At an adjourned reCulnr meeting of the Board of Commissioners
held in the Commissioners' Chamber at the City IIall, ra•'ucah, Kentucky, at 7:30 0'
clock P.M., on the 4th day of January, 1940, Mayor Lackey presided and upon call of
roll the following answered to their names: Commissioners Baker, Blackburn, Dorian,
Pulliam and Ltayor Lackey(5).
Mayor Lackey offered the following motion: I move that an

Adopted on call of the roll: Yeas; Commissioners Baker, Dorian, Pulliam and Mayor
Lackey (4). Commissioner Blackburn present but not voting.
/ Ltayor Lackey offered the following motion: I move that
Jas. P. Smith be selected and employed as the City Manager for the City of Paducah,

Kentucky, the said Jan. P. 3math as such City Manager to be vested with all the
executive powers and to perform all duties required as provided under the 3tatutes
governing cities of the second class. Adopted on call of the roll: Yeas;
Co.�issioners Dorian, Pulliam and Mayor Lackey (3). Nays; Blackburn (1). Commissioner
Baker present but not voting.
1' Mayor Lackey offered motion that the Board of Commissioners
roan to be extend to Mr. Ed D. Hannan its thanks and appreciation for his kindness in agreeing

s Cay L.V.Bean, and that the Mayor be directed to write a letter to Mr. Hannan, expressing
to him the Board's thanks for the splendid service, which he has rendered while acting
an 1.anager. Adopted on call of the roll: Yeas; Commissioners Baler, Black-
burn, Dorian, Pulliam and Mayor Lackey (5).
