Wharf limits Malntalnance fond is established n City Weigher's Salary. An Ordinance fixing the Salary of the City Weigher of the City of Paducah. Be it Ordained by the General Council . of the City of Paducah, Ky. Section I. That the salary of the City Weigher of the City of Paducah, Ky., be and the same is hereby fixed at Seven Hundred and Twenty iollars per annum, to be paid to said officer in equal monthly installments out of the treasury of the city of Paducah, as other salaries are paid,, and t1w is to be in full pay for his services. Sec, a. He shall give bond in the sum of five hundred dollars for the faithful performance of hi; duties according to law, but this section *.hall not apply to the present incum- bent,, lie having already given bond as such officer. Sec. 3. All ordinances, and parts of ordinances in con- flict herewith, are hereby repealed, and this ordinance shall take effect, from and after its passage and approval. Wharf and Wharfmaster. t.—All that portion of the front of the City of Paducah which lies between Court and Monroe streets inclusive shall be a public wharf. 2—For the purpose of creating a fund with which to complete and keep in good repair that portion of said wharf between Court and Jefferson streets, including the ntouth< - of the same, so as at all times to ' have all of the same in good condition as a pubic iwharf, from low water mark u,p to the front lots, and also, after this shall be accomplished. for the further purpf,,e of continuing the improvement of the wharf in like manner down to the lower side of Monroe street, and pay the cost of collection, the following wharf - a ,A � .'T� W I r� REVISED ORDINANCES Or PADUCAH. — 453 Wharf and Wharfmaster. age shall be charged at.d collected by the City of Paducah upon vessels landing in front of the city to -wit: The wharfage of ezcli and every steam boat making Hatesot Paducah its terminus, of too tons burden or under, U,tited ei �tase States Government measure, $4o per annum; on such boats of over too and less than 5oo tons burden, $75 per annum; and on such boats of over Soo tons burden, $too per annum. And on ,each flat or barge used by such steam boats in - carrying freight, $4o per annum, payable in quarterly in- stallments in advance to the city treasurer.. On each coal boat, $75 per annum, payable in the same way as on steam boats. Every other steam boat landing in front of said wharf, of loo feet and under in length shall pay $t per day if over too feet and under 125 feet in length $1.25 per day; if over r,25 and under 175 feet in length, $a per day; if over 175 and less than 250 feet ill length $2.50 Per day; and over 25o feet in length $4 per day, and at the same rates for each additional day such boat remain at said landing. Upon the landing and before the departure of any such boat it shall he the .duty of the master thereof, or any one having To be paid charge or command of the, same, to pay such wharfage to whurtmaswr the wharfmaster of Paducah. 3, --Each lime, sho v, trading, stone or other kind of Showtotim boat not hereinbefore provided for landing in front of said sta wharf, shall pay $1.50 for each day or part thereof such boat shall remain at said witarf, to be paid in the same manner as provided for in the preceding section. Sec. 4. Wharf and VPharfmaster. ofhusinewat S. -The business upon the public wharf at Paducah Lnd shewhayr the, mooring and occupancy of boats thereat, shall be as follows: First: The ferry landing shall occupy the mouth of Court street and eighty four feet frontage below, adjacent thereto, being in all t5o feet, as designated on the city engineers plat of said wharf by the letter "A". Second: The next section of the wharf designated by the letter "B" on the said plat, fronting sixty-six feet, shall be used by the public. generally, with no exclusive right in any one. Third: The next section below marked "C" in said plat and being 323 feet in frontage, is set apart for the wharf boats. SlAces rented 01ty enalneer Fourth: The next three sections below marked on the said plat "D" "E" and "F" fronting 355 1-2 feet shall be devoted to the landing and mooring of coal boats, sand boats and other like craft. These spaces may be rented ro any one and the occupants licensed to use the same, at the rate of $1 per foot front per annum. But no person shall rent more than one of said sections, directly or indirectly. Any person desiring to rent any of said sections as above authorized shall pay the requisite amount to the city treasurer, take his receipt therefor, and upon presentinv same to the city clerk who shall issue the proper license. Said plat of the City Engineer shall be filed with the city clerk and be kept by him as a part of the records of his office. But the city of Padneah shall in no event be liable for any damage that may occur to any craft from the giving way of any fastenings that may be placed on the wharf of the city, to which any boat' may be fastened. Datieso f 6—The owners, masters or other persons having in as tolicense charge any boat whose terminus is at Paducah shall, upon paying the wharf license required for such vessels to the city treasurer, take his receipt therefor and present such 1 REVISED ORDINANCES OF PADUCAH. 455 Wharf and Wharfmas•er. receipt in five days thereafter tothe the city clerk, who shall thereupon issue a license to the said boat. 7—The owner or other person in charge of any boat or wreck which shall be grounded and afterwards permitted to remain at the landing or wharf, shall, after a reasonable time to unload such boar or wreck, in addition to the reg- ular wharfage fees provided for in this ordinance, be fined not less than $5 nor more than $to for each day said boat or wreck shall be permitted to remain oft said wharf at said landing. 8.—The steam ferry boar plying between the Kentucky and Illinois shores shall not be held liable to pay any wharfage, but no exemptions shall be allowed any other boats from payment of wharfage acocrding to the provis- ions of this ordinance. The wharfmaster shall have power to compel. to remove persons who may place upon said wharf, machinery freight M+hatructlons + and other things, which obstruct said wharf, to remove the same within a reasonable length of time, and on -failure of the owners or persons in charge of such machinery, freight or other thing, to remove the same from said wharf within a reasonable length of time after same has been deposited there, they shall be -fined not less than two, nor more than five dollars for each day such obstruction or other articles shall remain. The wharfmaster shall keep a book or.regist:r kept in -which he shall enter the name and size of every steam- boat coming to, or landing at said wharf, the time of ar- rival of such boat, if known, and the amount of wharfage chargeable to and paid by such boat. He shall also register all flatboats, barges, rafts, and other craft, with the wharf- age chargeable to, andpaid thereon. How wrecks Sec. tg. If any owner or other person shall cause or `` oo a` permit any flatboat, barge or other water craft to be sunk or beached at any point on said wharf, it shall be lawful for said, wharfmaster to give notice by two insertions in some newspaper published in Paducah at least five days before the clay of sale, and sell such boat or wreck to the highest bidder for cash in hand, andiafrer deducting the wharfage at two dollars per day on each boat or wreck, and the cost of advertising, the balance shall be paid to the owner of such boat or wreck: but if no owner appears to claim them, then such balance -shall be paid into the city treasury. f 1 REVISED ORDINANCES OP PADUCAH. 457 Wharf and Wharfmaster. Sec. t6, If the wharfmaster fails or refuses to comply muy tbe i dnLer ed with any requirement of this ordinance he shall be fined not less than ten nor morethan twenty-five dollars for each of- feuse. Sec. 17. License may be granted to any person to keep Wlenrseoat a wharfboar in front of the public wharf at the points de- signated in section five of this ordinance, by such person paying to the treasurer of the city of Paducah the sum of one dollar per annum for every foot in lenght of wharf boat. The person paying such sum to the treasurer shall take his receipt therefor and within three days thereafter shall pre- sent the same to. the clerk of the council who shall issue the license to keep such wharfboat at said wharf. If any person shall keep a wharfboat at said wharf, wit{ out hav- ing first obtained license to do so, as herein provided, he shall be fined ten dollars for each day said wharfboat is so Penalty kept in front of said wharf. Sec. t8. Any licensed wharfboat may have the privilege seil tgboaG of selling boat stores and ship chandlery to be sold exclu- licensed sively to boats by paying one hundred dollars per annum. Any man who shall keep for sale on any wharf boat or other vessel, at the public wharf in Paducah, boat stores or ship chandlery for twenty four hours or sell to other than boats without having obtained license to do so shall be fined five dollars for each offense. "An Ordinance Amending Ordinance No. 22, of the Revised Ordinance of the City of Paducah, Titled Wharf and Wharf Master, and Freeing Towboats from Wharfage Free. Whereas: Towboats operating in the Tennessee and Ohio rivers do not use the public wharf, or landing, for the purpose of transferring freight or passengers, and whereas, such boars stopping in the City is only for the purpose of employing officers and crew, and to purchase material and supplies for long trips, of our merchants, and .to have re- pairs made by our mechanics, and whereas: this patronage has now grown to enormous proportions, and of so great interest to the city the wharfage fees should not be exacted of such boatN therefore; Be it ordained by the Common 'Council of the City of Paducah. Section t. That ordinance No. 22 of the revised ordi- nances of the City of Paducah, "titled Wharf and Wharf - master" be and the same js hereby amended by striking out' of section 2, thereof the words, "or towboats" where same may appear therein.
