Minutes of the previous meetings were adopted as read. Colored Civic League -'i Commissioner Hannin offered the folloti,ing motion: The Colored Civic Corporation Counsel Instructed to prepare League having applied to the City of Paducah for a plot of ground for park purposes ordinance condemting propwty for park and there being aplot of ground adjoining Noble Park known as the McCutcheon property, due due to the disability of the owner, no negotiation can be ante ed into, I therefore move that corporation Counsel, W. V. Eaton, be instructed to immediately prepare necessary ordinance authorizing condemnation proceedings to acquire the McCutcheon property adjacent to N::ble Park for park purposes for the colored citizens of Paducah. Property embraced from creek to 13th street and to the line of Noble Park. i'dopted on call of the roll: Yeas; Commission,rs Haanin, Lockwood, and Mayor e+ashburn (3). Commissioner Hannin offered the following motion: I move that all Parking meters where objections are filed parking meters, where objections are filed, be removed at once. Mayor Washburn offered the following motion: I move that the letters Letters protesting 1 Parking (deters and from Hunter H. Martin & Company, Fred Campbell Auto Supply Company, Dodge Garage requesting loading zone Company, Standard 011 Company, and the West Kentucky Motor Company, asking for loading zones and protesting against the placing of parking meters in front of 'their respective places of business, be received, filed and referred to the City Manager. Adopted on call of the roll: Yeas; Commissioners Hamlin, Lockwood, Melton, ,Pulliam and Mayor Washburn (5). Mashburn, dayor of the City of Paducah, Tuttle Lockwood and ;George Hannin, Commissioners of the City of Paducah, Kentucky, be enjoined and res- 14rained from enforcing or attempting to enforce the resolution passed May 11th, 19360 terminating the employment of the plaintiff, L. V. Bean as City Manager of said City; that said defendants be enjoined and restrained from enforcing the amended ordinance ^passed Lay 11th, 1936, reducing the compensation of the City Manager to Twenty -fire 'Hundred Dollars, per year, if it does attempt so to do; that the defendants be enjoined ?from terminating the employment of the plaintiff, without cause, or at will, or from interfering with the discharge of the official duties of the plaintiff, in any manner; that said defendants be enjoined and restrained from enforcing or attempting to enforce the ordinances and resolutions adopted on the 21st day of May, 1936, from employing or. acting City :tanager, from paying compensation to an acting City Manager !at the rate of Twenty-five Hundred Dollars per year, or at any,other rate, from paying '�ifteen hunfired Dollars or any sum to additional counsel for the City of Paducah, out of ti:.. contingent fund, and from declaring the plaintiff's office vacant. "Nothing in this order shall be held to prevent the defendant, :City of Paducah, through its regularly constituted 'mayor add Board of Commissioner;, from removing the City Manager for good and sufficient causes other than those attcmptet 'to be stated on ::ay 21st, 1936, said charges being properly preferred and proven, and a fair and impartial public hearing having been had thereon, in accordance with the ;interpretation of section 3235-dd Sub -section 33 Kentucky Statutes, as stat,d in the opir.ion of this Court, on this day, which opinion is referred to as a part of this order.
