HomeMy WebLinkAboutMinutes Book 24, Page 36, May 26, 1959Proceedings of - City of Paducah 1 At a Regular Meeting of the Board of Commissioners held in the Commission Chambe of the City Hall, Paducah, Kentucky, at 7:30 P.M. on May 26, 1959, Mayor Jacobs presided and upon call of the Roll the following answered to their names: Commissioners Fairhurst Fendley, Hook and Mayor Jacobs (40. Commissioner Gholson being absent (1). Mayor Jacobs offered motion that the reading of the Minutes for May 12, 1959 be waived and that the Minutes of said meeting as prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Hook and Mayor Jacobs (4). Plater connection/ Commissioner Hook offered motion that the petition of Mary Pearl Pryor, for Mary Pearl Pryor -Yarbro permission to make one 3/4 -inch connection to the existing 2=inch privately owned water Lane 6 pipe line located on Yarbro Lane and owned by the Yarbro Lane hater Line Company, for the purpose of furnishing water to one residence only upon a lot fronting 55-1/2 feet on the west side of Yarbro Lane in McCracken County Kentucky, and outside the corporate limits of the City of Paducah, Kentucky, be received and filed and that the request petitioned for therein be granted subject to the terms and conditions in said petition. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Hook and h9ayor Uacobs (4). Water connect % Commissioner Hook offered motion that the petition of William R. Burnett and W.R.Burnett ,/ Avondale Hts his wrife, Inez Burnett, for permission to make one 3/4 -inch connection to the 2 -inch Resolutions Recreation Director Floodwall Inspection Report Liability I Noble Park Funland privately owned water pipe line owned by Loren M. Jones so as to furnish water to one residence to be constructed upon the southwest portion of Lot Number One (1) the south - :,rest one-half of Lot Number Two (2) and the southwest one-half of Lot Number 3, all three portions of said lots being in Block "C" of the Avondale Heights Subdivision to the City of Paducah, Kentucky, fronting 137.4 feet on the north side of North Central Avenue and 86.5 feet on the northeast aide of 42nd Street, in McCracken County, Kentucky and outside the corporate limits of the City of Paducah, Kentucky, be received and filed and that the request in said petition be granted in accordance with the terms and conditions in said petition. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Hook and Mayor Jacobs (4). r Commissioner Fairhurst offered motion that the Resolutions from B.P.O.E1k's #217, Paducah Lions Club and Paducah Chamber of Commerce, requesting the City Commission of the City of Paducah to employ a professionally trained and qualified recrration Ndirector, be received and filed. Adopted on call of the Roll, Yeas, Commissioners hIFairhurst, Fendley, Hook and Mayor Jacobs (4). ICommissioner Fairhurst offered motion that the letter dated Hay 25, 1959, from Colonel C. C. Noble of the U. S. Army Engineers, commending the City of Paducah and its Floodwall Department for the continued high quality of maintenance and operation of the flood protection project, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Hook and Mayor Jacobs (4)• Commissioner Fairhurst offered motion that the Board of Commissioners receive, approve and file Memorandum of Insurance issued by Interstate Fire & Casualty Company to G. Cablton Watkins, Emma 'Watkins & Helen Gramse d/b/a Noble Park Funland, for a period of one year from March 29, 1959. Earl Meeks -fireman Liability Ins. ✓ Middle West Road Reappoint Mrs. L H.M.Crosby City Beautiful Board file a copy of a motion passed by the Planning and Zoning Commission requesting the appointment of a member of said Commission to fill the vacancy left by the resignation of Mr. Charles Burnley. . Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Hook and Mayor Jacbbs (4). / Commissioner Fairhurst offered motion that Bobby G. Crouch be employed as a fireman in the Fire Department of the City of Paducah at the beginning salary of $260.00 per month, effective June 1, 1959, provided that by such time he furnished the City Manager, at his own expense, a satisfactory medical report as to his physical condition, including' an electrocardigram. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Hook and Mayor Jacobs (4). Commissioner Fairhurst offered motion that the following reports of the Paducah Plater Works be received and filed, and that the following checks be turned over to the City Treasurer to be deposited in the proper accounts: Sewer Service Charges for month of April, 1959 `9,232.00 Refuse Collections for month of April, 1959 9,282.45 Bad refuse accounts collected during April 1959 8.00 Adopted on call of the Roll, Yeas, Commissioners Fairhust, Fendley, Hook and Mayor Jacobs (4). / Commissioner Fendley offered motion that the Board of Commissioners receive, approve and file Certificate of Insurance issued by the Employers' Liability Assurance Corporation, Limited, to John T. Quinlan Plumbing Company for a period of three years from June 21 1959. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Hook and Mayor Jacobs (4). / Commissioner Fendley offered motion that William Earl Meeks be employes as a fireman in the Fire Department of the City of Paducah at the beginning salary of $260.00 per month, effective June 2,. 1959, provided that by such time he furnishes the City Manager, at his own expense, a satisfactory medical report as to his physical condition, including an electrocardigram. Commissioner Fendley offered motion that this Board receive, approve and file Certificate of Insurance issued by American Mutual Liability Insurance Company to Middle West Roads Company dated Clay 15, 1959. Adopted on call of the Roll, Yeas, Commission- ers Fairhurst, Fendley, Hook and Mayor Jacobs (4). Commissioner Fendley offered motion that this Board reqpppoint Mrs. H. 14. Crosby for a period of one (1) year as a member of the City Beautiful Board of the City of Paducah, making the Board as now constituted as follows: Douglas Edwards whose term will expire May 24, 1960 Firs. Raymond Roof whose term will expire May 24, 1960 Mrs. T. A. Paxton whose term vrill expire May 24, 1960 Mrs. Sarah Smith Campbell whose term will expire June 14, 1960 T. S. Report of Grand, Commissioner Fendley,offered motion that the copy of the report from th Jury '(, 1959 Grand Jury, reporting that a careful investigation had been made of the Cit; and that great improvement is evident in this facility in cleanliness and intere; welfare and health of inmates, be received and filed. Private Garbage Commissioner Fendley offered the following motion: Whereas, Charlie L. permit to / Charlie L, I Jackson of Paducah, Kentucky, has made application for permit as private collect Jackson collecting, transporting and disposing of refuse as provided in Article VI, Section 4-A ! of the Refuse Collection and Disposal Ordinance, such collection to be made from the Dairy Queen at 2429 Bridge Street and Roof Brothers Grocery at 7th and Tennessee Streets; i I therefore move that such permit be granted to him.for a period of six months from this date upon payment in advance of the sum of,p12,00 for said six-month period at the rate of $2.00 per month. Commissioner Fendly offered motion that an ordinance entitled: "AN ORDINANCE PROPOSING ANNEXATION OF CERTAIN PROPERTY LYING ADJACENT TO THE SOUTH CORPORATE LIFTS OF THE CITY OF PADUCAH, KENTUCKY; DEFINING ACCURATELY THE BOUNDARY OF SUCH TERRITORY TO BE ANNEXED TO SAID CITY; AND DECLARING THE DESIRABILITY AND NECESSITY OF SUCH ANNEXATIO be adopted. Commissioner Fendley offered motion that an ordinance entitled: "AN ORDINANCE PROPOSING ANNEXATION OF CERTAIN PROPERTY LYING ADJACENT TO THE SOUTH CORPORATE LIMITS OF THE CITY OF PADUCAH, KENTUCKY; DEFINING ACCURATELY THE BOUNDARY OF SUCH TERRITORY TO BE ANNEXED TO SAID CITY; AND DECLARING THE DESIRABILITY AND NECESSITY OF SUCH ANNEXATION", be adopted. Commissioner Hook offered motion that an ordinance entitled: "AN ORDINANCE A1.1ENDING SECTION 1 OF API ORDINANCE ENTITLED: 'AN ORDINANCE FIXING THE AMOUNT OF COMPENSATION WHICH THE CITY MANAGER SHALL RECEIVE AND TRANSFERRING SUFFICIENT FUNDS FROM THE CONTINGENT FUND TOTHE APPROPRIATION FOR CITY MANAGER'S SALARY TO PAY THE SALARY SO PROVIDEDt, WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON JULY 22, 1952, AND AMENDED ON NOVEMBER 20, 1957", be adopted. Summers, Jr. and others, protesting the annexation of the Sanders Arcadia Subdivision, be received and filed.
