Nayor Jacobs offered motion that the reading of the Minutes for March 16, 1957 be waived and that the Minutes of said meeting as prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Mayor Jacobs (5). Commissioner Clark offered motion that the petition of William E. Roetteis and wife, Joan Roetteis, for permission to make one 3/4 inch connection to the water pipe line owned by the Orchard Heights Water Company so as to furnish water to one residence be constructed upon property owned by petitioners fronting 100 feet on the south side of Unnich Avenue in Orchard Heights Subdivision, outside the city limits of Paducah, Kentucky, be received and filed with request petitioned for therein be granted subject to the terms and conditions in said petition. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Mayor Jacobs (5). Commissioner Clark offered motion that the City I•;anager be, and he is hereby, directed and authorized to secure options for the purchase of the property at 16th Street and Kentucky Avenue and 16th Street and P/ashington Street at the values shown upon the recent appraisal made by W. J. Pierce and Roger Christie; any options so obtained shall not contain any clause binding the city to purchase the property covered until the adoption of an ordinance authorizing such purchase. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Mayor Jacobs (5). Commissioner Lally offered motion that Darwin Lee Reed be, and he is hereby, employed as Chainman in the Engineering Department of the City of Paducah, Kentucky, at a salary of .j210.00 per month, effective I•Iarch 25, 1957, and that said person shall be removed from such position at any time by order of this board. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Payer f•!acobs (5). i Commissioner Lally offered motion that the city of the letter of the City Clerk addressed to the Board of Commissioners dated March 18, 1957, together with tie copy of the letter written by her on the same date to Dr. Ralph Osborne, Superintendent of the Board of 3ducation of the City of Paducah, and a copy of her certification as to the total value of all property in the City of Paducah subject to taxation in the year 1957, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, KxBride, Trevathan and Mayor Jacobs (5). Commissioner McBride offered the following motion: I move that the SETTLE:-MhT: CITY REFUSE ACCOUNTS - February, 2$, 1957, prepared and submitted by the Paducah Water Works, be received and filed. I further move that the check in the amount of ,)7,200.$0 be turned over to the City Treasurer to be deposited in the General Fund. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Mayor Jacobs (5). Commissioner McBride offered motion that the Contract dated March 20, 195 ween the City of Paducah and William H. Powell, for the purchase of one HD 5 Dozier with blade and winch, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Mayor Jacobs (5). Commissioner Trevathan offered motion that the report of the police department on improper parking and drunk under the wheel for the period ending March 22, 1957, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Mayor Jacobs (5). Commissioner Trevathan offered motion that the Board of Commissioners approve the sale by the City of Paducah to Ada Thomas of the :gest one-half of Lot ilo. 27 in Block No. 7 of the Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and Mayor Jacobs (5). Commissioner Trevathan offered the follovring motion: I move that the Board of Commissioners receive and file the budget prepared by Lloyd C. Emery, City !ianager for the period from January 1, 1957 through December 31, 1957, said budget containing his letter of transmittal, a table of past and estimated revenues, a table of past and recommended expenditures, and an explanation and justification of recommendations, and including also the appropriations recommended for payment of current expenses and for permanent improvements for each department and division thereof for the aforesaid fiscal period, vrith comparative statements in parallel columns of the appropriations and expenditures for the current fiscal year and appropriations and expenditures for the year preceding the current fiscal year, and the increases and decreases in the appropriations recommended for the aforesaid perioc as compared with the expenditures for the year 1956, also in itemized form a statement of the est{iriated revenue of the city for the aforesaid fiscal period, with com- parative statements in parallel columns of the revenue for the current and ne%t preccS fiscal yegr, and the increases and decreases estimated and proposed. OF LIM-ESTOiIE FOR THE YEAR 1957 (APPROXII'-IATELY 5000 TO 8000 TONS) TO BE USED III STREET CONSTRUCTION :•lORK", be adopted. Commissioner Lally offered motion that a Resolution entitled: "A RESOLUTIOII REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF THE CITY'S REQUIRE I•IENT OF ASPHALT (EITHER LIQUID OR EMNLSIFIED, OR BOTH) FOR THE YEAR 1957 (Ail AI•IOUNT EY,UA TO APPROXII•iATELY 15 TO 20 CARLOADS) TO BE USED IN STREET CONSTRUCTION AND REPAIR 11ORK", be adopted. Commissioner Trevathan offered motion that an ordinance entitled: "Ail ORDIIIANC AUTHORIZING THE PURCHASE OF CERTAIN LAND FROM MORRIS 11. IIcBRIDE, FIXING THE PURCHASE PRICE OF SAME AND PROVIDING FOR THE TERMS AND PROVISIONS OF SUCH PURCHASE", be introduce and remain on file for public inspection for at least one (1) week in the completed form in which it shall be put upon its final passage. L Commissioner Clark offered motion that a copy of the Resolution adopted on March 14, 1957 by the Retail Merchants Association of Paducah, Kentucky relative to the location of a new City Hall, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Clark, Lally, McBride, Trevathan and I•Iayor Jacobs (5). Commissioner Lally offered motion that the letter of March 19, 1957, from J. S. Piers, President of the Association of Commerce of the City of Paducah, Addressed to mayor and Board of Commissioners relative to the location of a new City Hall, be receive( and filed.
