At a call moetinE of the Board of Commissioners held in the
Co=Issionerol Chamber at the City Rall, Paducah, Kentucky, at 3 o'clock P-Mon the
pith day of AuEust, 1939, Commissioner flank presided ns mayor pro tem in thonbsenco of
Yvyor ':.'ashburn and upon call of the roll the following answered to their names:
Cemmla^foners Pulliam, Stubblefield and'Mayor pro tem Hank (3).
Layor pro tem Bank stated reason for call, to -wit: Ior the
purpose of allowing payroll for the first one-half of AuEust, 1939 and to tranaact any
other business that may cone properly before the meeting.

Layor pro tem Hank offered notion that the payroll for the first
