HomeMy WebLinkAboutMinutes Book 23, Page 568, October 28, 1958No. 568 Proceedings of Board of Comrgissioners City of Paducah October 28, 1958 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on October 28, j 1958, Mayor Jacobs presided and upmn call of the Roll the following answered to their names: Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Mayor Jacobs offered motion that the reading of the Minutes for October 14, 1958 be waived and that the Minutes of said meeting as prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Petition Commissioner Fairhurst offered motion that the petition of Raymond Jones Sewer 21st btw Park & and others, requesting the construction of a combination sewer from Park Avenue to ?611dred Mildred Street on North 21st Street, be received and filed. Adopted on call of the roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5)/ Water cOnnec- j' Commissioner Fairhurst offered motion that the petition of ;Aalter T. tion Walter T.Williams +� Williams and his wife, Wilma Lee Williams, for permission to make one 3/4-inch Georgia Rd. connection to a privately owned water pipe line, for the purpose of furnishing water to one residence only located upon a lot owned by the petitioners, fronting approx- imately 100 feet on the north side of Georgia Road in McCracken County, Kentucky, outside the corporate limits of Paducah, Kentucky, be received and filed and that the request petitioned for therein be granted subject to the terms and conditiond in said petition. Water rain Commissioner Fairhurst offered the following motion: Sears, Roebuck & Zoars-Roebuck warehouse Company has leased certain real estate located on the north side of Division Street and between Old Mayfield Road and Fairmont Street in the City of Paducah, Kentucky, for use as a warehouse, and desires an agreement with Paducah ,later Works that approximately 1,500 feet of 8 inch main will be laid for the purpose of serving said property including the providing of adequate fire protection therefor. Sears, Roebuck i & Company has deposited with Paducah Water Works a check of McDonough Construction Company of Georgia in the amount of Four Thousand and no/100 ($4,000.00) Dollars as a contribution toward the construction of said main and the Board of Commissioners i of Paducah dater Works has determined that it would be to the best interest of the water distribution system of the Water Works to construct said 8-inch cast iron water ; main in the manner contemplated by laid agreement. I move that the agreement between Paducah Water Works and Sears, Roebuck & Company dated 23rd day of October, 1958, a copy of which is filed herewith, be approved. I further move that the adoption of this resolution and the approval of said agreement to considered as an agreement on the part of the City of Paducah i to pay the f_re hydrant and water main rental as provided in the franchise on the pipe line referred to inthe petition and in thio motion, said rental to begin when said water rain has been installed and placed in service. Agreement Ccmmissioner Fendley offered motion that the letter from Mrs. R.W.Gravea Humane Society President of the McCracken County Humane Society, Inc, setting forth certain things that the Board of Trustees agreed to do in connection with the use of equipment, j operation of the animal shelter and pick-up of animals, by resolution adopted October 569 Proceedings o _ City of Paducah_09_t_QT1Qr-2$,_195$ ____--__._. 9, 1958, be received and filed. I further move that the bond of the Trustees of the East Baptist Church No. SK174864 be released and that the City Clerk be directed to return policy No. LCA 15-72-58 to Jennings Insurance, Inc. Commissioner Fendley offered motion that the reports of the Paducah Water Works be received and filed and that the following checks be turned over to the City Treasurer to be deposited in the proper accounts: Refuse collections September 30, 1958 u9,402.70 Bad Refuse Accounts collected during September 1958 5.60 Sewer Service Charges 9,537.50 Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Fairhurst offered the following motion: I move that the petition of Byron V. Broom and others requesting that the name of North 35th Street in Paducah, Kentucky, from its beginning on Jefferson Street to its intersection with Central Avenue, be changed to VTEST JEFFERSON STREET, be received and filed, and I further move that the Corporation Counsel be and he is hereby directed to prepare the necessary ordinance to effect such change in name. Adopted on call of the 11 Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Commissioner Gholson offered motion that the following bids for the sale to the City of one combination backhoe and loader for use in the public works department, be received and filed: Jennings Tractor and Equipment Boyd Tractor Sales Brandeis Machinery & Supply Corp. :lest Kentucky Tractor Company Farmer's Motor and Equipment, Inc. Commissioner Gholson offered motion that the Audit Report of the Paducah Airport Corporation, prepared by Williams, Williams and Lentz, Certified Public Accountants of Paducah, Kentucky, for the period of time from July 1, 1955 through June 30, 1958, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fairhurst Fendley,Cholson, Hook and Mayor Jacobs (5). Ulow•sissioner Gholson offered motion that the T•iemorandum of October 20, 1958 frcm Ray Kayse and Ray Joseph of Lho Drpartment of Public Works, recommending the purchase of a new Case W310b Tractor, be received and filed. Na 570 Proceedings of Board o.f Commissioners City of Paducah October 2$ 195$ Liability Commissioner Gholson offered motion that the Board of Commissioners receive, insurance . John W. !' approve and file liability insurance issued by State Automobile Mutual Insurance Com - Burton i pany to John W. Burton for a period of one year from October 15, 1958. Adopted on 1 call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Transfer Commissioner Hook offered motion that the Board of Commissioners approve the Cemetery lot ro Helen transfer from Clyde Shemwell and Cliff Shemwell to Helen Shemwell Rousseau of an Shemwell Rousseau undivided one-third interest in and to Lot No. 24, Block No. 1 in the Mausoleum Additioin to Oak Grove Cemetery, said lot being on the east side of Yopp Avenue and between Holt Avenue, if extended, and weil Avenue. He further moved that the City Clerk be author- ized to make the proper transfer on the Cemetery Register. Private Garbage' Commissioner Hook offered the following motion: WHEREAS, Ray McClure, of hermit to Ray—IcClure %/ Paducah, Kentucky, has made application for permit as private collector for collecting, transporting and disposing of refuse as provided in Article VIm, Section 4-A of the Refuse Collection and Disposal Ordinance, such collection to be made from the A & P Store, Kroger Store at 9th & Broadway and the residence of M. L. McClure at 501 South 911th Street; I, therefore, move that such permit be granted to him for a period of six months from October 15, 195$ upon payment of the sum of �?12.00'for said six-month i period at the rate of 42.00 per month. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5). Private garbage Commissioner Hook offered the following motion: Whereas, Mrs. Milton Woods hermit to / 'Mrs. Milton r of Route 3, Paducah, Kentucky, has made application for permit as private collector doods for collecting, transporting and disposing of refuse as provided in Article VI, Sectionl4-A of the Refuse Collection and Disposal Ordinance, such collection to be made from McKinley School on Bridge Street. I therefore move that such permit be granted her for a period of six months from this date upon payment in advance of the sum of 412.00 for said six-month period at the rate of :;2.00 per month. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Gholson, Hook and Mayor Jacobs (4), Commissioner Fendley was not present when the roll was called on this motion. Board of Mayor Jacobs offered the following motion: I move that Barney M. Sproul, F.lualization' appointed E. L. Hayden and H. L. Coker, Sr. be appointed to serve as members of the Board of i958 Equalization of the City of Paducah, Kentucky for the year 1958. That the members of said board, after being first duly sworn to faithfully discharge the duties of their office, be directed to meet at the City Hall in Paducah, Kentucky on the 3rd day of November, 195$; to elect from along themselves a chairman and a clerk; to notify the City Auditor they are ready to receive the assessment books and to then proceed with j I the equa'_ization of assessments on all real. and personal proporty within the city I subject to t}xation in accGrdance with the provisions of law; the members of said board are to receive j for tfeir services the amount of compensation fixed by ordinance. ,Adopted on c311 of the Roll, Yeas, Co=izsioners Fairhurst, Gholson, Hook and Mayor Jacobs (5), I aaaissioner Fendley was not present when the roll was called on this motion. 1 N. 571 _ Proceedingsof _Board of Commissioners___^ city of Paducah October -28, _1958 Request bids gas, oil, etc Commissioner Hook offered motion that a Resolution entitled: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR FURNISHING THE CITY OF PADUCAH WITH ITS REQUIREMENTS OF REGULAR AND ETHYL GASOLINE, MOTOR OIL, DIESEL FUEL, CHASSIS PUBRICANT, GEAR LUBE OIL, HYDRAULIC OIL, KEROSENE AND ANTI -FREEZE TO BE USED BY THE CITY OF PADUCAH FROM JANUARY 1, 1959 TO JUNE 30, 1959", be ad6pted. Accept bid Commissioner Fairhurst offered motion that an ordinance entitled: "AN ORDINANC Jennings Trac - for & Equip. ACCEPTING THE BID OF JENNINGS TRACTOR AND EQUIPMENT FOR THE SALE TO THE CITY OF PADUCA, Backhoe & L Loader Ii KENTUCKY OF ONE (1) NEW CASE #310 B TRACTOR WITH UTILITY BACKHOE AND LOADER COMBINATIO1 I FOR USE IN THE PUBLIC WORKS DEPARTMENT OF THE CITY, AND AUTHORIZING THE CITY 14ANAGER TI i CONTRACT TO PURCHASE SAME", be introduced and remain on file for public inspection for Ii I'. at least one (1) week in the completed form in which it shall be put upon its final 1tpassage.
