HomeMy WebLinkAboutMinutes Book 22, Page 55, May 9, 1950Proceedings of Board of Commissioners A city of May 9, 1950 At a Regular Meeting of the Board of Commissioners hold in the Commission Chamber at the City Hall, Paducah, Kentucky, at 7:30 P.M. on May 9, 1950, Mayor Johnston pre- sided and upon call of the Roll the following answered to their names: Comnissionera Hannin, Jacobs, Sims, Thomas and Mayor Johnston (5). Minutes of the previous meetings were adopted as read. Maple Ave &. Commissioner Sims offered motion that the petition of Noel Denny and wife, Anitq Haien St. v. Denny, for permission to connect a 3/4 inch water pipe line to the privately owned two inch water pipe line of Alvie E. Tacker, Hal B. Lyles, Rufus Sayre and J. R. Ferguson at a point near the intersection of Maple Avenue and Helen Street and to extend same in an easterly direction along Maple Avenue a distance of approximately 300 feet to furnishi water to one residence to be constructed on their property, be received and filed and the I request petitioned for therein be granted subject to the terms and conditions contained ! in said petition. I It is understood, however, that in granting the privileges sought in said petit- ion neither the City of Paducah nor the Commissioners of Nater works shall be obligated to buy said pipe line or any part thereof, and no such obligation shall be obtained or i be implied hereafter should the territory to be served by the water lines to be laid under the authority herein requested be taken into or made a part of the City of Paducah'. It is further understood that the petitioners will subscribe for water service at the rates now or hereafter prescribed for water service to consumers outside the city limits and subject to the rules and regulations of the City of Paducah or its Comm- issioners of vlater Works which may be now in force or hereinafter enacted. Nothing in the granting of this petition shall obligate the City of Paducah or its Commissioners of 'later Works to guarantee crater pressure or service and said water service may be discontinued through said pipe line or any part thereof at any time when i in the judgment of the Commissioners of Nater Works the furnishing of water to the i petitioners or their successors in ownership of the property now owned by them may inter- fere in any wise with the adequate supply and distribution of water inside the a orporate limits of the City of Paducah. Boll and to extend said line into property of petitioner located in Jonnings and Rose j i Addition to the City of Paducah, Lot 7, which lot fronts on the east aide of North 36th; street, be received and filed and the request petitioned for therein be granted subject to the terma and nonditions contained in said petition. Commissioner Hannin offered motion that the attorney for the city be authorized to prepare for consideration of the Board of Commissioners an ordinance providing in substance as follows: 1. The levying of an occupational license tax against all persons doing any kind of work, or rendering any kind of personal services, or the holding of any kind of position or job within the city, the amount of said license tax to be measured by one-half of one percent of the gross salary or receipts of each such person. 2. Such license tax to be applicable to all persons employed by any employer ;within the city, except that it shall not include domestic servants employed in pri- vate homes, or business, profession or occupation for which license fees are required to be paid under the ordinance adopted on December 23, 1947. 3. That said ordinance be effective on and after July 1, 1950 and until the ordinance providing for such levy shall be repealed or amended. 4. That the employers be required to withhold the license fees payable under said ordinance and that returns be made on forms prescribed by the City Treasuror. That the ordinance further provide for payment of such license fees into the general fund of the City of Paducah to defray the expense of maintaining the city government. That the ordinance also contain all necessary provisions relating to the col- lootion of said license fees, the imposition of penalties and interest and the levy of a fine for violating any of the provisions of the ordinance. Adopted on call of the Roll, Yeas, Commissioners Hannin, Jacobs, Sims, Thomas and Mayor Johnston (5). Gasoline bids Commissioner Jacobs offered motion that the bids of the E. M. Bailey Distributing filed v Company, The Standard Oil Company and The Shell 011 Company for the sale to the City Of Paducah of gasoline to be used by the City of Paducah in its governmental operations for a period of four months beginning btay 16th, 1950, be received and filed. Liability Commissioner Jacobs offered motion that the insurance policy issued by the Fidelity policy E. C. Reed and Casualty Company of New York to the City of Paducah covering the liability of the City of Paducah and E. C. Reed in connection with excavation work done by the said E.C. Reed, said policy providing 10-20 bodily injury liability limits and 1-10 property damage liability limits be received, filed and approved. Oppose payroll Commissioner Thomas offered motion that the letter of the Paducah Central Labor tax ✓' Union expressing opposition to the adoption of any form of payroll tax which does not I procide for the equalization of property valuations for assessment purposes, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Hannin, Jacobs, Sims, Thomas and Mayor Johnston (5). Daylight Commissioner Thomas offered motion that the letters of Dorothy Kneipp, Secretary Savings time letters of the Little Garden Club, and Paul Friedlander, endorsing Daylight savings time in approving Paducah, be received and Piled. Adopted on call of the Roll, Yeas, Commissioners Hannin, Jacobs, Sims, Thomas and Mayor Johnston (5). FM Radio Commissioner Sims offered motion that an ordinance entitled; "AN ORDINANCE System Bid of PROVIDING FOR THE ACCEPTANCE OF THE BID OF THE RADIO CORPORATION OF AMERICA FOR THE RCA accepted SALE TO THE CITY OF PADUCAH OF A TNO-WAY RADIO COMMICATION SYSTEM FOR USE IN THE POLICE DEPAR74ENT OF THE CITY OF PADUCAH; AUTHORIZING ME MAYOR TO ENTER INTO A CON- TRACT FOR THE PURCHASE OF SAID SYSTEM; AND PRESCRIBING THE TERMS AND CONDITIONS TO BE CONTAINED IN SAID CONTRACT", be adopted.
