HomeMy WebLinkAboutMinutes Book 26, Page 300, April 8, 1969No. 300 Proceedings of Board of Commissioners City of Paducah_ April B. 1969 At a Called Meeting of the Board of Commissioners held in the Commissio' Chamber of the City Hall, Paducah, Kentucky, at 2:00 P.M. on April 8, 1969, Mayor Charry presided and upon call of the Roll the following answered to their names: Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Mayor Cherry offered motion, seconded by Commissioner Lambert,. that the executed copies of the Notice of Called Meeting to be held at 2:00 P.M. on April 8, 1969, be received and filed. Adopted on call of the Roll, Yeas, Commissioners / Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). / Commissioner Harvey offered motion, seconded by Commissioner Lambert, LVVV that the executed copy of the contract between the City of Paducah and J. Paul Carneal and his wife, Mary E. Carneal, pertaining to construction of sewers along Valley Road in Paducah, Kentucky, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). / Commissioner Harvey offered motion, seconded by Commissioner Lambert, ✓. that the letter of Julian Upshaw of the Paducah Fire Department dated March 28, 1969, requesting a change in rank from Captain to Private First Class be received and filed and that upon recommendation of Fire Chief, Tommy Rothrock, the said request be granted and that all personnel records reflect the change in rank and pay of Julian Upshaw of the Paducah Fire Department from Captain to Private First Class. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Commissioner Harvey offered motion, seconded by Commissioner Lambert, s, /that Charles Edward Reynolds, Jr. be employed as a patrolman in the Paducah Police Department, effective May 1, 1969 at 4:30 A.M., provided by such time he furnishes, at his expense, a satisfactory medical report as to his physical condition including an electrocardiogram. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Commissioner Lambert offered motion, seconded by Commissioner Harvey, e that the contract between the City of Paducah a nd Lula Etheridge for services in the Assessor's office be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). / Commissioner Lambert offered motion, seconded by Commissioner Harvey that the following personnel changes be made: 1. David M. Stanley be employed as firearms instructor for the Paducah Police Department, at a salary of $1.00 per year, retroactive to January 1, 1969. 2. The resignation of Rachel Adams, stenographer in the Police Department be accepted, effective April 11, 1969. 301 Proceedings of Board of Commissioners City of Paducah April 8, 1969 3. The following persons be employed as seasonal employees in the Cemetery Department effective April 14, 1969, at a salary of $2.00 per hour: Kent F. Woods Roy Lee Mc Cathern 4. The resignation of Robert Thompson, private in the Fire Department, be accepted, effective April 16, 1969. File documents Commissioner McNutt offered motion, seconded by Commissioner Puryear, that the Board of Ed- ucation - taxi following documents from the Paducah Board of Education concerning the 1969 tax rate rate for school purposes, be received and filed: 1. Letter regarding General Fund Levy and Resolution 2. Resolution and Certification of General Fund Levy 3. Resolution and Certification for Special Building Fund Levy 4. Four copies of General Budget 5. Copy of Certified Assessment from Department of Revenue 6. Copy of Tax Rate Calculation from Department of Education. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). 5 -year Urban Commissioner McNutt offered motion, seconded by Commissioner Puryear, that the Beautification) Program and executed copy of the Five Year Urban Beautification Program and Application for Urban application Beautification Grant be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). File contract i % Commissioner Puryear offered motion seconded by Commissioner McNutt, that the United Tailors police uniform executed copy of the Contract between the City of Paducah and United Tailors, Inc. for sale to the City of clothing to be used by members of the Police Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, iMcNutt, Puryear and Mayor Cherry (5). Settlement Sewer Commissioner Puryear offered motion, seconded by Commissioner McNutt, that the Refuse for March, 1969 f reports of the Paducah Water Works for the month of March, 1969, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Liability Ins.';t/ Commissioner Puryear offered motion, seconded by Commissioner McNutt, that the Ray Black & son Certificate of Insurance issued by The Fidelity and Casualty Company of New York, to Ray Black & Son and the City of Paducah, Kentucky, for a period of one year from April 15, 1969, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Settle claim I Commissioner Puryear offered motion, seconded by Commissioner McNutt, that the Mahlon Shelbou'ne i claim of Mahlon R. Shelbourne in the amount of $41.00 for damage to his 1964 Chevrolet pick-up truck caused by a city dump truck, driven by William E. Collier, backing into II it his vehicle at 6th & Broadway on February 17, 1969, be allowed, and that the City 302 Proceedings of Roard of Commissioners City of Paducah Apx1.1_$ 1969 Treasurer be authorized to pay the sum of $41.00 to Mahlon R. Shelbourne after first receiving a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Request bids `+ Commissioner Lambert offered motion, seconded by Commissioner Harvey, that a 3 police car. Resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF THREE (3) NEW 1969 FOUR -DOOR SEDAN AUTOMOBILES FOR USE IN THE POLICE DEPARTMENT AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Tax Levy Commissioner Harvey offered motion, seconded by Commissioner Lambert, that an Ordinance ordinance entitled "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION ON ALL PROPER IN THE CITY OF PADUCAH, KENTUCKY, SUBJECT TO TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE YEAR 1969, WITH THE PURPOSES OF SAID TAXES THEREUNDER DEFINED",I be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Create Firealms Commissioner McNutt offered motion, seconded by Commissioner Puryear, that an Instructor position I ordinance entitled "AN ORDINANCE CREATING AND ESTABLISHING THE NON -CIVIL SERVICE POSITION OF FIREARMS INSTRUCTOR FOR THE PADUCAH POLICE DEPARTMENT, PRESCRIBING THE DUTIES OF SAID POSITION AND FIXING THE RATE OF PAY THEREOF", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Amend Non -Commissioner McNutt offered motion, seconded by Commissioner Puryear, that an // civil Servic Salary Ord. ordinance entitled "AN ORDINANCE AMENDING SECTION 1 OF AN ORDINANCE ENTITLED 'AN Add Dog Ward n ORDINANCE FIXING AND ADJUSTING THE RATES OF PAY FOR CERTAIN NON -CIVIL SERVICE EMPLOYEES OF THE CITY OF PADUCAH', WHICH WAS ADOPTED ON MARCH 16, 1957 AND AMENDED ON JANUARY 9, 1969", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert McNutt, Puryear and Mayor Cherry (5). File contract Mayor Cherry offered motion, seconded by Commissioner Lambert, that the Richerson ii Equipment Coil executed contract between the City of Paducah, Kentucky and Riche rson Equipment Lawn Tractor Company, for sale to the City of one new John Deere Model 140 lawn tractor, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Purchase Ins Mayor Cherry offered motion that an ordinance entitled "AN ORDINANCE AUTHORIZING urance from Bradshaw & I THE CITY MANAGER TO PURCHASE COMPREHENSIVE AUTOMOBILE LIABILITY AND WORKMAN'S Weil COMPENSATION INSURANCE POLICIES FOR THE VEHICLES AND EDIPLOYEES OF THE CITY OF PADUCAH 1 No. 303 Proceedings of Board of Commissioners City of Paducah April 8, 1969 FOR ONE YEAR WITH BRADSHAW & [VEIL, INCORPORATED", be introduced and remain on file for at least one (1) week for public inspection in the completed form in which it shall be put upon its final passage.
