HomeMy WebLinkAboutMinutes Book 26, Page 35, April 11, 1967Na 35 Proceedings of Board ofCommissioners City of Paducah April 11,__1967 J At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on April 11, 1967, Mayor Wilso presided and upon call of the Roll the following_ answered to their names: Commissioners Johnston, Paxton, Purvear and Mayor Wilson (4), Commissioner Kressenberg being absent. Mayor Wilson offered motion, seconded by Commissioner Johnston, that the reading of the Minutes for April L, 1967 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Johnston, Paxton, Puryear and Mayor Wilson (4). Joseph S. Freela�d/ Mayor Wilson made the following appointment: WHEREAS the term of office of appointed on ✓ Urban Renewal Howard Woodall as a member of the Urban Renewal and Community Development Agency expired on February 23, 1967. NOW THEREFORE, suhiect to the approval of the Board of Commissioners, I hereb appoint Joseph S. Freeland to serve as a member of said Board for a term of four (4) years from February 23, 1967, so that said Board,as now constituted shall be composed of the following members: Gresham Hougland whose term expires February 23, 1968 Joaouin Seltzer whose term expires February 23, 19613 W. C. Young whose term expires February 23, 1969 i Dr. Norman A. Parrott whose term expires February 23, 1970 Joseph S. Reappoint A. M. Mavor Wilson made the following appointment: It appearing that the term of Tuholsky on Electric Plant Pd A. 14. Tuholsky as a member of theElectric Plant Board of the City of Paducah, Kentucky, expired on February 6, 19(7, I now therefore reappoint the said A. M. Tuholsky as a member of said Board for a four (4) year term expiring_. Jones and Don C. Vander Boeph, Jr., "Jest Kentucky Paving Company, for a period of one year from March 16, 1967, be received approved and filed. Adopted on call of the Roll, Yeas, Commissioners Johnston, Parton, Puryear and Mayor Wilson (5). Commissioner Johnston offered motion, seconded by Commissioner Paxton, as follows: On the recommendation of the City Manaver, I move that the following personnel chanes he made: 1. Herman Gipson be emploved as laborer in the Parks & Recreation Dept. effective April 10, 1967, at a salary of $1.75 per hour. 2. Rankin 0. Reynolds be employed as temporary laborer in the Parks & Recreation Department (Cemetery Division), effective April 17, 1967, at a salary of 9.1.7c per hour. 3. Robert Diehl be transferred from the Parks Sr. Recreation maintenance crew to the cemetery crew, effective April 17, 1967. 4. William Collins, maintenance man in the Parks &. Recreation Department, be promoted to foreman in the Cemetery Division, at a salary of $2.38 per hour, retroactive to April 1, 1967. Adopted on call of the Roll, Yeas, Commissioners Johnston, Paxton, Puryear and Mayor Wilson (h). Commissioner Paxton offered motion, seconded by Commissioner Puryear, that the action of the City Manager and Acting City Treasurer investing $200,000.00 of the City of Paducah Voted Sewer Bonds - 1955 - Sinking Fund in Certificates of Deposit in Peoples First National Bank & Trust Company, bearing 435 interest, and maturing twelve (12) months after date, and secured by pledged obligations of the United States Government, be approved and ratified. Adopted on call of the Roll, Yeas, Commissioner Johnston, Paxton, Puryear and biavor Wilson (4). Commissioner Paxton offered motion, seconded by Commissioner Puryear that the Board of Commissioners approve the sale by the City of Paducah to Alice Clark of the northeast corner of Lot No. 371 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Johnston, Paxton, Purvear and Mayor Wilson (4). Commissioner Paxton offered motion that the hid submitted by Vasseur Tractor Implement Company for sale to the City of a tractor for use in the Parks, Recreation and Cemetery Departments, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Johnston, Paxton, Purvear and Mayor Wilson (5). Commissioner Puryear offered motion, seconded by Commissioner Paxton, as follows: I move that the Board of Commissioners receive and file the Contract executed the 17th day of March, 1967 by and 'between the City of Paducah, Kentucky and Dyer and Dyer, Inc. of Elizabethtown, Kentucky for construction of Contract No. 1, Relief Sewers Proiects 1 and 2, tovether with Plans and Specifications therefor, and also the Certifi- cate of Insurance covering insurance issued by Royal Globe Insurance Companies to said Dyer & Dyer, Inc. covering the work under said contract, and also the letter dated April 6, 1967 from Burns & McDonnell Engineering Companv to the City Manager of the City of Paducah relating to said insurance. L. i the Board of Commissioners receive and file the Contract executed on the 17th day of March, 1967, by and between the City of Paducah and 41. L. Hailey &. Company, Inc. of Nashville, Tennessee for construction of Contract No. 1, Relief Sewers, Project 3, together with the Flans and Specifications therefor, and also the Certificate of Insurance coverinr, insurance issued by Continental National American Group to said W. Barnette the Board of Commissioners approve the sale by the City of Paducah to James E. Barnette of the northwest corner of Lot No. 371 in Block No. 6 of the Rushing Addition to Oak Grove Cemeterv, and that the City Clerk be authorized to execute a deed of conveyance to 11 said cemetery grave. Commissioner Johnston offered motion, seconded by Commissioner Paxton, that an ordinance entitled "AN ORDINANCE AMENDING SECTION 2 OF AN ORDINANCE ENTITLED: 'AW ORDINANCE CREATING AND ESTABLISHING A PARKS AND RECREATION DEPARTMENT FOR THE CITY OF PADUCAH, KENTUCKY, CREATING POSITIONS THEREIN AND FIRING SALARIES THEREOF", WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMBER 8, 1964, AND AMENDED ON DECEMBER 13, 196611,AND RECORDED IN ORDINANCE BOOK 15, PAGE 1165", be adopted. Adopted on call of the Roll, Yeas, Commissioners Johnston, Paxton, Puryear and Mayor Wilson (4). Commissioner Paxton offered motion, seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE AMENDING SECTION 8-C OF THE 'APPOINTIVE EMPLOYEES, CIVI SERVICE ORDINANCE', WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMVER 2, 1947, AND AMENDED ON DECEMBER 13, 1966, AND RECORDED IN ORDINANCE BOOK 15, PAGE 1148", Be adopted. Adopted on call of the Roll, Yeas, Commissioners Johnston, Paxton, Puryear 'and MayorWilson (4). Commissioner Paxton offered motion, seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF DUNCAN PARKING METER CORPORATION FOR THE SALE TO THE CITY OF FIFTY (50) PARKING METER HEADS, PRESCRIBING THE TERMS AND CONDITIONS OF SUCH PURCHASE, AND AUTHORIZING THE CITY MANAGER TO PURCHASE SAME", be introduced and remain on file for at least one week for public inspection in the completed form in which it shall be put upon its final passage.
