The vote of the city to be cast by the mayor as he shall be directed by the council, bur if not so directed then according to his own dis- cretion. G. Be it further ordained that the subscription hereinbe- fore named is made upon the condition that said gravel road be huilr in such manner that the gravel placed thereon shall at no place be less in width than sixteen feet, and the gravel shall not be less in depth in the center of the road than twelve inches, and not Itss in depth at the edges than eight inches. And as a further consideration, it is required by this council that said gravel road company shall annually, on the first day of October in every year, report in writing to the city council the condition of the road, its gross earnings. and expenses and divic-nds to be allowed stockholders.
