Plumbing Rules and Regulations, the provisions of this ordinance or any of the rules, orders, or sanitary regulations (marked rules and regulations) "which are hereby adopted as part of this instrument," or, the execution of any order, or special regulation of the Common Council, pertaining to the provision hereof, is hereby declared gui!ty of 8 misdemeanor, and on arrest and conviction before the Judge of the City Court shall be fined "(where the penalty is not otherwise provided for)" for each offense in any sum not less than $l.00 nor more than $5o.00 to be collected as outer fines are collected. Sec. t2. All ordinances and parts of ordinances in con- flict with any of the provisions of this ordinance, are hereby repealed; and this ordinance shall take effect from its passage and approval Adopted Oct. 13, 1898. All pipes receiving the discharge from the water closet, from two feet below the surface of the ground, to within twelve (12) inches above the eave of the roof,must be of cast iron. four(4) inches inside diameter, put away from q11 windows, and left open at the top. All branches or extension of sewer connec- tions, whatever use they may serve, if more than seven feet in length, must be ventilated by a pipe reaching twelve (12) inches above the eaves of the house. The use of square tee's and elbows is prohibited'; also the making of connec- tion by means of taps or saddle -hubs or by any other means, except with a special branch pipe. Galvanized gas pipe may be used only, where fixtures ass plpe or privies are detached from houses or .dwellings a dis- tance of not less than ten (to) feet; but such gas pipes shall be reained out on the ends to be smooth and clear of burrs before being used in such p'.aces. All air pipes shall have a continuous, ind proper slope, to thus avoid collecting wa- ter by condensation. Maks Sinks in all packing houses, butcher shops, and lard rendering establishments shall be provided with a suitable grease trap, also such other places as the Common Council may deem necessary. Newerends Art.12. The ends of all private sewers are not immedi- ately connected with the plumbing fixtures shalt be secure- ly closed by water -tight imperishable material. Waste pipeaArt. 13. All waste pipe from all interior plumbing, ex - elusive of water closets, or such as are less than seven (y) feet from nearest soil. pipe, can be discharged in nn open trapped hopper outside' of the house. No waste pipe from a refrigerator, or other receptacle in which food or provisions are stored, shall -be connected with a drain, soib or other waste pipe, but may be separat- ed therefrom by an open sink furnished with a trap outside. Trow Art. tq. Every pipe connecting a water closet with a soil pipe must be trapped close to the connection with said watrr closet. Wass" pip" Art, rg. All waste pipes must be trapped at each sep- arate fixture, and as close to fixture as possible. Yen%ift" - Art. 0. All -traps if found necessary to prevent syph- onage,must be furnished with a vent pipe from the crown of the trap. The vent pipe from a water closet trap, must be at least two (2) inches inside diameter, other vent pipes must be as large as the respective waste pipes. These vent Pipes must be run separately or combined together to with- in twelve (T2) inches above the eave of the roof, or may be run into the soil pipe above ald connections. Art. rj. All plumbing work in new buildings and new work in old buildings shall be tested by the plumber in the presence of the City Engineer or his authorized agent, by water, when building is roughed and smoke.or air test after fixtures are placed.. Pipe Art. 27. All waste pipe from sinks, bath tubs etc., material when less than two'(2)inches shall be lead, and not less than 11/2 inches inside measure, or diameter, and all two (2) inches and over the pipe and fittings shall be cast iron. Fittings Art. 28. Ali horizontal four ('q) inch cast iron pipe used for soil or waste below and above the ground, or placed on wall in cellars, shali have fittings and four (q) inch brass trap screws on ends and on main line, and not over twenty (20) feet apart. Branches All two (2) inch cast iron waste pipe shall have branches and two (2) inch brass trap screws, as best bo- Gated to clean out same. Hoppers Art. 29. In no case shall cast iron hoppers be leaded in pipe, or traps, but shall be fastened on flange, with brass set screw bolts. This, article applies where you intend to have cement or brick floors. Art. 30. No waste pipe\from bath tubs, wash stands. No waste pipe, with a ventilator pipe off the main line, less than four (q) inches inside diameter, shall be considered a main line, and when two (2) or more fix- tures are attached to same, all the traps shall *be back vented. ventilation Art. 32. Art.' 36. In no case shall stone, cast iron or lead run- ning traps be used. Art. 37. Not waste pipe shall be tapped in soil pipe, but waste pipsa shall be inserted withfitting. Art. 38. All stone traps shall be removed from closets stone traps when changes, or remodeling is made. Art. 39. No stone sewer, or stone waste pipe shall run Cisterns near cisterns or well. Art. 40. Where c.ny soil pipe of 6 inch inside diameter have been used for sanitary purposes previous to the pas- sage of this ordinance, same may be connected with the public sewers if in good sanitary condition and with the consent of the City Engineer or his authorized assistant. like of pips Art. 48. Where f,ve or more water c:osets discharge into a verticle line of soil pipe, said pipe must not be less than 5 inches in diameter; if less than 5 closets, the pipe must not be less than 4 inches. The sizes of all pipes used in the sanitation and connection with the sewers by laun- dries and other similar premises where unusually large quantities of water is used, shall be designated by the City Engineer, or his authorized assistant. Consent Art. 49. Persons desiring to use a 5 -inch soil pipe shall nqulred have the consent of the city Engineer, before same will be allowed to connect with the public sewers, but the main vent pipe must always be same size as the soil pipe. Residence Arr. $o. All water closets erected in residences before the closets adoption of these miles, and do not comply with the same in manner of construction, all the traps of such shall be back vented. All water -closets and urinals, in stores and other buildings similarly situated, which contain sanitary fixtures, connected with the public sewers 'and where such store or similar building is occupied as many as 2 consecutive hours in 24 consecutive hours all the traps in such shall be back vented (this last section relative to stores and similar buildings ap- plies to future construction) Foul air Art. 5t. Art. 52. All residences, stores orother buildings, which Insowtlon have been provided with water -closets, urinals and other 'required plumbing fixtures pertaining to sanitation„ before the passage of these rules and regulsttions,the same shall be inspected by p the city Engineer, or his authorized assistant, and pronounced i in a state of good sanitation before same shall be connected to the public sewer. Art. 53. Upon all questions of dispute arising from the itowdlsDutes enforcement of this ordinance, rules and regulations between settled the city Engineer and plumbers, or citizens, shall be referred to the Mayor and the Sewerage.and. Sanitary committees for settlement, and in the event same is not then satisfactorily ad- justed the Common Council shall pass on the question, this ;. last being final. Art. 54• There shall be no trap or vertical soil or waste pipe pipe lines. The term waste -pipe, is applied to any pipe extend- ing through the roof, and receiving the discharge from any fixture except water -closets. The term vent pipe, is applied to any special pipe extending through the roof, provided to ven- tilate the whole system of piping and to prevent trap syphon - age and back pressure, and not intended to receive sewerage of any kind. p i ;. All water -closets shabl not be supplied with water from special tank or cistern., which holds less than g gallons of water when up to the level of the overflow pipe for each closet supplies. The flushing pipe of said tanks shall not be of less size than i% -inches inside diameter. Art. 57. Where latrines are used for schools and other public bildings, they shall be of iron, properly supplied with water, and located in yard at least 20 feet from building. Art. 58. The city Engineer shall have the authority and power, whenever in his opinion any plumber, or his assistant is doing any plumbing or house draining, violates any of the provisions of this ordinance, to suspend the license of said plumber or assistant, and report same to Mayor and Com- mott Council for final action. Art, s9. In all building the drain waste pipes and traps must be exposed to view for ready inspection at all times, and for convenience in repairing when necessarily placed within partitions or in recesses they must be covered with wood work and so fastened as to be readily removed, in no case shall they be inaccessible. Sewerage Inspector. An ordinance creating the office of "Sewerage Inspector" and providing the duties of said office defining compensation and penalties. Be it ordained by the members of the Common Council of of the City of Paducah, Kentucky. Section t. That the office of Sewerage Inspector is here- by created. The compensation of said officer shall be $jzo, per annum, payable monthly out of the City Treasury. He shall be elected by the Common Council at the first regular meeting,in December of each year or as soon thereafter as convenient or be done at the will of the said Council, the r 1
