At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on May 8, 1962, Vlayor Cherry presided and upon call of the Roll the following answered to their names: Commissioner Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Mayor Cherry offered motion that the reading of the Minutes for Aprul 24, 27 and 28, 1962 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Mayor Cherry offered the following motion: I move that the following persons be named as members of a Commission on Human Rights: Katie Freeman H. C. Mathis Tom Taylor Rev. Charles P. Riney Rabbi Max Kaufman Bob Fetter Carl Marquess Rev. J. H. Franklin Hugh Owen Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Commissioner Hornsby offered motion that the petition of Walter Andrews, Jr., and his wife, Lila B. Andrews, for permission to make one 3/4 inch connection to an Jr existing 6 inch water main owned by the Paducah plater Works so as to furnish water to one residence on Lot No. 5 and part of Lot No. 3 in Block "D" of Farley Village Sud - division fronting 85 feet on the south side of Alpha Drive in McCracken County, Kentuck, and outside the Corporate Limits of the City of Paducah, Kentucky, be received and file and that the request in said petition be granted in accordance with the terms and conditions in said petition. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Commissioner Fendley offered motion that the request of Robert L. Brown, a n Civil Service employee in the Department of Public :'forks, requesting his classification be changed from Mechanic Helper to Truck Driver in the Street Division of said Depart- ment, at $1.47 per hour, effective May 16, 1962, be received, approved, granted and filed. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). / Commissioner Fendley offered the following motion: Upon recommendation of Ray Kayse, Director of Public Works, I move that Paul Edward Roberts be employed as laborer in the Street Department of the City of Paducah, effective i:av 16, 1962, at a salary of y1.32J per hour. Such employment is temporary and no civil service rights or other rights under any law or ordinance shall be covered by this employment. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Commissioner Fendley offered motion that the Performance Bond of Kentucky Asphalt Sales Company in the amount of v2,500.00, be received and filed. Commissioner Gholson offered motion that the Bond issued by The Fidelity and Dairy Corp. v Sidewalk Casualty Company of New York in the amount of $2,500.00 covering TAidwest Dairy Corporati platform a Division of the Southland Corporation, dated April 30, 1962, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Riayor Cherry (5). Employ J.C.Ue t Commissioner Gholson offered the following motion: Upon recommendation of Temp. Laborer St. Dept I Ray Kayse, Director of Public Works, I move that J. C. West be empolyed as laborer in the Street Department of the City of Paducah, effective biay 16, 1962, at a salary of $1.32e per hour. Such employment is temporary and no civil service rights or other rights under any law or ordinance shall be covered by this employment. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and T'.ayor Cherry (5). Settle Claim Commissioner Gholson offered motion that the claim of J. W. Anderson (1004 J.w.Anderson i Broom Street) in the sum of $41.00 for damages done to his motor vehicle by the City Payloader, on or above February 16, 1962, be approved; and that the City Treasurer pay said claim after securing a full and complete release: Adopted on call of the I Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). File Contract V-1 Commissioner Hornsby offered motion that the executed copy of the Contract Kentucky Asph It Sales Co between the City of Paducah and Kentucky Asphalt Sales Company, for the sale to the City of its requirements of liquid asphalt for 1962, be received and filed. Liability Ins Paul Duncan Casualty Company of Hew York increasing its liability under the bond issued to Paul Duncan from $1000 to $2000 be received, approved and filed. Commissioner Karnes offered motion that the Corporation Counsel be directed to contact bond attorney Cornelius W. Grafton of Louisville, Kentucky, as to the amount of his fee for making an investigation and rendering an opinion as to the validity of financing sewer construction by means of revenue bonds. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Commissioner Karnes offered motion that the Performance Bond of Emulsified Asphalt Company in the amount of $2,500.00, be received and filed. Public Safet Commissioner Karnes offered motion as follows: Upon recommendation of Ray Kayse, Director of Public Works, I move that Paul Gordon be employed as laborer in the Street Department of the City of Paducah, effective I'iay 16, 1962 at a salary of ;;1.322 per hour. Commissioner Fendley offered motion that a Resolution entitled: "A RESOLUTION > AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR RESURFACING FOUR (4) TENNIS COURT: IN NOBLE PARK", be adopted. Adopted on call of the Poll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Commissioner Gholson offered motion that a Resolution entitled: "A RESOLUTION /REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE (1) NEl-1 1962 COI•SPACT TYPE FOUR DOOR SEDAN FOR USE IN THE DEPARTMENT OF PUBLIC WORKS, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the Roll, Yeas, Commissioners, Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5) Commissioner Karnes offered motion that an ordinance entitled: "AN ORDINANCE ACCEPTING THE BID OF KATTERJOHN CONCRETE PRODUCTS COMPANY, INC. 01LNSBORO, KENTUCKY, FOR THE SALE TO THE CITY OF ONE PRECAST CONCRETE BRIDGE; AUTHORIZING THE CITY MANAGER TO ELATE IIITO AND EXECUTE A CONTRACT FOR THE PURCHASE OF SAIL; AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE ISADE", be adopted. Commissioner Karnes offered motion that an ordinance entitled: "AN ORDINANCE FIXING THE AI40UIIT OF SALARY TO BE PAID TO THE DIRECTOR OF PUBLIC SAFETY OF THE CITY OF PADUCAH, KENTUCKY", be adopted.
