Seco 4. In order to provide a fund for the innediate payment Of tht,cort of that por- tion Of the special assessments herein provided for, and which are to paid upon the installment payment plan as . hereinbefore provided for, -the General Council shall issue and. soli Improvement Bonds in anticipation of the collection of said special tax bills which are to be paid upon the installment payment plan, and to secure the Payment Of which bonds there is hereby pledged such taxes and liens on the property for the payment of the principal and interest of such bond.,, and such bonds shall be sold for not less than par, and the proceeds thereof applied exclusively to the pay- ment for the i-,Aprovement of said sidewalks, curbs and gutters hereinbefore mentioned, and such bonds .,hall be issued in accordance %rith, and shall bear interest in accord- ance with, ano sh111 be payable in accordance vrith soation 3102 of the Kentucky Stat- utes, as amended and ro-enacted by the General Assembly of the Common�,realth of Kentucky of 1910, and contined in act . entitled, "An Act to o2,ierd and reenact SectT'_ ion 3094, 3096, 3097, 30999 3099, 3100, 3101, and�3102 of the Kentucky Statutes relating to the control and improvenent of streets, public ways, landings, Wharves, grounds and sidewalks in cities of the second class.' f-ec,5. 'F,EXLUTION:`T_hereaz, H.P.Havfkino Sr., her, requested that he be permitted tc conztruci a, concrete sidewalk along a public alley extending From the Viest side of South second street, between Kentucky Avenue and Washington street, to the cross alley between Second and Third Streets, in the City of Paducah. Be it Resolved; that H.P.Hawkins Sr. be granted permisodon to construct said sidewalk, conditioned, however that same shall be constructed in the manner of the width and of the material elx)roved of by the . City Engineer and Board of Pub7.ic V!orkss, and. entirely at the cost of said Hawkins,
