At a roLular mocting of the Board of Commissionors hold in the Com-
niasloners' Chamber at the City Hall, Paducah, Kentucky, at 2 o'clock P.T., on tm
lCth day of December, 1938, Mayor +aahburn presided and upon call of the roll the
following answered to their names: Commissioners Melton, Pulliam and L.ayor :7a3hburn,(3).

Commissioner Melton offered the following motion: Pierce E. Lackey
