Property and the Board of Commissioners. Sub -Section III. WHARFIDMER. There shall be appointed by the Board of Commissioners a Wharfmaster, at a salary of Eight 33 1/3 ($8.33 1/3) Dollars per month, and who shall perform such duties as are required of him as such Wharfmaster by ordinance, now in existence, of the City of Paducah, and such other duties as may be prescribed by the Commissioner of Public Property or the Board of Commissioners, from time tib time. Sub -Section IV. OFFICERS OF LIGHT PLAUT. There shall be appointed by the Board of .Commissioners the following officers of the Light Plant; One Superintendent, at a salary of One Hundred (y100.00) Dollars per month, and whose duty it shall be to superintend the manage- ment and operation of the Light Plant of the City of Paducah; to inspect all of the electrical wiring or work of any character placed in, on or around any building of the City of Paducah, and to perform the duties now required of the Electrical Inspector. One Engineer, at a salary of Eight Hundred and Forty (•x840.00) Dollars per year, payable in monthly installments, and who shall be the Engineer of the City Light Plant, and perform such duties as may be re- quired or him by the Superintendent and the Commissioner of Public Property, from time to time. One Fireman, at a salary of Six Hundred (ti600.00) Dollars per year, and who shall be the Fireman of said Light Plant, and perform such . duties as may be required of him by the Superintendent and the Commission- er of Public Property, from time to time. One Lamp 'Primmer, at a salary of Seven Hundred and Twenty (>j720.00) Dollars per year, who shall perform such duties as may be re- quired of him by the Superintendent of said Light Plant and the Commis- sioner of Public Property. )Vo. One Repair man, at a salary of Five Hundred and Forty ($540.00) Dollars per year, and who shall perform such duties as may be assigned to hii.% by the Superintendent of said Plant and the Com- missioner of Public Property. The Commissioner of Public Property shall have the power to fix the hours during which the employees of said Light Plant shall be on duty., and make such rules and regulations in the management and government thereof as he may see :fit, from time to time, and to prescribe the duties of each employee of said Department, and all of said employees shall be required to perform such duties as may be required by such,Commissioner of Public Property or the Board of Com- missioners. Sub -Section V. JhLUITOR. The Board of Commissioners shall appoint a Janitor for the City Hall and the I.1arhet House, and who shall be paid a salary of FourLHundred and Eighty 0480.00) Dollars per year, in monthly installments, and who shall perform such duties as are required of him by the Commissioner of Public Property and the Board of Commissioners. Sub -Section VI. HUARIET II&STER. There shall be appointed by the Board of Commissioners a Parket Luster, who shall receive a salary of Seventy-five (�;p75.00) Dollars per month, and who shall perform such duties as may be required of him by the Commissioner of Public Property and the Board of Commissioners. Section 5. DEP LRTI.TE,I4T OF COEIMISSIONER OF PUBLIC CORES. ' STREET INSPECTOR. There shall be appointed by the Board of Commissioners one Street Inspector, who shall receive a salary of Nine Hundred (N900.00) Dollars per year, payable in monthly installments, and who shall perform such duties, with reference to the maintenance, upkeep, repair and supervision of the streets of the City, as are now required by law and ordinance of the City, and as may be prescribed, from time to time, by the Commissioner Of Public Florks and the Board of Commissioners. f Sub -Section I. ASSISTji.NT STREET INSPECTOR. There shall be appointed by the Board of Commissioners an Assistant Street Inspector, who shall be the Engineer for the steam roller, at a salary of Seven Hundred and -. Twenty (,y720.00) Dollars per year, payable in monthly installments. He shall perform such duties as are required of him by the Street Inspector, Commissioner of Public Works, and the Board of Commissioners of the City of Paducah, from time to time. Sub -Section II. Ordinance No— _ t•& rt.) SM71ER IIISPECTOR. There shall be appointed by the Board of Commissioners a Sewer Inspector, at a salary of Seven Hundred and Eighty ('w780.00) Dollars per year, and who shall perform such duties as are required of him by the Commissioner of Public Works, and as are required of the Sewer Inspector by pmts of the State of Kentucky and ordinances of the City of Paducgh, and he shall do all plumbing work for the City of Paducah, without charge therefor, and shall perform such other duties as may be required of him by the Commissioner of Public''orks or the Board of Commissioners. Sub -Section III. CLERK. There shall be appointed by the Board of Commission- ers one Clerk for the Commissioner of Public Works' office, at a salary o£ -Nine Hundred (;900.00) Dollars per year, payable in monthly install- ments, and who shall perform such duties as are required of him, from time to time, by the Commissioner of Public Works and the Board of Commissioners. q,,h q ­ +i - TIT STENOGRAPHER. There shall be appointed by the Board of Commissioners one Stenographer for the office of the Commissioner of Public 1�orks, at a salary of Six Hundred (tip800.00) Dollars per year, payable in monthly installments, who shall perform such duties as may be required of him, from time to time, by the Commissioner of Public Works and the Board of Commissioners. Q". -.4. __ ST The Commissioner of Public Works is further authorized and empowered to employ, from time to time, during the progress of any street cork, or other work coming under his supervision, Inspectors, who shall receive.a salary at the rate of Seventy -Five (075.00) Dollars per month during the time of such employment. Sub -Section III. MiIN-G ANG FORELUUT. The Board of Commissioners shall appoint one Chain -gang Foreman, who shall have charge of the chain gang, and shall perform such duties as are required of him by the Commissioner of Public Works and the Board of Commissioners, and who shall receive a salary of Seven. Hundred and 1rwenty (4p720.00) Dollars per year, payable in monthly installments. Section 6. Except as otherwise provided by law or ordinance, the Commis- sioner of each Department shall be authorized, temporarily, to fill such C• vacancies as may occur in such Department, to be by him reported at the next regular meeting of the Board of Con-aissioners, subject to their 1 approval. Lach of the above named employees of the respective departments of the City of Paducah shall be, and they are hereby constituted employees only, and shall have no tenure of office, and shall be removed at the pleasure of the Board of Commissioners, and each of whom shall, when required to do so, perform such duties in any department of the City other than the one in which they are regularly employed, but the taking off of an employee from one department to another for work shall only be done with the con- currence of the Commissioner in charge of the department in which such employee is regularly employed, except upon orders of the Board of Commissioners. Section S. The Commissioner of each department shall make and enforce such rules and regulations, not inconsistent with the late or ordinance or rules or regulations otherwise adopted by the Board of Commissioners, as may be necessary to secure efficient conduct of the service of employees in his department, or the business in charge of said department.
