Ftnal Offenses and Punishmants.. -Regulating the Sale of Milk.
Sec. 26. It shall be unlawful for any person to walk Loattuuat

over, lounge or sit upon any bridge, trestle or incline of tMttes
any railroad or depot company in the city of Paducah, ex-
cept the employees of such company while in the actual dis I
charge of their duties.
If any person shall violate the provisions of this section
he shall be fined $3 for each such violation.
Regulating the Sale of Milk.
Be it Ordained by the General Council of the City of

Paducah, Kentucky.
Section I. That no pei son 'shall bring or send into the

uitiously, by the Meat and Milk Inspector to all applicants,
and to be renewed in the month of January of each year to
be valid.
Sec. 2. All milk wagons shall have the name of the

Sec, 3. No milk which is unwholesome or which has

been watered, adulterated, reduced or changed in any re-

spect by the addition of water or other substance, or by the
removal of cream, shall be brought into, held, kept or of-
fered for sale at any place in the city of Paducah, nor shall
any keep, have or offer for sale in the said city any such
milk except as provided for in this ordinance.
Sec. 4. The terms "adulterated or unwholesome" as

4—Milk drawn from animals within fifteen days (ts)

before or ten days after parturition.
5—Milk drawn from animals fed on distillery waste, or
any substance in a state of fermentation or putrefaction, or
on an unhealthy food or drink.
6—Milk drawn from cows kept in crowded or unhealthy
condition.
7—Milk from which any part of the cream has been re-
moved.
13—Milk which has been adulterated with water or any
other fluid or to which has been added, or into which been
introduced, any foreign substance whatever.

9—Cream sold or offered or kept for sale as such must

Sec: S. No dealer in milk by himself or his agent, shall

which cream has been removed in part or in whole, unless
sold as skimmed milk and unless there shall appear in a.
conspicious place on both sides of the vehicle from which,

legibly made in letters not less than one inch in height; nor
shall any dealer in milk, nor his agent or agents, sell as
skimmed milk any milk which has less percentage of casein
and salt than that contained in unskimmed milk.

Sec. 6. Any person who offers for sale milk skimmed
or unskimmed, in the city of Paducah, Ky,, whether a resi-
dent or nonresident, shall furnish a sample of such milk to
to the Meat and Milklnspector of the City of'Paducah,—
who may request tha same for the purpose of examination
or analysis.

Sec. 7� No dealer in milk or his agents; shall serve ,

tagious disease or diseases, or that is placarded by the
health officers for contagious disease or diseases, until said
placard has been removed by the proper authorities, nor
shall any person remove from such dwelling or house any
bottle or receptacle which has been or is used for the pur-
pose of receiving or storing milk. No person suffering
from, or who has knowingly within a period of twenty days,
been exposed to diptheria, scarlet fever, typhoid fever, tub-
erculosis, erysipelas, smallpox or other dangerous, contag-
ious diseases, shall work or assist in or about any dairy or
dairy farm; nor proprietor, manager, or superintendent of
any dairy or dairy farm, who supplies milk to the citizens of
Paducah, Ky., shall knowingly permit any person suffering
from or exposed as aforesaid, to work or assist in or about,
said dairy or dairy farm.
Sec. 8. The Meat and Milk Inspector shall not issue

free from disease, and said certificate shall be kept on file

Sec g. Every person maintaining a dairy shall keep the

Sec. 13. Any person using any premises for keeping

cows for dairy purposes shall provide and cause a sufficient
number of receptacles of nonabsorbent material, for the re-
ception, storage and delivery of milk, and shall keep them
clean and wholesome at all times, and at each milking shall

remove each, receptacle as soon as filled, from the stable or
room in which the cow-& are kept; nor shall any, milk or
cream be stored or kep, within any room used for stabling
cows or other domestic animals.

Sec. 14. It shall be the duty of every person having

charge or control of any upon which are kept

to notify the Meat and Milk Inspector of the City of Padu-
cah of the existence of any contagious diseases among such
cows, by letter delivered by mail, within twenty four hours
after the discovery thereof, and to thoroughlyisolate, any
cow or cows so diseased, or which may reasonably be
believed to be infected and to exercise such other precau-
tions as may be directed, in writing by said. Meat and Milk
Inspector.

Sec. 15. All darics from whieh milk is offered for sale

in the city of Paducah, shall be open at all times to the in-
spection of the Meat and Milk Inspector of the City of Pad
ducah, or any officer representing him.
Penalty
Sec. 16. That any person, firm, company or corporation
who shall violate any of the provisions of this ordinance
shall be fined for each offense not less than twenty dollars
nor exceeding one hundred dollars,
Sec. 17. This ordinance shall take effect from and after
its passage and approval.
