A regular meeting of the Board of Commissioners of the City of Paducah, Kentucky, was held on July 25, 1967, at 7:30 P.M., C.D.S.T., at the regular meeting place on said Board in the Commission Chamber in the City Hall in Paducah, Kentucky. The meeting was presided over by Mayor Thomas W. Wilson, who called the meeting to order, and upon the 00 roll being called there were present the Mayor and the following Commissioners: Thomas W. Wilson, Mayor, William F. Paxton, William R. Johnston, William L. Kressenberg and Henry Puryear. There were absent: None. The City Clerk, Sarah Thurman, was also present. Mayor Wilson offered motion, seconded by Commissioner Kressenberg, that the reading of the Minutes for July 1.1, 1967 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as writted. Adopted on call of the Roll, Yeas, Commissioners Johnston, Kressenberg, Paxton, Puryear and Mayor Wilson (5). Commissioner Johnston offered motion, seconded by Commissioner Kressenberg that on recommendation of the City Manager, the following personnel changes be made: 1. Thomas E. Forrester, laborer in the Parks & Recreation Department, be promoted to truck driver in said Department, effective August 1, 1967. I 2. Cletus Ouellette, an Applicant -Candidate in the Fire Department has satisfactorily completed the 60 day training period as such Applicant -Candidate as provided by ordinance, he is hereby appointed a fireman in the Fire Department, at a salary of $385.00 per month, effective July 16, 1967. Adopted on call of the Roll, Yeas, Commissioners Johnston` Kressenberg, Paxton, Puryear and Mayor Wilson (5). Commissioner Kressenberg offered motion, seconded by Commissioner Johnston, tha ' the liability insurance policy issued by Firemen's Fund Insurance Company to Dan Littlet•n and Littleton, Inc. for a period of one yeat from June 12, 1967, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Johnston, Kressenberg, Paxton, Puryear and Mayor Wilson (5). Commissioner Kressenberg offered motion, seconded by Commissioner Johnston, tha ✓ the Certificate of Insurance issued by Security Insurance Company of Hartford to Jesse Sparks & James House d/b/a City Plumbing & Heating Company, for a period of one year from July 28, 1967, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Johnston, Kressenbers, Paxton, Puryear and Mayor Wilson (5). �i Sell lot in Oak Grovel Commissioner Puryear offered motion, seconded by Commissioner Paxton, as follows: to Floyd C. & Johnnie Wade v., I move that the Board of Commissioners approve the sale by the City of Paducah to Floyd C. and Johnnie Wade of the north one-half of Lot 1, Block 4 of the Mausoleum Addition to Oak Grove Cemetery for the sum of $320.00. I further move that the City Clerk be directed to execute a deed of conveyance to said cemetery property. Adopted on call of the Roll, Yeas, Commissioners Johnston, Kressenberg, Paxton, Puryear and Mayor Wilson (5) Sell grave in Rushing Commissioner Puryear offered motion, seconded by Commissioner Paxton, that the Addition to Sola Hogan Board of Commissioners approve the sale by the City of Paducah to Sola Hogan of the northwest corner of Lot No. 370 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to exe cute a deed of conveyance to said cemetery grave. Tax Exonerations Commissioner Puryear offered motion, seconded by Commissioner Paxton, that 2714 thru 3001 exonerations prepared and delivered by the Senior Treasurer, being numbered 2714 through 3001, inclusive, be received and filed, and that the amount of same totaling $9,021.90 be exonerated on the tax bills as shown and designated by said exonerations. Thereupon the Board of Commissioners again took up for consideration and caused to be read the Ordinance entitled "AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CI4 OF PADUCAH, KENTUCKY, AUTHORIZING AND PROVIDING FOR THE ISSUANCE AND SALE OF ONE HUNDRF TWENTY-FIVE THOUSAND DOLLARS ($125,000) OF CITY OF PADUCAH PARKING FACILITIES REVENUE BONDS, UNDER THE PROVISIONS OF SECTION 82.050 AND SECTIONS 58.010 THROUGH 58.140, 0 Proceed;n sof Board of Commissioners B City of Paducah Jul }+_2S 196 .77 Purchase sewer ! easement Christ'. Alliston & Gulf Oil Co. Said ordinance having been introduced at the meeting of the Board of Commissioners held on July 11, 1967, and having been placed on file with the City Clerk for public inspection in the completed form in which it will be put upon its final passage, and having been given its second reading at this meeting, all according to KRD 89.590, it was moved by Commissioner Paxton that said Ordinance be adopted on such second reading. Said motion �! was seconded by Commissioner Puryear, and said motion having been reduced to writing and read in full to the Board of Commissioners, the Mayor put the question to a vote, and upon the roll being called and the vote being taken on the motion, the result was as follows: Yeas for the Motion Nave against the Motion Thomas W. Kressenberg Henry Puryear Thereupon, the Mayor declared that said motion had carried and that the C had been enacted into law, and he ordered that it be published in the Paducah Sun Democrat, which is the newspaper published in the City of Paducah, Kentucky, having the! largest bona fide circulation in said City, and is the newspaper meeting the requirements of KRS 424.110-120 for publication of official actions of said City, that it becomes effective ten days after the date of this meeting in accordance with KRS 89.590, and that it be spread upon the Ordinance Book of the City. Commissioner Puryear offered motion, seconded by Commissioner Paxton, that an ordinance entitled "AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO PAY CHRISTIME M. ALLISTON AND GULF OIL CORPORATION THE SUM OF $1,800.00 FOR THE PURCHASE OF A PERMANENT AND TEMPORARY CONSTRUCTION EASEMENT FOR A SEWER LINE ACROSS THEIR PROPERTY AT THE INTERSECTION OF JACKSON STREET AND LONE OAK ROAD IN PADUCAH, KENTUCKY", be adopted/ Adopted on call of the Roll, Yeas, Commissioners Johnston, Kressenberg, Paxton, Puryear,. , and Mayor Wilson (5). Commissioner Puryear offered motion, seconded by Commissioner Paxton, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF DUNCAN PARKING METER CORPORATION " TO FURNISH TO THE CITY OF PADUCAH APPROXIMATELY 134 PARKING METERS TO BE INSTALLED AND ; USED AT THE PROPOSED CITY PARKING LOT ON THE SOUTHWEST CORNER OF KENTUCKY AVENUE AND 30 STREET, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR THE PURCHASE OF SUCH PARKING METERS", be adopted. Publish Notice Commissioner Paxton offered motion, seconded by Commissioner Puryear that the of Bond Sale City Clerk be instructed and directed to cause publication to be made as required by law, one time in the PADUCAH SUN DEMOCRAT, one time in THE COURIER JOURNAL, a newspaper published in the City of Louisville, Kentucky, and of general circulation throughout I the State of Kentucky, and one time in THE BOND BUYER, a periodical of general circulat'Ion among bond issue purchasers, of a "Notice of Bond Sale" calling for bids for the purcha e of $125,000 of City of Paducah Parking Facilities Revenue Bonds, dated July 1, 1967, inl the form attached hereto, that the Board of Commissioners approve the form of the "Official Terms and Conditions of Sale of Bonds" in the form attached hereto, to be distributed to any interested bidders, in connection with the sale of said Bonds, such bids to be received until August 22, 1967, at 8:00 P.M. C.D.S.T. or until such other i time as may be determined by the Mayor of the City, and that only those bids be con- j sidered for the purchase of said Bonds that are submitted on "Bid Forms" supplied by � the City Clerk, a copy of which Bid Form is attached hereto.
