At a Called Meeting of the Board of Commissioners held in the Commission Chamber
of the City Hall, Paducah, Kentucky, at 5:30 P.Td. on August 21, 1962, Mayor Pro Tem
Gholson presided in the absence of Mlayor Cherry, and upon call of the Roll the following
answered to their names: Commissioners Fendley, Hornsby, Karnes and Mayor Pro Tem
Gholson (4). Mayor Cherry being absent (1)
Mayor Pro Ten Gholson offered motion that the executed copies of the Notice of
Called Meeting to be held at 5:30 P.M. on August 21, 1962, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Fendley, Hornsby, Karnes and Mayor
Pro Tem Gholson (4).
Commissioner Fendley offered motion that an ordinance entitled: "AN ORDINANCE
ACCEPTING THE BID OF WEST KENTUCKY EQUIPMIENT COMPANY FOR THE SALE TO THE CITY OF ONE NEW
COMBINATION BACKHOE AND END LOADER TO BE USED BY THE PUBLIC WORKS DEPARTPdENT OF THE CITY
OF PADUCAH, KENTUCKY, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE CONTRAC
be adopted. Adopted on call of the Roll, Yeas, Commissioners Fendley, Hornsby, Karnes
and Mayor Pro Tem Gholson (4).
Commissioner Karnes offered motion that an ordinance entitled: "AN ORDINANCE ANBPID
SECTION 1 OF AN ORDINANCE ENTITLED: 'AN ORDINANCE ESTABLISHING THE NUMBER, RANKS AND
MONTHLY SALARIES OF THE POLICE DEPARTMENT AND REPEALING ALL ORDINANCES IPI CONFLICT
HEREWITH',• WHICH WAS ADOPTED BY THE BOARD OF COM'1•tIS3IONERS ON AUGUST 5, 1952, AND AI4END
ON JANUARY 23, 1961", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Fendley, Hornsby, Karnes and Mayor Pro Tem Gholson (4).
Commissioner Fendley offered motion that the reports of the Paducah 'Water Works be
received and filed, and that the following checks be turned over to the City Treasurer
to be deposited in the proper accounts:
Refuse collections for July, 1962 $9,467.90
Sewer Service Charges for July, 1962 9,585.00

Commissioner Fendley offered motion that Paul Holland be', and he is hereby, appoin
Chief of the Police Department of the City at a salary of $465.00 per month, effective
immediately. Adopted on call of the Roll, Yeas, Commissioners Fendley, Hornsby,
Karnes and Mayor Pro Tem Gholson (4).
Commissioner Hornsby offered motion that Keith Yancy be, and he is hereby, appointed
as First Assistant Chief of the Police Department of the City at a salary of 0400.00 per
month, to be effective upon his return from the Federal Bureau of Investigation School,
the exact time of such appointment to be made by subsequent motion of this Board.

Commissioner Karnes offered notion that the letter from Elbert Johns, Scout Executiv<
to the Mlayor, Cor.Lmissioners and City Manager, expressing thanks of the Four Rivers
Boy Scout Council for allowing Major Keith Yancy to assist in the operation of the 1962
Summer Camp, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Fendley, Hornsby, Karnes and Mayor Pro Tem Gholson (4).

!'later Main Commissioner Karnes offered the following motion: It appears from a letter

ICRR dated August 21, 1962, filed by the Commissioners of Plater Plorks that they recommend
i the installation of 407 feet of $" water main along South 27th Street, from the
existing main on the south side of Fairmont Street to the south side of Bradley
Street, and the installation of a fire hydrant at that point, the purpose of this
main is primarily for the purpose of delivering water to the Illinois Central Railroad
for operational needs and fire protection of the diesel repair facility in the South
Yards.
I, therefore, move that the letter of the Commissioners of water Works be
received and filed and that the Paducah Plater Works, through its Board of Commissioners,
I) be authorized to install the water main and fire hydrant as requested.
I further move that the adoption of this resolution be considered as an
agreement on the part of the City of Paducah to pay the fire hydrant and main rental,
as provided in the franchise, on the water main and fire hydrant referred to in the
letter of the Commissioners of Water Works, said rentals to begin when said main and
hydrant have been installed and water turned on.. Adopted on call of the Roll, Yeas,

improvements President of The Paducah Bank, and Mr. Joe C. Marshall, Agent for Guthrie Investment
Company, complimenting the City Officials for the fine job of installing new sidewalks
in downtown Paducah, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Fendley, Hornsby, Karnes and Mayor Pro Tem Gholson (4).

Commissioner Fendley offered motion that the Board of Commissioners approve
the sale by the City of Paducah to Mary Frances Freeman of the southwest corner of
Lot No. 315 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, and that
the City Clerk be authorized to execute a deed of conveyance to said cemetery grave.

Mayor Pro Tem Gholson (4).
Commissioner Hornsby offered the following motion:
I move that the letter of Fred Kolb, a Fire Alarm Operator of the City,
requesting his employment be changed from such to.a Class "A" Fireman, effective
August 15, 1962, with the resulting change in salary as set by ordinance, be
received, approved and filed, and I further move that said request be honored as of
said date of August 15, 1962. Adopted on call of the Roll, Yeas, Commissioners
Fendley, Hornsby, Karnes and Mayor Pro Tem Gholson (4).
Mayor Pro Tem Gholson offered the following motion: Upon recommendation
of Ray Kayse, Director of Public Works, I move that the services of James J. Allen,
a laborer in the Street Division of the City of Paducah, be terminated as of August
16, 1962. Adopted on call of the Roll, Yeas, Commissioners Fendley, Hornsby,
Karnes and Mayor Pro Tem Gholson (4).
Mavor Pro Tem Gholson offered motion that the liability insurance policy
issued by United States Fidelity and Guaranty Company to the City of Paducah, covering
work done by Beth E. Giem and Associates for a period of one (1) year from August 8, 19
be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners
Fendley, Hornsby, Karnes and Payor Pro Tem Gholson (4).
