Plumbing Rules. and Regulations,
ORDINANCES RELATING TO STREETS
An ordinance entitled an ordinance regulating the San-
itary connection with the system of sewerage within the

City of Paducah and defining the rules *to govern plumbing
i
thereunder.

Be it ordained by the Alayor and Common Council of

the City of Paducah:
'Section t. It shall be unlawful to uncover the public

sewer for any purpose or make connection therewith, or un

the public connection branches thereof unless and ex•

cept by the consent and under the supervision of the City
Engineer or his duly authorized agent or agents, whose du-
ty it shall be to insure full compliance with this ordinance in

relation to connections, and'a failure of ditty in this -respect

shall subject such engineer or agent to all the penalrt:es in
this ordinance.
Sec. z. To make or cause to be made, any such conec-

skillful mechanic, duly licensed to do such work by the
City Council, but owners or agents of property may put in
all the clay, pipes used in connections of sewers to houses,

but shall be under the same inspection as other pipe, such

mechanic not to be the agent of the 'City Engineer or to
make connections in any other manner than provided for
in this ordinance; and under no circumstances shall any me-
chanic doing the work of plumbing or any employee of
such mechanic, act as agent of the city, or its sewer inspec-
tor, in the performance of the duties prescribed in this ordi
nance.
A. Every pipe connecting with the sewer, whether of

or yard at any time.

tank, catch -basin, or any part of the sewer system, or
throw or deposit, or cause to be thrown or deposited there
in anything whatsoever.

Sec. 3, It shall be unlawful for the owner on occu�anr
of any building connected with the system of sewers, and in
which food is cooked, or clothing is washed, to fail to have
a suitable sink, slop -stone or hopper, for the reception of
waste -water, provided', however, that if the water -closet is
of a kind suited to such use it may receive the waste -wa-
ter, and the sink, slop stone or hopper may be dispensed
with.

plans and descriptions in the Engineer's office, and subject
to the provisions of this ordinance. '
Sec. S. It shall be unlawful to use or cause to be used House
any house drains for any other purpose',or purposes than drains
those specified in this ordinance.

bage, coffee grounds, hair, ashes, fruit or vegetables, peel-
ings or refuse, rags, cotton, cinders, or any other matter or
thing whatsoever, except foeces, urine, the necessary clos-
et paper, and liquid house slops, and it shall be the duty of
all citizens to aid the police in bringing offenders against
this ordinance to punishment, and also to prevent breaches
of the same.
Sec. 7. It shall be unlawful to use or allow to be used 9011 Dives
any soil pipe, or extension of the sewer connection, whatev-
er it may serve, which does not extend at least twelve
inches above the eaves, or parapet, or dividinng walls of the
house building in which the same is constructed; and all
ventilating pipes, for sewer connections or water -closets,
are hereby reqired to be extended at least tz inches above
the eaves, parapet, or dividing walls of every house or
building in or near ,chich there is a sewer connection.
Sec. & It shall he unlawful to use or to allow to be nletrst trap

which has an unventilated space of more than too cubic
inches capacity between two water seals,or which has such un-
ventilated space of any capacity in which any part of the
mechanism moves, or the walls of which are not flushed at

Sec, 9. All water -closets, privies and urinals hereafter, Bisset

feet square, and said room shall have at least one window,

rectly by means of any door or opening whatever with any
sleeping room, sitting room or apartment which is occupied
by any human being during as many as two out of 24 con-
secutive hours. Any architect who prepares any plan for
a house in violation of the above shall be guilty of a mis-
demeanor, and subject to a fine not less than $5 nor more
than $50: Any eontractor'or carpenter constructing a clo--
ct in violation of the above, shall be guilty of a misde-
meanor, and punishable by afine of not less than $5 .nor
more than. $50. Any plslmber putting in a privy or urinal
in vio'.ation of the above, or any owner, or agent acting 4-r
same, or authorizing the construction of a closet or urinal
in violation• of the above shall be guilty of a misdemeanor
and punishable by a line of not less than $5,00 nor more
than $50.00 for each offense.
Sec. ro. That it shall be unlawful for any person, in-
dividually or through others, to construct, erect, alter or re-
pair any house connection without first obtaining a permit
from the City Engineer, or his authorized assistant, and all
persons guilty thereof shall be fined not less than $t.ou
nor more than $50.0o and any house connection found here-
after to have been constructed, erected, altered, or repaired
in violation of the ordinances, rules and regulations of the
City, in such manner as shall be detrimental to health,
then and in that case the person or persons, owner or
agent so offending shall be deemed guilty of a misdemeanor
and shall be fined not less;than $t.00 nor more than $5o.00
and each day's continuance of the same, after notice to
remedy the same, shall constitute a separate and distinct of-
fense.
Sec. tt. That every person who knowingly omits or.re-
fuses to comply with or who resists or wilfully violates any of

the provisions of this ordinance or any of the rules, orders,
or sanitary regulations (marked rules and regulations)
"which are hereby adopted as part of this instrument," or
the execution of any order, or special regulation of the
Common Council, pertaining to the 'provision hereof, is
hereby declared guilty of a misdemeanor, and on arrest and
conviction before the Judge of the City Court shall be fined
"(where the penalty is not otherwise provided for)" for eaell
offense in any sum not less than $r.00 nor more than $5o.00
to be collected as other fines are collected.
Sec. 12. All ordinances and parts of ordinances in con-
flict with any of the provisions of this ordinance, are
hereby repealed; and this ordinance shall take effect from
its passage and approval.

Article t: No person shall proceed with any portion of tiotlee
drainage . or sewerage, or extend or alter old or new work, ro"'red
(except repairing leaks) until they have filed at the office
of the City Engineer, upon blanks furnished, a notice of the
work to be performed.
Art. 2. Such notice shall ponsist of a clear description plans
of the work to be performed, and -be accompanied with a
plan showing the different connections and location of the
different features from out -let at main or lateral sewer to
the termination at the roof.
Art. 3. Alli plans must be legibly drawn in ink on How draws
white paper. One verticle section of plumbing arrange
meat wiil be sufficient, if it can be made to show all the
