Hamm At a Regular Rieeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on June 23, 1959, Mayor Jacobs presided and upon call of the Roll the following answered to their names: Commissioners Fairhurst, '.'Fendley, Gholson, Hool and Mayor Jacobs (5). Mayor Jacobs offered motion that the -reading of the Minutes for June 9, 1959 be waived and that the Minutes of said meeting as prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fairhurst offered motion that the petition of Thomas L. Puckett and his wife, Marjorie Puckett, for permission to make one 3/4 inch connection to the existi 3 -inch privately owned water pipe line located on Eden Drive or Rutter Street for the purpose of furnishing water to one residence only upon Lot No. 6, Block 2, of Eden Place and fronting 100 feet on the south side of Eden Drive or Rutter Street in McCracken County, Kentucky, and outside the corporate limits of the City of Paducah, Kentucky, be received and filed and that the request petitioned for therein be granted subject to the terms and.conditions in said petition. Adopted on-call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fairhurst offered motion that the petition of William C. Backus and his wife, Martha Backus, for permission to make one 3/4 -inch connection to the existing 6 -inch water main owned by Paducah ,later Works so as to furnish water to one residence only to be constructed of Lots No. 5 and 6, in Block "D" in Gregory Heights Subdivision and fronting 100 feet on the east side of Forty-first Street, and located in McCracken County, Kentucky, outside the Corporate Limits of the City of Paducah, Kentucky, be received and filed and that the request petitioned for therein be granted .subject to the terms and conditions of said petition. Adopted on call of the Roll, 'Yeas, Commissioners Fairhurst, Fendley, Qholson, Hook and Mayor Jacobs (5). Commissioner Fairhurst offered motion that the claim of Mrs. L. D. Stacey, Lone Oak Road, against the City in the sum of $103.25 for damages to a motor vehicle by a police vehicle of the city on June 9, 1959 near 12th and Broadway be allowed and further move that the Treasurer be and he is directed to pay said amount to her after receiving a full and complete release. Adopted on call of the Roll, Yeas, ,Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fairhurst offered motion that the claim of Richard Robertson, R.F.D. 6, against the City in the sum of '38.50 for damages to a motor vehicle of his by a motor vehicle of the Public Works Department near 9th and Madison on June 13, 1959 be allowed and that the City Treasurer be and he is hereby directed to pay said amount to him after obtaining a full and complete release. Adopted on call of the Roll, Yeas, Commission - Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fairhurst offered motion that the claim of John W. Hamm, 521 North 4th Street, Paducah, Kentucky, in the sum of '46.70 against the City for alleged damages to his automobile by a police car of the City, on or about May 3, 1959 neat 4th & Clay Streets, be allowed, and the City Treasurer be, and he is hereby, authorized to pay said claim after securing a full and complete release. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). No. 46 Pioceedings of. Board of Commissioners City of Paducah June 23, 1959 Settle Claim V Commissioner Fairhurst offered motion that the claim of Bernard Tucker against Bernard Tucker the City in the sum of $22.50 for damages done to a motor vehicle of his by a police car of the City on June 14, 1959 at 1612 North 10th Street be allowed and further move that the Treasurer pay said claim in said amount after securing the full and complete release. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Contract & v/, Commissioner Fendley offered motion that the executed copy of the contract Bond of The Southland Co I between the City of Paducah and The Southland Company for the sale to the City of Liquid Asphalt, together with the Performance Bond in the sum of $2,500.00, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Housing payme� Commissioner Fendley offered motionthat the letter of June 10, 1959 from Carl W. in lieu of taxes -letter + Marquess, Executive Director of City of Paducah Municipal Housing Commission, advising Carl Marquess) the Mayor and Commissioners of the City an estimate of the annual amount of payment in lieu of taxes upon the present Housing development program, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Wm. Earl ATeek Commissioner Fendley offered motion as follows: I move that the letter from Ed Permanent employee -fire) Turner, Fire Chief, addressed to the City Manager dated June 17, 1959, advising that department ii William Earl Meeks has completed fifteen (15) days of probationary period in the fire department and recommending that his appointment be made permanent as of June 17, 1959, Ij be received and filed, and I further move that the said William Earl Meeks be, and he Bobby G C Permanent I Terminate * Melvin Freema Street Div. File gas & bids is now, made a permanent employee of the fire department. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fendley offered motion that the letter from Ed Turner, Fire Chief, addressed to the City I•Tanager dated June 16, 1959, advising that Bobby G. Crouch has completed fifteen (15) days of probationary period in the fire department and recomm- ending that his appointment be made permanent as of June 16, 1959, be received and file and he further moved that the said Bobby G. Crouch be, and he is now, made a permanent employee of the fire department. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fendley offered motion that the employment of Melvin Freeman as temporary laborer in the Street Division of the Public Works Department be terminated as of June 17, 1959 at 12:00 Noon. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Gholson offered motion that the following bids on gasoline, etc. be received and filed: Ashland Oil & Refining Company D -X Sunray Oil Company Sinclair Refining Company Phillips Petroleum Company Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). '1 Proceedings o: Board of Commissioners City of Paducah June 23, 1959 Connections to Commissioner Gholson offered motion that the letter from d. J: Decker, Jr. Substandard wat r lines outside Manager, Paducah ;Vater Works, relative to all future applications for permission to city make a water connection to an -existing substandard water line located outside the city limits, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Employ David H. Commissioner Gholson offered motion that David H. Myrick be employed as a fireman Myrick fireman in the Fire Department of the City of Paducah at the beginning salary of 11?260.00 per month, effective July 16, 1959, provided that by such time he furnished the City ;Manager, at his own expense, a satisfactory medical report as to his physical condition, in- cluding an electrocardigram. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Employ Jesse E.f, / Commissioner Gholson offered motion that Jessie E. Commissioner Gholson offered motion that the reports of the Paducah :Vater :•lorks be received and filed, and that the following checks be turned over to the City Treasurer to be deposited in the proper accounts: Refuse collections for May, 1959 39 313.35 Sewer Service Charges for May, 1959 9,164.50 Bad Refuse accouhts collected during May 17.60 Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Gholson offered the following motion: I move that the Board approve the transfer from Elsie Mae Morris, et al, beneficiaries under the Will of Fred Hendon, to James Arthur Ritchie and wife, Lula Raye Ritchie, the unused portion of Lot No. 30 in Block No. 42 of Oak Grove Cemetery. I further move that the City Clerk be authorized to make the proper transfer on the Cemetery Register. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Gholson offered motion that the City Manager be, and he is hereby, directed and authorized to cause the police department to make a survey of the area annexed to the City on October 14, 1958, known as the Sunset Court and Minerva Place areas, for recommendations as to the proper location of street lights to be erected in such areas, and request that the City Manager make a full and complete report to this Board of the findings and recommendations of the police department as soon as possible. Commissioner Hook offered motion that the Board of Commissioners receive, approve and file Certificate of Insurance issued by The Fidelity and Casualty Company to ?l.H. Yancy and the City of Paducah, Kentucky for a period of one year from July 22, 1959. Bond V Commissioner Hook offered motion that the Performance Bond of Emulsifi Emulsified 1/ Asphalt Cc Asphalt Company in the sum of $2,500.00 be received, approved and filed. Adopt call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayo, Jacobs (5).' Sell Cemetery, t/ Commissioner Hook offered the following motion: I move that the Board lot to Clystia S1 Crayne I Commissioners approve the sale to Clystia S. Crayne of the southeast one-half of in Block No. 1, being 9 x 20 feet located on Holt Avenue between Yopp and Stewar I� in the Mausoleum Addition to Oak Grove Cemetery for the sum of $120.00 jl I further move that the City Clerk be authorized to execute a deed of i, to said cemetery lot. Adopted on call of the Roll, Yeas, Commissioners Fairh Fendley, Gholson, Hook and Mayor Jacobs (5). Sell cemetery Commissioner Hook offered the following motion: I move that the Board of lot to Mrs. i Nell C. Walker Commissioners approve the sale by the City of Paducah to Mrs. Nell C. Walker of the southeast one-half of Lot No. 21 in Block No. 3 of the Mausoleum Addition to Oak Grove Cemetery for the sum of ,$400.00. I further move that the City Clerk be authorized to execute a deed of conveyanc to said cemetery lot. Adopted on call of the Roll, Yeas; Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Employ H. W. Commissioner Hook offered the following motion: I move that the letter of H. Middleton , collect Back! Warren Middleton, Attorney, dated June 9, 1959, containing a proposal of the enforcement personal taxes of delinquent city personal property taxes, be received and filed. I further move that he be employed to enforce, at his expense, the collection of delinquent personal property tax billx, as outlined in such letter, for the compen- sation of an amount equal to fifty percent (50a) of the amount of such delinquent taxes collected through his services by the City Treasurer. As per his proposal, no money is to be actually handled by him, and all collections caused and enforced by him are to be paid direct to the Finance Office. Such compensation is to be paid monthly by the Request bids Paddy Wagons Accept bid D -X oils, grease, etc. Treasurer from Account Number 1402. Commissioner Fairhurst offered motion that a Resolution entitled: "A RESOLUTI REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF TWO (2) NHW 1959 PA14EL TRUCKS FOR USE IN THE POLICE DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the Roll; Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fendley offered motion that an ordinance entitled: "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH D -X SUNRAY OIL COMPANY FOR THE PURCHASE OF ALL MOTOR OIL, DIESEL FUEL, CHASSIS LUBRICANT, GEAR LUBE OIL, HYDRAULIC OIL, KEROSENE AND ANTI -FREEZE FOR USE BY THE CITY OF PADUCAH KENTUCKY FOR THE PERIOD OF TIME FROM JULY 1, 1959 TO DECEMBER 31, 1959, AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SAID PURCHASES SHALL BE MADE", be introduced and remain on file for public inspection for at least one (1) week in the completed form in which it shall be put upon its final passage. No 49 Proceedings of Heard of Commissioners City of Paducah June 23. 1959 Accept bid of �t Commissioner Fendley offered motion that an ordinance entitled: "AN ORDINANCE Rezone pr 31st & Je: SE corner i Employ Consult, inlg Engineer -sewer survey AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ASHLAND OIL & REFINING COMPANY FOR THE'PURCHASE OF ALL REGULAR AND ETHYL GASOLINE FOR USE BY THE CITY OF PADUCAH, KENTUCKY FOR A PERIOD OF TIME FROii JULY 1, 1959 TO DECEMBER 31, 1959", be introduced and remain on file for public inspection for at least one (1) week in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Gholson offered motion that an ordinance entitled: "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING AND ZONING COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED AT THE SOUTHEAST CORNER OF THE INTERSECTION OF 31ST AND JEFFERSON STREETS AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH REZONING", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Cholson, Hook and Mayor Jacobs (5). Commissioner Fairhurst offered motion that the City Manager be, and he is hereby, directed and authorized to arrange to employ a Consulting gngineer for the purpose of preparing a report covering sewer requirements for the recently annexed areas and the areas proposed for annexation, with plans in detail for such sewer, at the cost of not exceeding x3,500.00.
