HomeMy WebLinkAboutMinutes Book 22, Page 361, February 26, 1952No.— 361 Proceedings of_—BDa*d of -Commissioners---.- — City of Paducah..— Februax_y' 26. 19$2 17 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on February 26, 1952, Mayor Cherry presided and upon call of the Roll the following answered to their names: Commissioners Clark, Jacobs, Johnston, Morrow and Mayor Cherry (5). / Minutes of the previous meeting were adopted as read. Petition Commissioner Clark offered motion that the petition of Mrs. Ruby Clark and approx- re -open Tenn St 13 to 19th imately seventy other signatures thereon, pertaining to the opening of Tennessee Street from 13th Street to 19th Street and Old Mayfield Road be received and filed and that this matter be referred to the City Manager for his investigation and his earliest possible report and recommendation. Adopted on call of the Roll, Yeas, Commissioners Clark, Jacobs, Johnston, Morrow and Mayor Cherry (5). Cemetery Gray Commissioner Clark offered motion that the Board of Commissioners approve the sale Rushing Add Minnie Hodge by the City of Paducah to Minnie Hodge of Grave No. 147 in Block No. 7 of the Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Clark, Jacobs, Johnston, Morrow and Mayor Cherry (5). Transcript of / Commissioner Clark offered motion that the Mayor and Commissioners having requested testimony Police Officers the City Manager to present the transcript of the testimony heard before him touching Gambling & Prostitution upon the alleged misconduct of the police officers of the City of Paducah, which hearing was held after accusations were made by Patrolman William Garrett when testifying before the County Judge; j He therefore moved that the entire transcript of the testimony taken before the City Manager be received and filed. He further moved that the Paducah Sun -Democrat be requested to publish this transcript in full if any part of it is to be published. Affidavits ✓' Commissioner Clark offered the following motion: The Board of Commissioners concerning William F. having requested the City Manager to present to them any affidavits he may have obtained Garrett when making an investigation concerning the record and activities of William F. Garrett, a former police officer of the City of Paducah, I therefore move that the affidavits of Correne Stringer Garrett and Juanita Stringer delivered to this Board by the City Manager be received and filed. I further move that the Paducah Sun -Democrat be requested to publish these affidavits in full, if any part of them are to be publised. Bradley, City Engineer, together with a map showing streets to be streets main- t.ined by Dept maintained by the Department of Highways pursuant to a proposal to this effect from the o.ra_Phways Highway :.epartment. Board of Edu- Commissioner Jacobs offered motion that the Board of Commissioners receive and cation request exoneration J file the letter of E. Palmer James, attorney for the Paducah Board of Education, in:whic penalty payroll with- he requests that the penalty agsessed against the board for failure to pay employees holding tax earning tax prior to February 1, 1952, be exonerated. Amendment to, Commissioner Jacobs offered motion that this board receive and file the First Grant Agreement Amendment to the Grant Agreement entered into between the United States of America, Airoort Administrator of Civil Aeronautice and the City of Paducah, Kentucky, on February 20, 1952. Adopted on call of the Roll, Yeas, Commissioners Clark, Jacobs, Johnston, Morrow and Mayor Cherry (5)• CertificationCommissioner Johnston offered motion that the copy of the latter of Sarah Thurman, Tax rate to Board of Vthe City Clerk, addressed to the Board of Commissioners, dated February 26, 1952, Education together with the copy of the letter written by her on the same date to Mr. Mark Scully, Superintendent of the Board of Education pf the City of Paducah, and a copy of her certification as to the total value of all property in the city of Paducah subject to taxation in the year 1952, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Clark, Jacobs, Johnston, Morrow and Mayor Cherry (5). Cemetery Grave Commissioner Johnston offered motion that the Board of Commissioners approve the Rushing Add Ethel sale by the City of Paducah to Ethel Haskins of Grave No. 146 in Block No. 7 of the Haskins Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Cemetery "rave/ Commissioner Morrow offered motion that the Board of Commissioners approve the Rushing Add ✓ Charley Quinn sale by the City of Paducah to Charley Quinn of Grave No. 148 in Block No. 7 of the Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Board of Edu-Commissioner Morrow offered motion that the letter dated February 20, 1952, cation request closing of from Lee F. Powell, President, Board of Education, requesting that Clinton Road from 23rf Streets refdrred:_tc:: Streets and 24th Street from Washington to Jackson Streets be closed as soon as possible, City Planning & Zoning Comm be received and filed. He further moved that said request be referred to the City Planning and Zoning Commission for consideration and recommendation. Bid house Mayor Cherry offered motion that the Board of Commis ioners receive and file the 234 N 8th bid of Jesse R. Spears, in the sum of $$375 for purchase of the house located at 234 North Eighth Street. Adopted on call of the Roll, Yeas, Commissioners Clark, Jacobs, Johnston, Morrow and Mayor Cherry (5). Mayor enter Commissioner Morrow offered motion that an ordinance entitled: into Agreements "AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF PADUCAH TO ENTER INTO AGREEMENTS WITH Department of Highways THE DEPARTMENT OF HIGHWAYS, COMMONWEALTH OF KENTUCKY, TO CARRY OUT THE PURPOSES OF maintenance of streets SECTION 177.041 TO 177.047 OF THE KENTUCKY REVISED STATUTES", be adopted.
