Regulating Railroad"peed—Gates.
An Ordinance Regulating Railroads in the City of Pad-
ucah, Kentucky.
Be it ordained by the General Council of the City of
Paducah, Kentucky.
Section t. It shall be the duty of all railroad companies Speed
and employes thereof, when, any locomotive or locomotive approa i'l1w ,

and train of cars is approaching the City of Paducah, to so
j' regplate the speed thereof as not to cross the city limits at
a greater speed than ten miles per hour, and continue re-
ducing the speed so at the crossing of the first street they
shall not be at a speed greater than eight miles per hour, in city
and departing from the city . to observe the same rate of
' speed, not exceeding eight miles per hour until the last street
shall have been passed and not exceeding ten miles per
hour from the last street to the city limits. The penalty for
a breach of the provisions of this section shall be fifteen dol- penal►,
lars for each offense, recoverable against either the com-
pany operating said road or the. employes in charge of said
locomotive, or locomotive and train of cars.
Sec. 2. It shall be the duty of all railroad companies Bell to bo
and employes thereof, whenever any locomotive is entering, rune
the city, to begin ringing the bell of said locomotive at least
one hundred yards before the crossing of the first street,
and continue such ringing until the last street in leaving the
city is passed, whenever the locomotive is in motion. The
penalty for a violation of the provisions of this section is
five dollars for each offense.
Sec. 3. Any person in charge of a locomotive who shall Unnece"MW
blow the whistle or discharge steam from the same in such no'"
,a way as to disturb or annoy persons within the city, unless
the same be necessary in order to give a signal or prevent
the destruction of property, shall be fined five dollars for Penalty

such railroad shall keep such crossing in good repair and
convenient for the crossing of vehicles and persons on

way within the limits of the city 'of Paducah, Kentucky,
are required to erect and maintain at all such crossings a
gate or gates or the latest and most efficient and approved
• electric gongs and signals in connection with said gate or
gates, or the latest and most efficient and approved electric
gongs and signals used by railroad companies at or near rail-
road crossings that will effectually prevent all traveling on
said street er -streets or pnlaic fiightvaya across said track dur-
ing such time as the raigrcyad ,trains or locomotives may be
passing 'thereon, and where a gare or gatestre? alone used or
said gate or gates are used with said electric gong and sig-
nals aforesaid, said railroad company or companies are to
keep at all such crossings a gate keeper, whose duties
shall be to keep such gate or gates closed during
the passage of said locomotive or trains across the said

pany or companies operate railroads, on their respective
lines of railroad or'r;ilway, tracks within said corporate
limits,, at the expense and cost of said railroad company or
companies and the General Council shall by ordinance desig-
nate and prescribe what public highways and street cross-
ings said railroad company or companies shall erect and
maintain a gate or gates or electric gongs and signals any-
one or both and within that time the same shall be erected
and how erected. All of said work tc be done under the su-
pervision and to be approved by the City Engineer, but said .
approval to be ratified by the General Council of the City of
Paducah. Any violation of this section shall be punishable
in the same manner as violations of the preceding section.
Sec. 6. It shall be unlawful for any locomotive, rail- uL■trrcu■�

., road car or train of cars to stand for longer than five min-
utes at any one time across any street or highway in the city
so as to interrupt travel on said street or highway; nor shall
it be lawful for any gate or gates to tfie street crossings,
provided for in the preceeding section, to remain closed
longer than five minutes at any one time. Nor shall any
locomotive be permitted to stand within fifty feet of any
street crossing longer than ten minutes at any time. Any
railroad company, or Oe agent or employe of any such coir
pany, who shall violate this section shall be fined fiftten
dollars for each such offense.
Sec, y. All ordinances and part of ordinances that in
any way conflict with this ordinance are hereby repealed,
and this ordinance shall take effect from and after passage,
approval and publication.
