HomeMy WebLinkAboutMinutes Book 24, Page 312, September 12, 1961312 Proceedings of Board of Commissioners City of Paducah September 12, 1961 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City hall, Paducah, Kentucky, at 7:3'0 P.M. on September 12, 1961, Mayor Cherry presided and upon call of the Roll the following answered to their names: Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5). Mayor Cherry offered motion that the reading of the Minutes for August 22, 1961 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as irritten. Adopted on call of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5). Petition cle' Commissioner Hook offered motion that the petition signed by Charles Kolb and up 6th, Eliz. '✓ 2c Broad Sts. others requesting cleaning up of the eyesore in the area bounded by South 6th Street, Elizabeth Street and Broad Street, be received and filed. Adopted om call of the Ro'. Petition St. Light Palmer & Ashcraft :l arren 0. Morris adv Auto Repai Install Fire hydrants v Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5). Mayor Cherry offered motion that the petition signed by Mr. and Mrs. Kenneth Ry; and others, requesting a street light at the junction of Palmer Street and Ashcraft Avern be received and filed. Adopted on call of the Roll, Yeas, Commissioners Davis, Fendle; Gholson, Hook and I-Tayor Cherry (5). Commissioner Davis offered the following motion: Upon recommendation of Ray Hayse, Director of Public Works, I move that 'Marren 0, Morris be transferred from Equip- ment Operator to Auto Repairman, effective September 16, 1961. Adopted on call of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5). Commissioner Davis offered the following motion: It appears from a letter date, September 5, 1961, filed by the Commissioners of '.later works that they recommend the installation of fire hydrants on the water mains owned by the Water Works on 40th Street between Buckner Lane and North Central Avemue, on Pines Road between 40th Street and Friedman Lane, on North Central between 40th Street and Woodland Drive, on Woodland Driv between North Central and Brookfield Drive and on 41st Street between North Central and Pines Road, in order to provide fire protection to the adjacent property. I therefore, move that the letter of the commissioners of 'later works be receiv and filed and that the Paducah 'dater Works, through its Board of Commissioners, be autho ized to install fire hydrants on the above mentioned streets as follows: 5 - Fire Hydrants on 40th Street, between Buckner Lane and North Central Avenye 1.- Fire Hydrant on North Central, between 40th Street and 41st Street. 2 - Fire Hydrants on 41st Street, between North Central and Pines Road. 3 - Fire Hydrants on Woodland Drive, between North Central and Brookfield Drive 4 - Fire Hydrants on Pines Road, between 40th Street and Friedman Lane. I further move that the adoption of this resolution be considered as an agreeme on the part of the City of Paducah to pay the fire hydrant and main rental, as provided in the franchise, on the water mains and fire hydrants referred to in the letter of the Commissioners of !later Ylorks, said rentals to begin when said fire hydrants have been installed. Duncan Commissioner Fendley offered the following motion:r Upom recommendation of Ray adv to Truck Driver -Refuse Kayse, Director of Public Works, I move that John ;J. Duncan, a laborer in the Refuse tivision of the City of Paducah, be advanced to the position of Truck Driver in the Refuse Division, effective September 16, 1961; at the salary provided by ordinance. Commissioner Fendley offered the following motion: l•HHEREAS on January 23, 1961, the Board of Commissioners of the City of Paducah, Kentucky, adopted an ordinance entitled as follows: "AN ORDINA:iCE AUTHORIZING THE PURCHASE OF CERTAIN PROPERTY IN THE CITY OF PADUCAH, KENTUCKY, CONSISTING OF A TRACT OF LAND CONTAINING APPROXIMIATELY 3:21 ACRES AND BUILDINGS THEREON, PHMREIN GOVERNMIENTAL FUNCTIONS OF SAID CITY AND DEPAWMENTS AND AGENCIES THEREOF MY BE CARRIED ON; DESCRIBING SAID LAND BY METES AND BOUNDS; SETTING FORTH TIB; PURCHASE PRICE OF SAID PROPERTY; PROVIDING FOR THE PAYMENT OF SAID PURCHASE PRICE FROM THE PUBLIC ::rORKS CUMULATIVE RESERVE FUND OF SAID CITY; AND SETTING FORTH THE CONDITIONS AND TERMS OF SUCH PURCHASE AND PAYM'tENT OF THE PURCHASE PRICE'S AND 1•1H3REAS said ordinance provided if it was adopted it should be in full force and effect at the expiration of ten (10) days after its adoption, and YIHEREAS before the expiration of ten (10) days after the adoption of said ordinance a petition signed by a number of voters equal to at least twenty-five (255) percent of the total number of votes cast for both candidates for mayor at the last preceding regular election for mayor, stating the residence of each signer and verified as to signature and residence by an affidavit of one or more persons was presented to this Board of Commissioners of said city, protesting against the passage of said ordinance, and WHEREAS it is provided in such matters by KRS 89.600 that said ordinance shall be suspended from going into effect and shall be reconsidered by the Board of Commissioners; after which it shall be repealed or submitted to the voters of the whole city, I now therefore move that said ordinance be reconsidered by this Board and that after such reconsideration if the ordinance is not then repealed, this Board shall submit to the voters of the city, at the next regular election, the question as to whether or not the ordinance shall go into effect. Commissioner Gholson offered motion that the report of the Police Department for t month of August, 1961, be received and filed. Commissioner Gholson offered motion t hat the Certificate of Insurance issued by The Celina Mutual Insurance Company to the City of Paducah, Kentucky, covering Nelson Idotel and four public benches located on Bridge Street at Reeder Street, be received, approved and filed. Heating Co. , Gavle Lee Pearson re Fire Dept, Letter Urban Renewal -file Economic Development Program Amend Sec. 9 Civil Service Ordinance Commissioner Hook offered motion that the Renewal Certificate issued by United i States Fidelity and Guaranty Company to the City of Paducah, covering work done by Presle. Plumbing and Heating Company for a period of one year from September 23, 1961, be receive approved and filed. Adopted on call of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5). Mayor Cherry offered motion that the resignation of Gayle Lee Pearson as a member of the Paducah Tire Department, effective September 16, 1961, be received, accepted and filed. Adopted on call of the Roll, Yeas, Members Davis, Fendley, Gholson, Hook and Mayor Cherry (5). Mayor Cherry`offered motion that the letter of Urban Renewal and Community Development Agency, dated September 12, 1961, to Mayor Robert C. Cherry, relative to the Tyler Park Urban Renewal Project, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Davis, Fendley, Ghol$dn, Hook and Mayor Cherry (5). Commissioner Gholson offered motion that a Resolution entitled: "A RESOLUTION BY THE CITY COt.MIISSION OF THE CITY OF PADUCAH, KENTUCKY ENDORSING THE PRESENTATION OF AN AREA OVERALL ECOT1014IC DEVELOPMENT PROGRAM IPI ACCORDANCE WITH THE PROVISIONS OF THE AREA DEVELOPMENT ACT', be adopted. Adopted on call of the Roll, Yeas, Commissioners Davis, y'endley, Gholson, Hook and Mayor Cherry (5). Commissioner Fendley offered motion that an ordinance entitled: "Aid ORDINANCE AI4'NDING SECTION 9 OP THE 'APPOINTIVE EMPLOYEES' CIVIL SERVICE ORDINANCE+, WHICH INAS ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMBER 2, 1947, AND AMENDED JANUARY 23, 1961", be adopted. Adopted on call of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook_and Mayor Cherry (5). On motion the meeting adjourned. ADOPTED September 26 1961 APPROVED lty Clerk
